On the morning of July 9, at the Government headquarters, Prime Minister Pham Minh Chinh, Head of the Steering Committee for key projects and national important projects in the railway sector, chaired the online conference of the 3rd meeting of the Steering Committee.
Also attending the Conference were Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee; Minister of Construction Tran Hong Minh, members of the Steering Committee , leaders of ministries, branches, and Chairmen of People's Committees of 19 provinces and cities with railway projects in the area.
Currently, the country is implementing key and important national railway projects including: Lao Cai - Hanoi - Hai Phong railway project; Hanoi - Lang Son and Hai Phong - Mong Cai railway projects; North - South high-speed railway investment and construction project; urban railway projects in Hanoi and Ho Chi Minh City.

At the 2nd meeting of the Steering Committee, the Prime Minister pointed out 3 key tasks and assigned 48 specific tasks to ministries, branches and localities to focus on implementing and speeding up the progress of project implementation. To date, agencies and localities have completed 23 tasks meeting requirements; 17 tasks are regular direction and management tasks being implemented; 07 tasks have not met the progress; 01 task has not yet reached the deadline.
In particular, some important contents have been completed such as submitting to the National Assembly for approval of the Railway Law; submitting to the Government for promulgation of Resolution No. 106/NQ-CP and Resolution No. 127/NQ-CP implementing the National Assembly's Resolutions on Railway Projects; submitting to the Government for promulgation of Decree No. 123/2025/ND-CP detailing the overall technical design and specific mechanisms for a number of railway projects.
The agencies also submitted to the Government a draft Resolution implementing Resolution No. 188/2025/QH15 on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City; submitted to the National Assembly additional forms of investment in the North-South high-speed railway project (Resolution No. 227/2025/QH15).
At the same time, the organization will prepare a feasibility study report for the Lao Cai - Hanoi - Hai Phong railway project; organize the implementation of site clearance procedures for the Lao Cai - Hanoi - Hai Phong railway project and the North - South high-speed railway project.
At the meeting, ministries, branches and localities reported specifically on the implementation of projects on: Feasibility study report preparation; technical design preparation; site clearance; development of national standards for high-speed railways; development of investment method selection options... In general, the implementation of tasks is being actively carried out. In particular, preparing conditions to start construction of the Lao Cai - Hanoi - Hai Phong standard gauge railway project in December 2025 as directed by the Prime Minister.

Adjust as you go, but make sure you do it right.
Concluding the meeting, Prime Minister Pham Minh Chinh, Head of the Steering Committee, highly appreciated the active participation of members of the Steering Committee, ministries, branches, localities, especially the Ministry of Construction in implementing tasks under the direction of competent authorities and the Head of the Steering Committee, basically meeting requirements and progress; however, some tasks have not met requirements.
Therefore, the Prime Minister reminded that the Steering Committee shall direct, urge and unify policies, while ministries, branches and localities shall, based on their functions, duties and powers, issue specific decisions in accordance with the law to ensure progress, efficiency and closeness to the situation; issues beyond their authority shall be reported to competent authorities for consideration. Particularly, Hanoi and Ho Chi Minh City shall implement projects according to the National Assembly's Resolution on special mechanisms for the two localities; if there are any problems beyond their authority, they shall be reported to the Government for consideration.

The Prime Minister emphasized that railway projects contribute to creating new development space; facilitating the transportation of goods, reducing input costs, reducing the price of goods; contributing to the modernization of the country; contributing to economic growth, creating jobs and livelihoods for people...
Therefore, we must strive to implement and ensure the set goals, following the direction of General Secretary To Lam, which is to do things thoroughly, do each task properly, and finish each task; the spirit is to adjust and expand gradually while doing it, not to be perfectionist, not to be hasty, to do everything firmly, to do it well, to run and line up at the same time, but on a scientific, safe, effective basis, to fight negativity, waste, corruption, and group interests; to deploy many tasks at the same time but with priority order.
In particular, the Prime Minister pointed out that the Ministry of Construction will take the lead in developing relevant technical standards and regulations before July 20, 2025; the Ministry of Science and Technology will complete the appraisal and promulgation of standards and regulations before August 10, 2025, under the direction of Deputy Prime Minister Nguyen Chi Dung.
On that basis, under the direction of Deputy Prime Minister Tran Hong Ha and Deputy Prime Minister Ho Duc Phoc, the agencies proposed investment methods for projects in accordance with the provisions of the current Law.
Regarding site clearance, the Prime Minister pointed out that it has been separated from the investment project and assigned to provinces and cities. Therefore, in the spirit of proactiveness, positivity and efficiency, localities, especially leaders, must proactively deploy, direct communes and wards and mobilize the entire political system to organize implementation; agencies must promptly hand over the route taking into account development so that units can implement the next steps.
Emphasizing the need to proactively conduct geological surveys and build route directions, not wait, Prime Minister Pham Minh Chinh directed the organization to launch a campaign to simultaneously clear the land for the Lao Cai - Hanoi - Hai Phong standard railway line and the North - South high-speed railway project on August 19, 2025 to complete by the end of 2026 at the latest.
The Prime Minister assigned the Ministry of Foreign Affairs to promote an early meeting of the Vietnam-China Intergovernmental Committee on railway connection projects as directed by the two countries' senior leaders.
The Prime Minister also assigned ministries and branches to proactively develop plans and mobilize financial resources for projects; requested ministries, branches, and members of the Steering Committee to review and report to competent authorities for consideration if there are any difficulties or institutional problems, in which Deputy Prime Minister Bui Thanh Son was assigned to direct the removal of problems related to ODA capital regulations, ensuring that regulations must be transparent and post-inspection must be implemented instead of pre-inspection as at present./.
