Experience in developing new rural transport infrastructure

According to Director of the Department of Construction Trinh Huy Trieu, “Planning and developing rural transport infrastructure plays an important role in building modern rural areas, closely linked to the urbanization process. Thanh Hoa is a province with 65% of the population and over 90% of the area in rural areas, so this issue is closely directed by the Provincial Party Committee, People's Council, and Provincial People's Committee.”

Based on the objectives of the general program and the direction of the province, in the period of 2021-2025, departments, branches and districts have previously focused on planning construction, ensuring that the planning of the transport system covers the entire rural areas of the province. Since then, the Thanh Hoa construction sector has closely followed the organization and implementation of planning work, and at the same time advised the Provincial People's Committee to submit to the Provincial People's Council to issue mechanisms and policies to encourage the development of rural transport in the period of 2022-2025 in Resolution No. 148/2021/NQ-HDND dated December 10, 2021.

Before the dissolution of the district level, 22 districts in the province had approved district-level construction plans, reaching a rate of 100%. There were 336 old communes in rural areas with approved general construction plans, including 152 mountainous communes, 184 plain, midland and coastal communes. After the merger from July 1, 2025, the new communes will continue to inherit the construction plans, including continuing to complete the transportation system.

Statistics from the Department of Construction show that in the 2021-2024 period, Thanh Hoa province has supported localities with nearly 400 billion VND through the rural transport development policy. Since then, localities have solidified nearly 373km, expanded 375km of rural roads, built new and repaired 215 drainage works along traffic routes. In addition to the provincial budget support and counterpart funds from localities, many localities in the province have mobilized people to donate land, contribute and socialize to complete the rural transport system.

From the results achieved, Director of the Department of Construction Trinh Huy Trieu summarized some lessons learned, and at the same time, provided a basis for implementing the task of developing the province's rural transport system in the coming time. That is: it is necessary to promote propaganda, popularize the meaning, importance and content of new rural construction associated with rural transport infrastructure development to raise awareness of cadres and people, create consensus and strength of the whole people. It is necessary to increase the quantity, quality and facilities for the team doing construction planning and managing investment in transport infrastructure construction in communes. The provincial and local levels need to continue mobilizing resources from the people, contributions from enterprises combined with support from the Central and the province to invest, upgrade and renovate rural transport works. Continue to propagate and mobilize people to donate land to have space to expand traffic routes, build drainage ditches, lighting systems or plant trees to create landscapes along the roads.

In addition to construction, localities need to pay attention to regular maintenance of rural transport systems to repair damage, increase the life of works, reduce investment costs for reconstruction and operate safely and effectively. At the same time, it is necessary to properly manage the land area of road safety corridors to avoid encroachment and strictly handle violations.

The Resolution of the 19th Thanh Hoa Provincial Party Congress, term 2020-2025, continues to identify the agricultural development program and new rural construction as one of the key programs. At the commune level, "Transportation" is the first criterion, and at the district level (old), this is the second criterion in the new rural construction roadmap throughout the past time. The recorded results of the development of the rural transport system in the new rural construction period 2021-2025 will be an important premise for the new communes after the merger to develop their socio -economy more smoothly.
