Also attending the meeting were Vice Chairmen, members of the National Election Council, and representatives of relevant agencies.
In his opening speech, National Assembly Chairman Tran Thanh Man said that on May 16, 2025, the Politburo issued Directive No. 46-CT/TW on leading the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term. Compared to the previous term, this time the Politburo issued the Directive 1 month earlier, creating a basis for preparing conditions for the election. This is a necessary and important basis for the National Assembly to establish the National Election Council at the 9th Session; at the same time, elect the Chairman of the National Election Council, and approve the list of Vice Chairmen and members of the National Election Council.

Also at this 9th Session, the National Assembly passed the following laws: Law amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies; Law on Organization of the National Assembly (amended); Law on Organization of Local Government (amended).
The National Assembly Chairman emphasized that in order to carry out the tasks and prepare for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, according to the new provisions of the laws recently passed by the National Assembly, the National Election Council held its first meeting to officially give opinions on the preparations for the election taking place on March 15, 2026 - an important political event of the country, demonstrating the people's mastery, in order to select outstanding representatives to represent the will and aspirations of the people in the new term of the National Assembly and People's Councils.

At the meeting, the National Election Council discussed and gave opinions on the Submission on the issuance of: Resolution on assigning members of the National Election Council; Working regulations of the National Election Council; Resolution on establishing Subcommittees of the National Election Council; Submission to the National Assembly Standing Committee on the issuance of a Resolution on the apparatus assisting the National Election Council; Expected agenda of the National Election Council meetings; Expected assignment of agencies to develop and issue documents serving the election work.
With 100% of delegates present in agreement, the National Election Council voted to approve in principle the above drafts.

Concluding the session, National Assembly Chairman Tran Thanh Man acknowledged the delegates’ very accurate and dedicated comments. The comments were basically consistent with the draft documents; at the same time, clarified the responsibilities of each member of the National Election Council in charge of each assigned field; and the responsibilities of the Sub-Committees.
The National Assembly Chairman suggested that the assignment of members should continue to be reviewed and improved, clarifying the people, the work, and the responsibilities, and linking them to the responsibilities of relevant agencies and organizations in the locality. After the meeting, the Standing Committee of the National Election Council will send an official document to the departments, ministries, and branches to assign personnel to participate in the Sub-committees.
The National Assembly Chairman requested a thorough review of documents to ensure scientificity, flexibility, and updating of changes in conditions and contexts such as the arrangement of the central apparatus, the end of district-level activities, the merger of provincial and communal administrative units; and ensuring that the quality of delegates in this term must be higher than the previous term.

Stating that this is the first meeting to provide comprehensive and consistent guidance for the process of directing the organization of the election of the National Assembly and People's Councils at all levels, the National Assembly Chairman emphasized that all activities of the Council must aim to absolutely ensure the principles of democracy, discipline, publicity, transparency and compliance with the law in the election work.
At the same time, it is necessary to prepare adequate human resources, material resources, funding and an effective coordination mechanism between relevant agencies. The election work covers the whole country, the workload is very large, and the time is short, so it must be carefully prepared in all aspects. In addition, it is necessary to establish a smooth and effective coordination mechanism between the National Election Council and the National Assembly Standing Committee, the Government, the Central Committee of the Vietnam Fatherland Front and ministries, branches and local authorities at all levels.
The National Assembly Chairman also requested to enhance the supervisory role of the people, the Vietnam Fatherland Front and socio-political organizations in the election work in a practical and effective manner. In addition, strengthen communication and propaganda work before, during and after the election to raise people's awareness of citizens' rights and obligations in the election; promote propaganda both at home and abroad. The authorities need to proactively fight and refute bad and distorted information about the election, protect a clean information environment; create a unified awareness and social consensus.
The National Assembly Chairman noted that personnel work must be carried out in accordance with procedures, strictly, objectively, and according to standards, ensuring a reasonable structure and representation ratio. Personnel work, when carried out strictly and objectively, will contribute to the success of the election.
Along with that, increase the application of information technology in all stages of the election work, pay attention to digital transformation, and apply artificial intelligence (AI) to ensure smooth communication from the Central Government to 34 provinces, cities and 3,321 communes, wards, and special zones nationwide.

Affirming that the election work has received great attention and direction from the Central Executive Committee, the Politburo, the Secretariat and General Secretary To Lam, the National Assembly Chairman believes that the members of the National Election Council will promote their roles and responsibilities as well as their agencies and units, contributing to the overall success of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
