To proactively respond to heavy rains, ensure the safety of irrigation works and prevent flooding, waterlogging, and minimize damage caused by heavy rains, the Department of Irrigation Works Management and Construction recommends that units closely monitor meteorological and hydrological forecasts and rain and flood forecasts. Units should inspect and review key works and those at risk of incidents to proactively deploy response plans to ensure the safety of the works; pay special attention to the safety of irrigation reservoirs under construction, pay attention to deep works, underground works, and diversion works; be ready to evacuate people, machinery, and construction equipment at risk of being affected... For important irrigation reservoirs that do not ensure safety, it is necessary to consider limiting or not storing water.
Units must review and zone crops at risk of flooding, update specific response plans, and ensure that the impact of rain and floods is minimized. When heavy rains occur and there is a risk of flooding, irrigation works must be urgently operated to drain water for production and people's lives.
Units shall operate reservoirs according to approved operating procedures. For reservoirs with flood discharge gates, based on rain forecasts, the reservoir water level shall be adjusted to proactively receive floods, ensure absolute safety of the works and not discharge floods abnormally causing unsafety to downstream areas, especially paying attention to the operating procedures and water storage for reservoirs under construction or completed but not yet handed over. Strictly implement early warnings to downstream residents before reservoirs discharge floods and when there is a risk of an incident.
The Department of Irrigation Construction and Management recommends organizing 24/7 on-duty during periods of rain and floods; arranging permanent personnel at construction sites at risk of incidents; promptly handling unusual situations according to the "four on-site" motto when there is a risk of construction incidents.
According to the bulletin of the National Center for Hydro-Meteorological Forecasting, from the night of July 9 to July 10, 2025, the mountainous and midland areas of the North are likely to experience moderate rain, heavy rain, and locally very heavy rain, generally from 30-70 mm, with some places over 150 mm. From the evening and night of July 10 to July 12, 2025, the North will have widespread rain from 70-150 mm, with some places over 300 mm, with a warning of the risk of heavy rain over 150 mm/3 hours.
