Improve the quality of the movement "All people unite to build a cultural life"

The movement “All people unite to build a cultural life” in recent years has received the attention and direction of Party committees and authorities at all levels, the participation of departments, branches, unions, and socio-political organizations in Quang Tri province, especially the strong response of all classes of people. Thanks to that, the quality of people's material and spiritual life has been increasingly improved; political security and social order and safety have been stable; the great national unity bloc has been consolidated, contributing to promoting the socio-economic development of the locality.

To improve the quality of the movement "All people unite to build a cultural life", every year, the Provincial People's Committee issues documents directing and guiding the implementation to the grassroots level. Thanks to that, the movement is organized and implemented in many rich, diverse and lively forms...

With the participation of the entire political system and the active participation of the people, in the period of 2021 - 2025, the movement "All people unite to build a cultural life" in the province has achieved many encouraging results. Propaganda and mobilization work for people to unite and help each other has been carried out with many practical ways in production, economic development, income increase, and sustainable poverty reduction.

As a result, if in 2001 the average income per capita/year was 2.688 million VND, by 2024, the average income per capita/year will reach 81.2 million VND. In 2001, the poverty rate in the area was 24%. By the end of 2024, the multidimensional poverty rate will decrease to 11.53%.

The emulation movement "For the poor - No one left behind" has received special attention from all levels, sectors, organizations and localities. Responding to the Campaign for the Poor Day, since its launch, the "For the Poor" fund at all levels in the province has mobilized contributions of money, working days from relatives, neighbors and contributions from agencies, units, enterprises, international organizations, philanthropists and people from all walks of life inside and outside the province. From the mobilized fund, the whole province has built 3,918 houses for poor households with a total cost of 141,220 million VND, of which 2,717 were newly built and 481 houses were repaired.

In addition, the Front and organizations have closely coordinated with functional forces to resolve and reconcile thousands of conflicts, complaints and lawsuits related to land and administrative boundaries, limiting complications arising in the community.

The movement also contributes to raising people's awareness to voluntarily participate in environmental protection, preserving green, clean and beautiful living spaces. Mobilizing socialization, encouraging people to voluntarily contribute labor, land and money to build new rural infrastructure and urban beautification. Up to now, the whole province has over 70% of inter-commune roads concreted; 55% of inter-village roads concreted.

The investment in building a system of cultural and sports institutions from the province to the grassroots has achieved positive results, contributing to shortening the gap in cultural enjoyment between regions in the province. Up to now, the whole province has 9/10 district-level cultural and sports centers, 12 entertainment areas, 5 sports stadiums, 7 multi-purpose stadiums, 4 stadiums, 25 swimming pools; 98/125 communes, wards and towns have standard cultural and sports centers; 100% of villages, hamlets and neighborhoods have cultural houses - sports areas, of which 454/779 villages, hamlets and neighborhoods have standard cultural houses - sports areas, 4 districts have met the standards of new rural districts, 75/101 communes have met the standards of new rural areas and advanced new rural areas; more than 500 solid welcome gates have been built...

Localities have done a good job of disseminating and guiding households to study the regulations on evaluating and recognizing the title of “Cultural Family” according to regulations. Quang Tri province is honored to have 10 families awarded certificates of merit and commendation by the Ministry of Culture, Sports and Tourism and thousands of households have been commended at all levels. In 2001, the whole province had 25,800/50,135 households recognized as cultural families.

By 2024, 167,453/175,142 households were awarded the title of cultural family. The movement to build cultural villages and residential groups has made significant progress, achieving important results. In 2001, the whole province had 92/259 villages, hamlets, and residential groups recognized as cultural villages, hamlets, and residential groups. By 2024, the whole province had 540/799 villages and residential groups awarded the title of culture.

The propaganda and implementation of the construction of "Cultural standard agencies, units and enterprises" has been of interest to trade unions at all levels and implemented in many diverse forms. Many agencies and units regularly do a good job of environmental sanitation, food safety and hygiene, and administrative reform... In 2025, 100% of the province's agencies and units will register to launch the construction of cultural units. To date, 909/976 agencies and units have been recognized as cultural units.

Since the movement "All people unite to build a cultural life" developed, Quang Tri has built a number of specific cultural titles such as: "typical cultural commune", "typical cultural district" and "excellent cultural unit".

It is these innovations that have brought the movement to a remarkable development. Quang Tri is one of the first provinces in the country to have a policy to strongly encourage the development of grassroots culture down to every village, hamlet, cultural village management board, cultural family from the plains to the mountains, borders, and islands to contribute to eliminating "cultural blank spots".

Promoting the achieved results, in the coming time, the province will continue to effectively implement the Party's guidelines and policies, the State's policies and laws on the task of building a cultural life. Include the goals of implementing the movement in resolutions of Party committees and plans of authorities at all levels to focus on leadership and direction.

Focus on disseminating and replicating advanced models in implementing the movement on mass media, periodically organizing conferences to commend and reward outstanding individuals and collectives in implementing the movement at all levels.

Promote socialization in building grassroots cultural life, build mechanisms and policies to create favorable conditions for socio-political organizations, businesses and individuals to invest in building and exploiting effective cultural institutions...
