Speaking at the meeting, Prime Minister Pham Minh Chinh assessed that after half a year of restructuring the political system, ministries, branches and government agencies have been operating in an orderly manner, ensuring political tasks as required. However, there are opinions that the apparatus in some places is still cumbersome.
Along with that, after one month of operation, the two-level local government has basically operated smoothly and continuously, but through inspection and supervision, it was shown that there are still some difficulties and problems related to land, administrative procedures, schools, hospitals, enrollment authority, etc.

According to the Prime Minister, it is necessary to do well issues related to information technology and digital transformation to reduce administrative procedures because there is a situation in which localities use many software, while these software are not yet connected or interconnected.

People are not familiar with digital transformation, so simple matters still have to go to the Public Administration Service Center to resolve. The Prime Minister pointed out that after investigating a number of Public Administration Service Centers in localities, the officials there said that many procedures are not problematic, but people are not familiar with them so they still have to go directly to ask, especially issues related to land administration, justice, and businesses.

The Prime Minister highly appreciated the participation and efforts of ministries, branches and localities, especially the Ministry of Home Affairs as a standing agency actively advising the Government; the Government closely coordinated with the Central Organizing Committee and relevant agencies and localities to synchronously deploy tasks in the spirit of Resolution 60-NQ/TW, resolutions of the National Assembly, the Government and the Conclusions of the Politburo.

The Prime Minister said that it is necessary to review the problems. Although the status change takes time, the Politburo has requested that any problems that have been clearly identified and raised must be resolved.
The Prime Minister assessed that in general, ministries, branches and localities have a sense of responsibility to do their jobs well, but there are also places that have not done well.


The Prime Minister requested ministries and branches to focus on assessing whether the operation has been stable. Continue to review and improve institutions; amend and supplement legal regulations related to the organization of two-level local governments; perfect the organizational apparatus, build human resources, arrange and train appropriate staff, civil servants and public employees; promote decentralization and delegation of power; innovate the financial budget allocation structure, local government levels, ensure facilities, and ensure the new model is implemented smoothly and effectively.
