North-South high-speed railway project through the province: Urgently deploying tasks

On July 28, Mr. Tran Hoa Nam - Vice Chairman of Khanh Hoa Provincial People's Committee chaired a meeting to review and implement tasks and works related to the North - South High-Speed Railway Project through the province. At the meeting, Mr. Tran Hoa Nam requested departments, branches, sectors, units and localities to immediately start the construction of resettlement areas (TDC) and site clearance (GPMB) to meet the progress requirements as directed by the Government.

Will build and expand 15 resettlement areas

According to the report of the Department of Construction, the North-South High-Speed Railway Project passing through the province has a total affected area of 2,134 hectares, with 5,465 households and 36 organizations affected, including 3 schools in Tan Dinh commune, Suoi Dau commune, Ba Ngoi ward that need investment in construction to ensure teaching work. With 1,680 households needing resettlement, the Department of Construction has counted 28 resettlement areas serving site clearance, of which 13 resettlement areas have been built (with land fund for arrangement), 15 newly built and expanded resettlement areas, with a total area of more than 61 hectares, with a total estimated cost of about 1,142 billion VND.

In the northern area of the province, 66km long (from Dai Lanh commune to Nam Ninh Hoa commune), it is planned to invest in building 3 resettlement areas, with a total preliminary investment of more than 274 billion VND to arrange resettlement for about 230 households of the communes and wards: Van Thang, Van Ninh, Ninh Hoa, Tan Dinh, Nam Ninh Hoa. Of which, Van Thang and Van Ninh communes will arrange 70 households at the existing Vong Trac Tre resettlement area of Van Ninh commune. This area has recovered the entire 9.23ha of land, of which the technical infrastructure of 4.19ha has been completed and resettlement for 76 households has been arranged, while the remaining 5.04ha has not been invested in completing the technical infrastructure. Ninh Hoa ward will arrange for 80 households at the Tran Quy Cap resettlement area on Tran Quy Cap street with an area of more than 3.2ha, with a total investment of more than 34 billion VND. Tan Dinh and Nam Ninh Hoa communes will arrange a resettlement area in Quang Vinh village with an area of 5 hectares for 80 households, with a total investment of 180 billion VND.

In the central area of the province, about 64km long (from Bac Nha Trang ward to Nam Cam Ranh commune), it is expected to invest in building 7 resettlement areas, with a total preliminary investment of about 278 billion VND, including 1 common resettlement area in Dien Lac commune, 1 resettlement area in Suoi Hiep commune, 2 resettlement areas in Suoi Dau commune, 2 common resettlement areas in Cam Hiep commune, 1 resettlement area in Ba Ngoi ward to arrange resettlement for 525 households of the communes: Dien Lac, Dien Dien, Suoi Hiep, Suoi Dau, Cam Hiep, Cam An, Ba Ngoi ward. For the southern area of the province, 61km long (from Cong Hai commune to Phuoc Ha commune), it is expected to invest in building 5 resettlement areas, with a total preliminary investment of about 590 billion VND, including 2 resettlement areas in Thuan Bac commune, 1 resettlement area in Xuan Hai commune, 1 resettlement area in Bao An ward, 1 common resettlement area in Ninh Phuoc commune to arrange resettlement for 707 households of the communes and wards: Thuan Bac, Xuan Hai, Bao An, Ninh Phuoc and Phuoc Huu.

Propose to resolve many issues to speed up progress

At the meeting, Mr. Chau Ngo Anh Nhan - Director of the Department of Finance said that the project has many advantages when it is allowed to appoint contractors for all stages from design consultancy to construction and installation. In addition, the new regulation also allows temporary accommodation to be arranged to clear the ground when the construction progress of resettlement areas cannot meet the schedule. This project will use the entire central budget, but the locality will arrange advance capital to implement the work of site clearance and resettlement. The Department of Finance reported to the Provincial People's Committee to advance more than 400 billion VND to implement this work. This project has a large volume of work, the number of affected households that must be resettled is very large, so the relevant departments, branches and sectors must have specific and detailed plans to meet the set schedule. Therefore, it is recommended that the Provincial People's Committee assign the task of investor to the provincial project management boards to immediately implement procedures related to site clearance and resettlement.

The North-South high-speed railway project through Khanh Hoa province has its starting point in Dai Lanh commune, bordering Dak Lak province; its ending point is in Phuoc Ha commune, bordering Lam Dong province. The project passes through 29 communes and wards of the province with a total length of about 191.8km. Including: 2 passenger stations: Dien Khanh (located in Dien Lac commune) and Thap Cham (in Bao An ward); 1 Ninh Hoa cargo station located in Bac Ninh Hoa commune to connect and transfer goods with Van Phong Economic Zone; 4 maintenance stations located in the communes: Van Ninh, Cam An, Ninh Hai and Phuoc Ha; there are 2 depots: Dien Khanh depot located in Dien Dien commune to serve the exploitation of the Nha Trang - Ho Chi Minh City section and Van Phong depot located in Bac Ninh Hoa commune to serve the exploitation of freight trains in the Chu Lai - Van Phong section. According to the plan, the project will be implemented to build the resettlement area from March 2025 to December 2026; implement the work of inventory, develop compensation, support and resettlement plans from March 2026 to December 2026; and implement compensation, support and resettlement from June 2026 to June 2028.

According to Mr. Nguyen Van Vinh - Deputy Director of the Department of Construction, there are currently 2 resettlement areas in Tan Dinh and Cam Hiep communes facing difficulties due to non-compliance with the planning, which need to be reviewed and adjusted before implementation. The Department of Construction has developed an implementation plan based on the province's plan, including overall tasks, tasks of constructing resettlement areas, and tasks of main route land clearance. However, currently, the southern region of the province no longer has branches of the regional land fund development center, so it is difficult to meet the progress of land clearance.

Mr. Nguyen Minh Thu - Deputy Director of the Department of Agriculture and Environment said that after the pre-feasibility report of the North-South High-Speed Railway Project is available, the Provincial People's Committee must immediately establish an independent project on compensation, support, and resettlement to keep up with the progress of land inventory, record-making, and issuance of land recovery notices. Regarding resettlement work, if localities do not have land suitable for planning, they can find adjacent localities with equivalent or better conditions to implement the construction of resettlement areas. Therefore, it is recommended that the Provincial People's Committee assign the Department of Construction to review, and localities must have specific reports, and issue land recovery notices for suitable areas, and issue new areas for unsuitable areas.

Concluding the meeting, Mr. Tran Hoa Nam agreed to assign the Provincial Development Project Management Board to be the investor of Component Project 1 for compensation, support, and resettlement from Dai Lanh commune to Nam Ninh Hoa commune; the Provincial Agricultural and Transport Construction Investment Project Management Board to be the investor of Component Project 2 for compensation, support, and resettlement from Bac Nha Trang ward to Nam Cam Ranh commune; the Provincial Construction Investment Project Management Board to be the investor of Component Project 3 for compensation, support, and resettlement from Cong Hai commune to Phuoc Ha commune. The provincial project management boards are responsible for coordinating with relevant localities to organize surveys, prepare investment proposal documents for construction of resettlement areas, relocate technical infrastructure systems, and obtain site clearance for the project. The Department of Finance and the Department of Agriculture and Environment have sent written comments to the Department of Construction regarding the contents related to the construction of resettlement areas, land compensation and recovery, licensing of mineral mines, capital allocation plans, etc. The Provincial People's Committee Office should promptly advise on the establishment of a suitable steering committee for project implementation to facilitate the work and meet the set schedule.
