The Department of Education and Training is officially assigned to preside over the recruitment, reception, mobilization, secondment, and transfer of teachers, educational management staff, civil servants, and workers in public educational institutions in the province.

The Ministry of Education and Training has just issued Circular No. 15 dated July 24 guiding the functions, tasks and powers of the Department of Education and Training and the Department of Culture and Social Affairs under the People's Committee at the commune level.

The Department of Education and Training is in charge of recruiting, receiving, mobilizing, seconding, and transferring teachers.

According to the circular, the Department of Education and Training has the right to decide on the establishment of school councils, recognition, appointment, dismissal of school council chairman, addition, replacement of school council members and decisions on recognition, appointment, reappointment, extension of working time to retirement age, resignation from office, dismissal, change of job position, reward, discipline for heads and deputy heads of public educational institutions under its management authority.

Recognize, supplement, and perfect the school council and board of directors; recognize, dismiss, remove, and replace the chairman of the school council, vice chairman of the school council, principal, vice principal, and replace the chairman, secretary, and members of the board of directors or terminate the operation of the board of directors of private educational institutions under its management authority according to the title standards and procedures prescribed by law.

Decision on appointment of heads and deputy heads of public educational institutions under the state management of two or more commune-level administrative units.

The Department of Education and Training is also assigned to take the lead in implementing the provisions of the Law on Teachers, relevant legal provisions and decentralization of the Provincial People's Committee regarding the recruitment, reception, mobilization, secondment and transfer of teachers, educational institution managers, civil servants and employees in public educational institutions in the province.

Preside over the implementation of management, use, change of professional titles, training, fostering, and evaluation of teachers, educational institution managers, civil servants, and workers in public educational institutions in the province according to the decentralization of the provincial People's Committee and regulations of the Law on Teachers.

The Department of Education and Training decides according to decentralization or submits to the Chairman of the Provincial People's Committee for decision to approve job positions, adjust job positions and staff structure according to professional titles in public educational institutions under its management; manage job positions, staff according to professional titles and the number of people working in educational institutions in the province.

Ensure sufficient staffing of civil servants in education management, sufficient number of employees receiving salaries from the state budget, number of labor contracts according to approved job position projects, meet conditions to ensure education quality, be accountable for education activities, education quality, manage staff, employees and learners, implement education development policies under management authority.

Decide to assign and adjust the number of employees receiving salaries from the state budget for public educational institutions in the province within the total number of employees approved by the provincial People's Council according to regulations.

The Department of Education and Training is also responsible for deciding according to decentralization or submitting to the Chairman of the Provincial People's Committee for decision on regular salary increases, early salary increases and regimes and policies on salaries, allowances, bonuses and other regimes and policies as prescribed for civil servants and contract workers in educational institutions under its management authority as prescribed by law and as prescribed by the Provincial People's Committee.
