The 12th Congress of the Party Committee of Vietnam Television (VTV) for the 2025-2030 term is a special milestone, affirming the maturity of the organization and comprehensive development orientation of the national key press agency. The Congress takes place in the context of the country promoting digital transformation, building a knowledge-based economy , sustainable development and deep integration.
With firm belief in the leadership of the Party Committee of Vietnam Television, together with the spirit of solidarity, courage and intelligence, the collective of cadres and Party members of Vietnam Television are determined to join hands, be united, creative and innovative to build Vietnam Television to develop comprehensively and sustainably, contributing to the cause of building a strong and prosperous Vietnam in the new era.

Implementing the resolutions of the Central Committee, resolutions, conclusions and directives of the Politburo, the Secretariat, the Government, the Prime Minister, the Party Committee and the leaders of the Station have successfully led the completion of political tasks, maintained and promoted the role of the main multimedia media agency, taking the lead in propagating the Party's guidelines and the State's policies and laws; improving people's knowledge, serving people's spiritual life, strengthening foreign information, protecting the Party's ideological foundation, promoting the role of leading public opinion of VTV in the context of transferring and merging administrative boundaries, ending the operation of district-level governments, operating two-level local governments; in preventing and combating "self-evolution" and "self-transformation" both on traditional television and cyberspace.
The contributions of the Station have been recognized and highly appreciated by the Party, State and people. The Station manages and broadcasts 11 promotional TV channels, maintaining its core role in carrying out political tasks. VTV6 will stop broadcasting and operate VTV Can Tho from 2022, increasing the effectiveness of propaganda in the Mekong Delta region.
The broadcasting system includes 50 domestic channels and 48 international channels; synchronized digital platforms (VTV Online, VTVGo, OTT, VOD, social networks, etc.). VTV continues to modernize the production-broadcast-distribution model towards convergence, adjusting the wave frame, cutting ineffective programs, and improving the quality of propaganda.

One of the breakthroughs of the term is the effective implementation of multi-platform communication, expanding and enhancing the spread and effectiveness of propaganda. The process of content production, distribution and business is closely linked, creating a unique path but also providing practical support for traditional television.
The converged newsroom model has initially shown its effectiveness; content control has been strengthened, ensuring the right direction and minimizing possible errors. The station has made many innovations in management thinking, invested deeply in content and forms of expression, contributing to improving the quality of propaganda throughout the station; affirming its pioneering and leading role in propaganda work, contributing to orienting public opinion, and consolidating people's trust in the leadership of the Party and State.
VTV has left a clear mark in propagating important political events of the country; successfully completing the task of propagating domestic and foreign activities of the Party and State leaders, celebrating major holidays and historical events, with high-quality programs, contributing to educating traditions, arousing patriotism and national pride.

During its tenure, VTV has promoted policy communication, contributing to social stability and creating consensus among the people. During the stages of Covid-19 prevention and control, economic recovery and sustainable development, the apparatus streamlining revolution... The station promptly and accurately conveyed the policies and decisions of the Party and State; continued to play a pioneering role in reflecting prominent social issues with a series of sharp investigative reports and modern forms of expression.
At the same time, the Radio strengthens propaganda on Party building and rectification, preventing and combating corruption and negativity, bringing the Party's Resolution into life on radio channels and digital platforms; proactively refuting false arguments, protecting the Party's ideological foundation against increasingly sophisticated sabotage activities of hostile forces.
VTV promotes the positive information mainstream, builds an ecosystem of inspirational programs, widely propagates the national value system, culture, family, and Vietnamese people in the new era; promotes studying and following Ho Chi Minh's ideology, morality, and lifestyle, and commends good people and good deeds.

In his speech directing the Congress, Secretary of the Government Party Committee and Prime Minister Pham Minh Chinh wished the Congress great success; hoping that the Congress of Vietnam Television Party Delegates will enter a new era, with new spirit and new victories.
Television is not only a bridge between the Party, the State and the people, a two-way interaction between propaganda work and information collection between beneficiaries; the activities of Vietnam Television also have an important mission of creating motivation and inspiration for the nation and country in difficult times, both in favorable opportunities and in times of victory.
The Prime Minister pointed out that the past term had many unique and characteristic features, such as the Covid-19 pandemic; extreme climate change; conflicts and wars in the world... Therefore, VTV needs to exploit and learn about these events to find new issues. A new point is that humans created artificial intelligence (AI) but are having to deal with AI because no one thought AI would develop as it has today; we must make AI serve us more. The issue of strategic competition is very fierce, very unpredictable, making multilateralism and international solidarity loose. When the situation changes, revolutionary measures must change, thinking must change, actions must change, and the gathering of forces must also change.
With that spirit, VTV needs to research in-depth strategies for the Party and State; must create motivation and inspiration for the nation; must look far and wide, think deeply, and do big things; otherwise we will be backward, unable to keep up with the times, and have no strength; and propagate the strength of the nation.
In the current context, the Prime Minister requested to innovate thinking, and to act more decisively because resources come from thinking, motivation comes from innovation, and strength comes from the people; "The Party has directed, the Government has agreed, the National Assembly has agreed, the people have supported, and the Fatherland has expected, so we only discuss action, not retreat." The more difficult and pressured it is, the more effort is needed, unity, determination must be high, efforts must be great, actions must be decisive, each task must be completed, not spread out.

The Prime Minister affirmed that the country's overall achievements are very positive: stable macro-economy, inflation control, ensuring major balances, maintaining independence, sovereignty, territorial integrity, doing well in social security work... In the overall achievements of the whole country, there is an important contribution of VTV. On behalf of the Party and State leaders, the Prime Minister commended and highly appreciated this achievement of VTV.
The Prime Minister requested that VTV must be a research and strategic advisory agency for the Party and State; a bridge between the Party, State and the people, a tool for interaction between subjects in society; create motivation and inspiration for the nation and country in times of difficulty, challenge as well as in times of convenience.
According to the Prime Minister, ideology is a front, so each person doing this work must be a soldier; put aside trivialities and localism; solidarity and unity must be based on the Party's principles, and must take the difficult part for themselves.

The Prime Minister assessed that Vietnam Television has a good foundation in the field of creativity but needs to continue to promote creativity in organization, management, operations, and thinking to adapt to the current situation, so that Vietnam Television can rise to become a prestigious television station in the region and the world; must have aspirations to strive to achieve the goal; the station's information is timely, fast, accurate, with analysis and evaluation because we have a talented team, the right leadership, innovative thinking, decisive action, modern equipment, smart management, and always innovative ways of doing things but always consistent with cultural traditions, history and the world context. The country has identified two 100-year development goals, so Vietnam Television must also identify similar goals.
The Prime Minister stated that if Vietnam Television needs any mechanism, it should propose it so that the Party and State will create favorable conditions; the goals and visions must be strong and must have the goal of rising up with the nation.
The Prime Minister emphasized that in nearly 40 years of renovation, Vietnam's revolutionary press has always played a particularly important role in the country's socio-political life and is an important weapon of the Party on the ideological front.
The Prime Minister affirmed: "We are very proud that journalists always imbue, engrave and follow the profound teachings of beloved President Ho Chi Minh: "The press is a front. Journalists are revolutionary soldiers. Pens and paper are their sharp weapons. Articles are revolutionary calendars." In the current period, when our Party identifies innovation, rapid and sustainable development, and proactive international integration as inevitable trends, the press needs to clearly demonstrate its role in guiding, criticizing and spreading positive values.
The 13th Party Congress documents clearly defined the orientation: "Building a professional, humane and modern press and media". The press must create positive, mainstream information flows that spread strongly, leading and orienting public opinion towards good things in society, making an important contribution to building an advanced Vietnamese culture with strong national identity.
The press must further promote its particularly important role, creating motivation, inspiration, arousing the desire for development, creating more noble and great values for the country; fanning the desire for a strong, prosperous, and benevolent Vietnam; spreading that desire widely to all classes of people, turning it into will, determination, and action. This is also the responsibility, the command of the times, the voice of the heart, of conscience, and the dignity of the Vietnamese people for the team of revolutionary journalists. Therefore, the Prime Minister suggested that VTV need to analyze and clarify the connotation of the new era - the era of the nation's rise to develop civilization, strength, and prosperity.
The Prime Minister stated that VTV, as the key national media agency, needs to continue to be a pioneer and take the lead in information and propaganda; be a pioneer and exemplary leader in propaganda; innovate, innovate thinking, and digital transformation; and must be imbued with the Party's five leadership principles.
To continue promoting the role and position of the Station in the new era of national development, the Prime Minister requested the Party Committee of Vietnam Television to focus on leading, directing and implementing well the following key tasks:
First, continue to improve the leadership capacity and fighting strength of party organizations and party members.
Second, continue to affirm the mission and role of the National Television Station, the country's main multimedia media agency; especially in the current period, it is necessary to promote propaganda work on Party Congresses at all levels and the first Congress of Government Party Delegates towards the 14th National Party Congress; celebrate the 80th anniversary of the August Revolution and National Day September 2, creating an exciting and consensual atmosphere in society...
Third, strongly innovate thinking, thinking, and doing, taking innovation and creativity as the driving force for sustainable development, enhancing communication value, and enhancing brand value.
Fourth, continue to develop into a modern, multimedia media agency, leading in digital transformation, applying new technologies, artificial intelligence, big data, cloud computing, internet of things... In particular, it is necessary to focus on building a professional, modern national foreign television channel with regional and international stature.
Fifth, continue to organize and rearrange the apparatus to be scientific, streamlined, strong, efficient, effective and efficient.
Sixth, it is necessary to develop an action program to effectively implement the resolutions and conclusions of the Central Committee, especially the new policies of the Party and State; be flexible and creative in the action program, have high determination, make great efforts, and ensure the principle of "6 clear: clear people, clear work, clear responsibility, clear authority, clear time, clear results".
The Prime Minister conveyed the spirit of innovation, breakthrough thinking, drastic action, and high spirit of solidarity and unity. The Party, the State, and the people always put their trust in VTV and the station must always be a pioneer with the spirit of "bright eyes, pure heart, sharp pen", "steel in the pen, fire in the heart" to continuously develop and excellently fulfill its mission.
