On July 30, 2025, Minister of Science and Technology (MOST) Nguyen Manh Hung chaired the State Management Conference for July 2025 with leaders of units under the Ministry. The meeting aimed to assess the progress of institutional development, implementation of key projects and tasks in the fields of science, technology, innovation and digital transformation (S&T, I&D).

Advances in science, technology, innovation and digital transformation

The report at the Conference said that in July 2025, the Ministry advised and submitted to the Government many important documents to promote connection, data sharing, ensure information security and improve the quality of online public services. Notably, Decree No. 194/2025/ND-CP dated July 3, 2025 detailing a number of articles of the Law on Electronic Transactions on national databases, connection and sharing of data, open data serving electronic transactions in state agencies. Along with that, the Prime Minister issued Decision No. 1562/QD-TTg on ensuring connectivity, synchronization and security of information classified as state secrets in the digital transformation process of the political system and Decision No. 1565/QD-TTg approving the Plan to improve the quality of online public services throughout the process, develop new digital services, and personalize on the data platform to serve people and businesses.

At the same time, the Ministry also issued 03 Circulars under its authority, focusing on administrative digitalization, decentralization of telecommunications licensing and establishment of a data system for electronic transactions. During the month, the Ministry continued to promote the implementation of Resolution 57-NQ/TW, coordinated the organization of a Government-level Steering Committee meeting, surveyed local potential and launched a project on semiconductor chips in Da Nang . Lawmaking was accelerated, preparing to submit to the Government important draft laws for amendment such as the Law on High Technology and the Law on Technology Transfer.

Science and technology activities achieved positive results with the approval of hundreds of topics and the selection of strategic technologies for implementation during the year. In the field of innovation and digital transformation, many programs, indicators, platforms and plans were issued; the rate of online applications for the entire process increased sharply, and telecommunications infrastructure continued to make breakthroughs.

The ministry also strengthened international cooperation on semiconductors, held major events on the Internet and startups, and promoted institutional improvement on intellectual property, measurement standards, and nuclear energy.

Accelerate task progress, promote communication and digital transformation

At the meeting, the Minister acknowledged some positive results in July 2025, and pointed out the shortcomings, requiring units to focus on overcoming and speeding up the implementation of slow tasks, especially those related to strategic projects, budget allocation and policies for science and technology, innovation and digital transformation.

The Minister emphasized the requirement to complete legal documents on time according to the 2025 plan, focusing on fundamental documents leading the process of renewing the growth model and economic development based on science and technology, innovation and digital transformation.

In addition, relevant units must coordinate closely to promptly complete the development of decrees guiding implementation, including the decree on the science and technology development fund, the decree on tax incentives, and the decree on the management of national science and technology tasks.

With 21 tasks being implemented and 59 tasks under Resolution 57 to be completed in August, the Minister assigned the presiding units to closely follow the plan, not to let the work pile up at the end of the quarter. For the 3 projects submitted to the Government and 3 circulars submitted to the Minister in August, the assigned units must complete the content, collect full opinions, ensure quality and progress of submission according to regulations.

In particular, the Minister requested all cadres, civil servants and public employees of the Ministry to increase the use of virtual assistant tools in their daily work, considering this a substantial step in the Ministry's digital transformation process. The Minister affirmed: " Working in a concentrated manner for a short period of time will create breakthroughs; prolonging it will easily lead to average efficiency".

At the State Management Conference in July 2025, Minister Nguyen Manh Hung emphasized: Press and media are not only supporting tools, but also an official functional activity of the entire government system, from central to local levels, from ministries, branches to each state administrative agency. Because it is a mandatory function, agencies must regularly allocate annual budgets to effectively carry out communication work.

For provincial and ministerial authorities, it is necessary to establish a specialized communication department to ensure professionalism, proactiveness and consistency in implementing communication activities on policies, laws and management results.

Currently, many agencies still do not properly perceive the role of communication work, or consider it an "outside" task. This view needs to change. The Minister affirmed that all units in the Ministry must consider communication as a regular task, associated with the state management function. In particular, specialized departments and divisions need to proactively develop content, determine messages and coordinate with the Science and Technology Communication Center and press platforms to implement.

The Minister pointed out: In the annual budget, units must allocate regular expenses for communications. Orders cannot be placed "arbitrarily" when there is an event. Communications must go first, along with the policies and products of the industry.

Taking the example of the Radiation and Nuclear Safety Agency, the Minister emphasized: When Vietnam begins implementing nuclear power plant projects, communication must be done from the beginning - on internal channels and on large platforms. This is not only a responsibility, but also an important tool to create social consensus and prepare the mindset of people and businesses.

The Minister affirmed that communication is the job of each specialized unit, it is no longer a matter of 'should do' - but 'must do' and do it regularly and strategically.

Concluding the meeting, the Minister requested each unit and each officer to promote the spirit of innovation, work responsibly, have strategic thinking and take decisive action. State management activities need to be based on data, have measurement indicators, ensure real effectiveness and avoid formality.
