Prime Minister: Simultaneously clear land for construction of North-South high-speed railway

Prime Minister Pham Minh Chinh requested simultaneous implementation to complete site clearance for the Lao Cai-Hanoi-Hai Phong railway line and the North-South high-speed railway project by the end of 2026.

Concluding the 3rd online meeting of the Steering Committee for key works and important national railway projects (Steering Committee) with 19 localities where railway projects pass through on the morning of July 9, Prime Minister Pham Minh Chinh, Head of the Steering Committee, requested simultaneous implementation to complete site clearance for the Lao Cai- Hanoi -Hai Phong railway line and the North-South high-speed railway project by the end of 2026.

Currently, the country is implementing key and important national railway projects including: Lao Cai-Hanoi-Hai Phong railway project; Hanoi-Lang Son and Hai Phong-Mong Cai railway projects; North-South high-speed railway construction investment project; urban railway projects in Hanoi and Ho Chi Minh City.

At the 2nd meeting of the Steering Committee, the Prime Minister pointed out 3 key tasks and assigned 48 specific tasks to ministries, branches and localities to focus on implementing and speeding up the progress of project implementation.

Up to now, agencies and localities have completed 23 tasks meeting requirements; 17 tasks are regular direction and management work being implemented; 7 tasks have not met the progress; 1 task has not yet reached the deadline.

At the meeting, ministries, branches and localities reported specifically on the project implementation status regarding: feasibility study report preparation; technical design preparation; site clearance; development of national standards on high-speed railways; investment method selection options, etc.

In general, the implementation of tasks is being actively carried out, including preparing conditions to start the Lao Cai-Hanoi-Hai Phong standard gauge railway project in December 2025 as directed by the Prime Minister.

The Prime Minister highly appreciated the active participation of members of the Steering Committee, ministries, branches, and localities, especially the Ministry of Construction, in implementing the tasks, which basically met the requirements but there were also some tasks that did not meet the requirements.

The Prime Minister reminded the Steering Committee to direct, urge, and unify policies; ministries, branches, and localities, based on their functions, duties, and powers, issue documents specifying decisions in accordance with the law to ensure progress, efficiency, and closeness to the situation; issues beyond their authority should be reported to competent authorities for consideration.

Hanoi and Ho Chi Minh City will implement projects according to the National Assembly's Resolution on special mechanisms for the two localities; if there are any problems beyond their authority, they will report to the Government for consideration.

The Prime Minister emphasized that railway projects contribute to creating new development space; facilitating the transportation of goods, reducing input costs, reducing the price of goods; contributing to the modernization of land for economic growth, creating jobs and livelihoods for people...

Therefore, the relevant parties must make efforts to implement and ensure the set goals, following the direction of General Secretary To Lam, which is to do things thoroughly, do each task properly, and finish each task; the spirit is to adjust and expand gradually while doing it, not to be perfectionist, not to be hasty, to do things firmly, to do things well, to run and line up at the same time, but on a scientific, safe, effective basis, to fight negativity, waste, corruption, and group interests; to deploy many tasks at the same time but in an orderly manner.

The Prime Minister pointed out that the submission to competent authorities for promulgation of standards, conditions and procedures must be completed before July 20. On that basis, under the direction of Deputy Prime Minister Tran Hong Ha and Deputy Prime Minister Ho Duc Phoc, the proposal for investment methods will be considered in accordance with the provisions of the current Law.

Regarding site clearance, the Prime Minister pointed out that it has been separated from the investment project and assigned to provinces and cities. Therefore, in the spirit of proactiveness, positivity and efficiency, localities, especially leaders, must proactively deploy, direct communes and wards and mobilize the entire political system to organize implementation; promptly hand over the route taking into account development so that units can implement the next steps.

Emphasizing the need to proactively conduct geological surveys and build routes without waiting for aid, the Prime Minister directed the simultaneous launch of site clearance for the Lao Cai-Hanoi-Hai Phong standard railway and the North-South high-speed railway project on August 19 to be completed by the end of 2026.

The Ministry of Science and Technology was assigned to take the lead in proactively developing and promulgating standards and transforming the development of standards before August 10. Under the direction of Deputy Prime Minister Nguyen Chi Dung, the Prime Minister assigned the Ministry of Foreign Affairs to promote the meeting of the Vietnam-China Intergovernmental Committee on railway connection projects.

The Prime Minister assigned ministries and branches to proactively develop plans and mobilize financial resources for projects; requested ministries, branches, and members of the Steering Committee to review and report to competent authorities for consideration if there are any difficulties or institutional problems.

Deputy Prime Minister Bui Thanh Son directed to remove obstacles related to ODA capital regulations, ensuring regulations must be transparent, and implementing post-inspection instead of pre-inspection as is currently the case./.
