Duc Nhan is a mountainous commune in a particularly difficult area of Phu Tho province, established on the basis of merging two communes, Muong Chieng and Nanh Nghe (formerly of Hoa Binh province).
The commune has a natural area of 107.6km², a population of 7,389 people, of which more than 98.4% are ethnic minorities, including three main ethnic groups: Muong, Tay and Dao.
The commune has 17 hamlets in especially difficult circumstances, on the list of poor communes of the province.
The commune is located 137km from Viet Tri city, with complex terrain and poor infrastructure, making socio -economic development difficult. Roads are often eroded, and the electricity grid does not meet the needs of daily life and production.
Immediately after the merger, the Duc Nhan Commune Party Committee completed the work of perfecting the organization and leadership positions of the commune, and rearranged the subordinate Party cells from 38 to 32; ensuring stability and unity.
The Party Committee has 838 party members operating in 32 grassroots party organizations (including 17 residential area party cells, 13 public service unit party cells, and 2 agency party cells).
Up to now, 100% of Party cells have organized congresses for the 2025-2027 term in accordance with the Party Charter, ensuring the principles of democratic centralism, publicity and transparency.
Duc Nhan currently has more than 1,790 households, including 464 poor households (25.84%) and 414 near-poor households (23.05%). The temporary housing elimination program has achieved many positive results, building 309 new houses, repairing 367 houses, basically completing the set goals.
At the meeting, the provincial leaders and leaders of departments and branches mentioned the difficulties of Duc Nhan commune, discussed with the commune government the local recommendations for the province such as: Paying attention to investing in expanding provincial road 433 to meet grade III mountainous standards. The road is currently the only arterial road connecting the communes with the provincial center, but it only meets rural road standards, is often damaged by storms, causing difficulties in traffic, increasing production costs and reducing the value of agricultural products.
In addition, the commune proposed to invest in a road connecting the old Da Bac town - Thanh Son (about 10km long), intersecting with National Highway 70B in Huong Can, connecting with routes DT317, DT316, helping to shorten the distance to the center of Viet Tri by nearly 20km.
At the meeting, Secretary of Phu Tho Provincial Party Committee Dang Xuan Phong emphasized: Local authorities and people need to continue to accompany and share responsibilities in the context of major changes in organizational structure and administrative boundaries. In particular, the implementation of the 2-level government model poses many challenges, requiring flexibility and creativity in the way of operating, handling administrative procedures and supporting people to the maximum extent.
He requested the locality to promote digital transformation, considering it an important driving force to open up opportunities for local children to access sales, trade and tourism services via digital platforms. Along with that, the commune focuses on propaganda work, creating consensus and unity within the community and the great national unity bloc.
