After the merger, localities have proactively special monitoring plans for the transferred projects, and arranged a team of qualified and experienced commune-level officials to accelerate and make a breakthrough. With the determination not to let the change in administrative organization become the cause of delay in disbursement progress. In response to that requirement, communes and wards have proposed solutions and determined to complete the disbursement of public investment capital at the highest rate.
A typical example is the project to build and expand the inpatient treatment area of Bac Lieu General Hospital, one of the key projects of the province before the merger. The project has a total investment of 279 billion VND, a scale of 350 beds, and many auxiliary items.
Since July 1, all construction, completion, inspection, progress and quality monitoring activities have been carried out urgently and responsibly. The team of engineers and workers are still working diligently and enthusiastically on the construction site.
After nearly 16 months of construction, the project has now been basically completed, initially creating an impression of a fairly modern and beautiful architectural landscape. In order to officially put the project into use at the beginning of the year in September 2025, the contractor is currently urgently completing some remaining items such as installing the lighting system; ceilings, glass doors, wall paint, etc. are being urgently implemented by the contractor.
Mr. Le Dung Phuong, Head of the project management team for the expansion of the inpatient treatment area of Bac Lieu General Hospital, said: "Up to now, the project to expand the inpatient treatment area has completed over 70% of the contract value, expected to be handed over and put into use in September 2025 (4 months earlier than planned). To achieve that result, the unit has done a good job of site clearance, handing over clean land to the construction unit. At the same time, we regularly monitor and require contractors. to focus on machinery and human resources to ensure quality and progress according to the approved plan.”
Similarly, the Project to Upgrade and Renovate the Provincial Social Protection Center (Phase 2) is also in the process of completing infrastructure, renovating the campus of the buildings, planting trees, and installing lighting.
Mr. Ly Van Oai, the project contractor, said: "When we first heard about the merger, we were quite worried. However, thanks to the investors, project supervisors, and local authorities, we were very excited to continue the construction and completion of the project. Thanks to all the work going smoothly and without interruption, especially in terms of disbursement of capital, the project has been more than 2 months ahead of schedule."
Promoting disbursement of public investment capital
In order to prevent the flow of public investment capital from slowing down as soon as the two-level government comes into operation, localities have immediately started disbursing public investment capital. At the same time, the work of statistics and receiving capital sources transferred after July 1st has also been quickly allocated by commune and ward authorities, implementing projects or taking over and organizing supervision of the progress and quality of projects that were started before the merger.
For example, in Lang Tron ward, civil works such as bridge construction and road construction are still being carried out in a very exciting and determined atmosphere.
Mr. Ngo Quoc Tuan, Chairman of Lang Tron Ward People's Committee said: "As soon as it came into operation, the ward proactively grasped the situation of public investment disbursement in the area as well as conducted surveys and inspections of the actual construction of transitional works to have quick and timely instructions, helping to speed up the progress as well as ensure the quality of the works".
However, to achieve the target of disbursing public investment capital from now until the end of the year, localities need to maintain the sense of responsibility, promote the role of leaders in leadership, direction and implementation; "only discuss, do not discuss". At the same time, regularly review, urge, promptly detect and remove difficulties and problems arising in each project, especially key projects. In addition, it is necessary to "individualize" the responsibility to each individual; Consider disbursement results as one of the important bases for assessing the level of completion of annual tasks of each organization and individual.
In addition, it is necessary to urgently review and evaluate the disbursement status for each project; classify projects according to the disbursement level (good, slow, unable to disburse, etc.), thereby building a specific disbursement schedule for each month and quarter and having specific, appropriate solutions to promote disbursement to achieve the set target; resolutely carry out site clearance work, mobilizing the entire political system to participate.
Focusing on implementing solutions well will not only contribute to completing the disbursement of public capital investment in the last 6 months of 2025, but also promptly putting many key infrastructure projects into operation on schedule, promoting investment efficiency. This is also one of the important factors contributing to the implementation of the economic growth target of 8.5% or more in 2025, while creating momentum for the economy to strive for double-digit growth in the following years./.
