Determination to overcome difficulties

Formed on the basis of merging 3 communes Ninh Phuoc, Que Lam and Phuoc Ninh (old Que Son district), Que Phuoc commune has a natural area of ​​​​359.11km2 and a population of more than 14,100 people.

In fact, previously, all three communes merged into Que Phuoc commune, which was originally part of Nong Son district (old), with a long, fragmented terrain bordering mountainous areas. This poses many challenges in management, operating as well as serving the people.

Ms. Tao Thi To Diem, Chairwoman of Que Phuoc Commune People's Committee, said that after the official operation, the locality will urgently complete the organizational structure; review and assign specific tasks to each cadre, civil servant, and public employee in accordance with their expertise and practical experience. Timely issue working regulations, clearly define the functions and tasks of each specialized unit.

"We quickly put the Public Administration Service Center into operation to ensure that administrative procedures are handled continuously and without interruption. People who come to work and handle procedures are served wholeheartedly and thoughtfully and express high satisfaction," Ms. Diem shared.

Regarding the key tasks for the last 6 months of 2025, Que Phuoc aims to achieve a total production value of 414 billion VND; average income per capita of 55 million VND/year. The commune strives to maintain 13/13 villages meeting the "Cultural Village" standards; reduce 5-6 poor households. Maintain a forest coverage rate of 70% or more; 100% of the population uses clean water for daily life. The locality strives to build a strong community in terms of national defense and security.

Mr. Bui Xuan Trung, Party Secretary and Chairman of the People's Council of Que Phuoc commune, said that the locality still determines that the key task is to improve the quality of service to the people.

Therefore, the commune is focusing on reviewing and supplementing facilities and working equipment to meet work requirements; at the same time, require cadres and civil servants to raise their sense of responsibility, comply with discipline and administrative discipline... Urgently receive records, documents, and equipment from old communes in accordance with regulations, creating favorable conditions for management and serving the people.

“In the coming time, we will focus on preparing the necessary conditions to successfully organize the Commune Party Congress for the 2025-2030 term, contributing to building the Que Phuoc Commune Party Committee increasingly strong and comprehensive,” Mr. Trung affirmed.

Still many concerns

In Que Phuoc commune, one of the most difficult villages is Ninh Khanh. The whole village has about 350 households, most of whom live on farming and forestry. During the rainy season, many roads in the area are flooded and eroded. The village is also divided by the Thu Bon River, making it difficult for people to travel and access public services.

Vice Chairman of Que Phuoc Commune People's Committee, Mr. Nguyen Van Lanh said that in the area, there are 6 villages (belonging to the old Ninh Phuoc Commune) located on the other side of Thu Bon River with nearly 6,000 people. Ninh Phuoc Commune and the remaining 2 communes before the merger all meet the standards of new rural communes. Internal traffic infrastructure has been solidified, making travel convenient. However, external traffic between the 3 old communes is still limited, people in Ninh Phuoc Commune (old) have to move through Nong Son Commune (new) to reach the administrative center of Que Phuoc Commune (headquarters of the old Phuoc Ninh Commune).

The important foreign traffic route through Que Phuoc is National Highway 14H, which is currently too narrow, many bridges have small cross-sections and low foundations, so they are often flooded by heavy rain and floods. A typical example is Khe Rinh Bridge, where the floodwaters of the Thu Bon River have not yet reached level 2, causing traffic disruption for many days.

The operation of the irrigation system is unstable because many irrigation dams were built a long time ago, and the soil and rocks have been deposited, leading to not being able to operate at full capacity. The electricity system is sometimes unstable.

Ms. Tao Thi To Diem added that the locality still has difficulties in terms of working facilities. For example, the headquarters of Que Phuoc commune is being requisitioned from the headquarters of the People's Committee of Phuoc Ninh commune (old) which was built in 2009 and is now degraded and no longer suitable for the working requirements in the new period. Many specialized machines and equipment are old and lacking.

The agencies and specialized units have to be scattered in many locations such as: village community centers, kindergartens, old headquarters of Ninh Phuoc and Que Lam communes. Many officials and civil servants have to travel long distances to work at their offices. The above reality causes difficulties in managing and coordinating the implementation of tasks.

In the long term, the new commune located at the headwaters of the Thu Bon River is in great need of investment in its currently lacking and weak infrastructure. In particular, it is necessary to build a bridge across the Thu Bon River, connecting Phu Gia village (old Ninh Phuoc commune) to Binh Yen village (new Que Phuoc commune) to shorten the travel distance for people to access public services more easily; create conditions for the commune to promote restructuring of the agricultural sector towards commodity production associated with eco-tourism development and new rural construction...
