The above content was specially noted by Minister of Home Affairs Pham Thi Thanh Tra at the conference to review the work of June, the first 6 months of the year and deploy tasks for the last 6 months of the year of the Ministry, on the afternoon of July 8.

Speaking at the conference, Minister Pham Thi Thanh Tra requested that units under the ministry need to prepare carefully and absolutely not be subjective or lax in the process of closely monitoring localities operating the two-level government model.

With this major political task, the Minister assigned the Department of Local Government to closely monitor the actual implementation situation in localities to have a basis for assessment and propose solutions to arising difficulties and problems. Reports on the operation situation will be made periodically every week and sent to competent authorities.

Another major content emphasized by the head of the Home Affairs sector is the synthesis, review and development of a proposal to adjust basic salary, position allowance, commune-level leadership title allowance, as well as regional and specific allowances after the rearrangement of administrative units and reorganization of local apparatus.

The Minister requested that this plan must be carefully calculated and reasonably balanced to ensure it is suitable for reality, and will be reported to the General Secretary , the Standing Secretariat and the Head of the Central Organization Committee.

The Minister also noted that the Deputy Ministers closely direct the assigned units, in the context of large workload, high requirements, and urgent progress. All work products must be of good quality to be submitted to competent authorities for consideration.

The Ministry of Home Affairs will complete three key products in July to submit to competent authorities in August: Proposing salary and allowance plans for cadres and civil servants, especially at the grassroots level; content related to the implementation of the Law on Cadres and Civil Servants; content on the organization of employees in enterprises.

These are all important issues that will be commented on by the Standing Committee of the Party Committee of the Ministry before being submitted to the Standing Secretariat and the Politburo.

Recently, the Politburo and the Secretariat held a meeting to give opinions on the implementation of the Central Resolution, the Politburo's Conclusion on the reorganization of the apparatus and administrative units; and on the report on the implementation results of Resolution No. 18 from November 2024 to July 2025.

At the meeting, General Secretary To Lam requested that the Standing Committees of the provincial and municipal Party Committees directly under the Central Government continue to strengthen leadership and direction of all work under the authority of the two levels (province and commune) to be carried out smoothly, without delay or omission of work, with the consistent goal of better serving the people and businesses.

In particular, the General Secretary requested to continue reviewing, amending and supplementing regulations on salary policies and responsibility allowances for cadres, civil servants and public employees in accordance with the new organization.

With the current basic salary of 2.34 million, the salary of a civil servant holding the title of senior expert is 23.4 million VND/month - the highest salary of a civil servant. Meanwhile, civil servants of type C group 3 (elementary level) have the lowest salary of 3.159 million VND/month.
