The Ministry of Industry and Trade issued a Decision on the final review of the application of anti-dumping measures on some H-shaped steel products originating from Malaysia (Case code: ER01.AD12)

On May 28, 2025, the Trade Remedies Authority (TRA) announced the receipt of the final review dossier on the application of anti-dumping measures (AD) on some H-shaped steel products originating from Malaysia. After the deadline as announced, the TRA did not receive any request dossier related to the request for final review of the above case.

Pursuant to Clause 2, Article 82 of the Law on Foreign Trade Management, dated July 8, 2025, the Ministry of Industry and Trade issued Decision No. 1978/QD-BCT on the final review of the application of anti-dumping measures on certain H-shaped steel products originating from Malaysia (Case code: ER01.AD12).

Pursuant to Point b, Clause 2, Article 82 of the Law on Foreign Trade Management and Clause 4, Article 52 of Decree 86/2025/ND-CP of the Government detailing a number of articles of the Law on Foreign Trade Management on trade defense measures, the Investigation Authority shall determine: (i) the volume and quantity of goods subject to anti-dumping and anti-subsidy measures imported into Vietnam since the application of the measures; and (ii) the necessity, reasonableness, effectiveness of the measures and the socio-economic impacts of the anti-dumping and anti-subsidy measures.

Next steps:

The final review of ER01.AD12 will be conducted in accordance with the Law on Foreign Trade Management and Decree 86/2025/ND-CP detailing a number of articles of the Law on Foreign Trade Management on trade defense measures.

According to the law, after initiating an investigation, the Investigation Agency will send an investigation questionnaire to the relevant parties to collect information. The PVTM Department will conduct an examination and re-verification of the information provided by the relevant parties before completing the official investigation conclusion on the case.

The Ministry of Industry and Trade recommends that all organizations and individuals that are importing, exporting, producing, distributing, trading, and using investigation goods registration as related parties and provide necessary information to the Ministry of Industry and Trade to ensure their rights and interests in accordance with the law.

Organizations and individuals register as related parties according to the Related Party Registration Form in Appendix I issued with Circular No. 26/2025/TT-BCT dated May 15, 2025 and send it to the Investigation Authority via the Online Trade Defense Dossier Receiving System (TRAV ONLINE – https://online.trav.gov.vn) within sixty (60) working days from the effective date of the decision to conduct the review. At the same time, the Related Party Registration Form can be sent to the Investigation Authority by post or email.
