Vietnamese delegation in Geneva speaks at the review of Norway's trade policy at the WTO

On June 30, 2025, at the WTO headquarters, the Permanent Delegation of Vietnam in Geneva attended the 8th Trade Policy Review (TPR) of Norway and delivered a speech at the meeting.

Ambassador Mai Phan Dung, Head of the Vietnamese Delegation, highly appreciated Norway for maintaining a transparent and open investment environment and implementing measures to facilitate digital trade, notably the mandatory electronic data interchange through the VAT system for e-commerce, especially in the context of reducing trade costs and increasing cross-border goods. Vietnam acknowledged Norway's commitment to sustainability and green development. The promulgation of the Sustainable Products Act 2024 and amendments to public procurement regulations are examples of Norway's efforts to integrate ESG (environmental, social and governance) principles into trade policy.

At the multilateral level, Ambassador - Head of the Delegation Mai Phan Dung welcomed Norway's active participation in WTO frameworks, including reforms on trade-related aspects of intellectual property rights (TRIPS), initiatives to address climate change and environmental issues as well as a transparent approach to investment screening mechanisms.

At the bilateral level, trade between the two countries continues to show encouraging signs. In 2024, bilateral trade turnover reached 653 million USD. In the first four months of 2025 alone, trade turnover reached 250 million USD, up 38.3% over the same period last year. Regarding investment, as of the end of April 2025, Norway had 60 valid investment projects in Vietnam, with a total registered capital of more than 202 million USD, in areas such as marine engineering, aquaculture, renewable energy and high-tech manufacturing. Vietnam welcomes the interest of Norwegian clean energy companies in supporting Vietnam's green transition and offshore wind power development. Vietnam hopes that the two sides will further strengthen cooperation in areas where each country has its own strengths, such as food and consumer industries, supporting industries, marine economic development and renewable energy.

Before the meeting, based on information compiled from the Multilateral Trade Policy Department - Ministry of Industry and Trade , the Vietnamese Delegation sent a number of questions related to Norway's regulations and implementation in areas such as sanitary and phytosanitary measures (SPS), technical barriers to trade (TBT), value-added tax on e-commerce, tariff rate quotas (TRQ), intellectual property, sustainable development, government procurement, and investment regime.
