This is an important political event, marking a new step in Party building and strengthening the Party's comprehensive leadership role in implementing political and professional tasks of the Ministry of Industry and Trade and the entire industry in general.
The Congress will be attended by representatives of the Government Party Committee, representatives of the Party Committees of a number of Central Committees, Ministries, branches, Groups, General Corporations, agencies, the Government Party Committee's staff, along with delegates, distinguished guests and 250 outstanding delegates, representing 2,671 party members of 38 party organizations under the Party Committee of the Ministry of Industry and Trade.
With the motto: "Solidarity - Democracy - Discipline - Innovation - Development", the Congress of the Party Committee of the Ministry of Industry and Trade for the 2025 - 2030 term has the task of summarizing, objectively and comprehensively evaluating the results of leadership, direction and implementation of the Resolution of the Congress of the Ministry of Industry and Trade for the 2020 - 2025 term; and deciding on directions, goals, tasks and breakthrough solutions to lead and direct the Industry and Trade sector to continue to successfully carry out tasks in the coming term. The Congress demonstrates the determination to contribute with the whole country to successfully implement the country's development goals by 2030, to make achievements in celebrating the 100th anniversary of our Party's founding (1930 - 2030) and towards realizing the vision by 2045, celebrating the 100th anniversary of the founding of the Socialist Republic of Vietnam (1945 - 2045).
In the 2020 - 2025 term, in the context of many major fluctuations in the world and regional economic situation, the Party Committee of the Ministry of Industry and Trade has promoted the spirit of solidarity, steadfast political will, high responsibility before the Party and the people, leading and directing the entire Industry to successfully implement the Resolution of the Party Congress of the previous term. The entire Party Committee has made efforts to perform well the role of the political nucleus, closely following the leadership and direction of the Politburo, the Secretariat, and the Government Party Committee to synchronously deploy state management tasks in key areas of the Industry; leading the Industry and Trade sector to successfully complete the assigned goals, plans, targets, and tasks, making practical and important contributions to the country's macroeconomic growth targets.
1. RESULTS OF LEADERSHIP IN PERFORMING POLITICAL TASKS
On implementing the Industry's growth targets:
(1) Industry continues to play a key role, accounting for over 30% of GDP, of which processing and manufacturing industry accounts for about 80%, affirming its position as a regional production center.
(2) The electricity sector basically meets the requirements of socio-economic development with the rate of households using national grid electricity reaching over 99%. By 2024, our country will rank 2nd in ASEAN and 30th in the world in terms of electricity infrastructure development. The oil and gas industry develops synchronously from upstream to downstream, with gasoline and oil output meeting about 70% of domestic demand; gas sources (including imported LNG) ensure sufficient power production and industrial sectors.
(3) Exports maintain growth momentum at an average rate of about 10%, making an important contribution to GDP, bringing Vietnam into the group of 20 leading exporting economies in the world, import-export turnover in 2025 is estimated to reach over 800 billion USD, trade surplus remains high.
(4) The domestic market plays a pivotal role, with total retail sales and consumer service revenue increasing by an average of 8.1% per year; e-commerce growing strongly, reaching 25 billion USD in 2024, accounting for about 10% of total retail sales, and is the driving force for the digital economy and national digital transformation.
On the process of restructuring, renewing the growth model, implementing industrialization and modernization
The Ministry of Industry and Trade is implementing the Industry Restructuring Project until 2030. Focusing on innovating the growth model, improving productivity and self-reliance. The restructuring process has achieved many positive results, contributing to the economic restructuring towards modernity and sustainability.
- Industry continues to expand, playing the role of growth engine with an average production index increasing by 6.3%/year; processing and manufacturing industry accounts for a large proportion of exports and has stable growth. The internal industry structure has shifted positively, gradually reducing mining, strongly developing the energy industry and processing and manufacturing industry.
The electricity industry is restructured towards a competitive market; renewable energy is developing rapidly, accounting for 26.8% of capacity and 13.4% of output, contributing to ensuring energy security and promoting green and sustainable growth.
- The import-export structure shifts towards industrialization, with processed and manufactured goods accounting for approximately 85% by 2025. The export market expands, reducing dependence on the Asian market, increasing trade with America and Europe; prioritizing the export of high-tech and green products; importing modern equipment. Vietnam maintains trade relations with over 230 countries, implementing 17 FTAs; exports of the domestic economic sector increase significantly, and integration capacity is enhanced.
- The domestic market is strongly modernized; modern trade accounts for 30% of retail; e-commerce has impressive growth of 18-25%/year, expected to reach 30 billion USD by 2025. Strengthening safety standards, traceability, improving service quality and protecting consumers.
- Market management, anti-smuggling and trade fraud work has been implemented drastically and effectively; in the period of 2021-2025, nearly 290,000 cases were inspected and nearly 200,000 violations were handled. Institutional improvement, especially in petroleum business management, has been promoted, contributing to a healthy market, ensuring supply for production and people's lives.
Regarding the implementation of strategic breakthroughs , in the period of 2021-2025, the Ministry of Industry and Trade has presided over the development and promulgation of over 250 legal documents (including 05 laws, 51 decrees) and more than 20 strategies, plans, and development plans for key sectors and fields.
The National Assembly has passed many important laws such as: Law on Petroleum, Law on Consumer Protection, Law on Electricity, Law on Chemicals (amended), Law on Economical and Efficient Use of Energy (amended); along with decrees on e-commerce, petroleum, gas, electricity, market, foreign trade, etc., contributing to perfecting the socialist-oriented market economic institution.
Energy and trade infrastructure continues to be developed synchronously and modernly. The Ministry of Industry and Trade focuses on perfecting energy and mineral planning and institutions, creating a transparent and unified legal foundation.
Power sources and grids have been heavily invested in, and many key projects have been operating effectively. The oil and gas system has developed synchronously, ensuring the supply of 15.5 million tons of gasoline/year.
Rapidly developing commercial infrastructure with more than 1,200 supermarkets and 300 shopping malls; e-commerce becomes the main distribution channel. Expanded logistics system with 30,000 warehouses, 6 level 1 centers; in 2023, the logistics efficiency index increased by 10 places, from 53 to 43.
On international economic integration and foreign market development
As the focal agency for international economic integration, the Ministry of Industry and Trade has chaired negotiations, signed and effectively implemented free trade agreements (FTAs), contributing to expanding markets, promoting exports, and enhancing the position of Vietnamese goods in the global supply chain. In the 2020-2025 period, Vietnam signed 4 more FTAs, bringing the total to 17 agreements with 65 partners, while negotiating to upgrade many existing FTAs. In addition, the Ministry of Industry and Trade proactively promotes international cooperation, supports businesses in accessing markets, flexibly handles trade issues, ensures national interests and maintains stable foreign relations.
On trade promotion and national brand development
Trade promotion and national brand development have been promoted and comprehensively innovated. The system of trade offices and trade promotion offices operates effectively, supporting businesses to connect with global markets. Nearly 1,000 trade promotion projects with a budget of over VND 800 billion have been implemented, signing more than 30 international cooperation agreements; digital-based trade promotion and the application of new technologies have been promoted, bringing practical results. National brands have received attention for development, with about 1,000 products of nearly 500 enterprises achieving the title; Vietnam's national brand in 2024 will rank 32nd in the world and 2nd in Southeast Asia, affirming the prestige of Vietnamese goods in the international market.
On trade defense and competition management
Faced with the risk of dumped and subsidized imports causing damage to domestic production, the Ministry of Industry and Trade has stepped up the implementation of trade defense measures (TMFs). In the 2020-2025 period, 55 investigations were initiated, and 32 TMFs were applied, mainly in the processing, materials, and consumer industries, contributing to protecting domestic production and economic security. At the same time, the Ministry actively responded to 286 TMF lawsuits from 25 markets, operating an early warning system, protecting exports and international competitiveness.
The consolidation of the management model into the National Competition Commission has contributed to improving the effectiveness of economic concentration supervision, ensuring fair competition; over 800 records have been appraised, nearly 100 violations have been handled. Consumer rights protection has been enhanced, focusing on disseminating the 2023 Law, supervising over 50 product recall programs, handling over 1,500 complaints and feedbacks each year. Multi-level marketing management activities have been tightened, contributing to preventing distortions and protecting consumers.
On administrative reform, improving the investment and business environment
The Ministry of Industry and Trade continues to identify administrative reform and improvement of the business investment environment as key tasks, implemented synchronously and effectively. In the 2021-2024 period, the Ministry has reduced and simplified 57/662 business conditions (reaching 8.61%), in 2025 the Ministry plans to reduce 160/560 business investment conditions (reaching 28.57%), focusing on areas with many obstacles such as petroleum, chemicals, trade promotion, etc.; The Ministry has abolished 95 administrative procedures, amended and supplemented 347 administrative procedures and decentralized hundreds of administrative procedures, helping the Ministry maintain a high position in the group of ministries and branches leading the country in administrative reform; 100% of administrative procedures are provided at levels 3 and 4 on the National Public Service Portal, providing 267 online public services in areas such as import-export management, energy, and e-commerce on the Ministry's electronic information portal. The total number of tasks decentralized and delegated to localities is 208/401 tasks (accounting for 52%) of the total number of tasks and powers that can be decentralized and delegated.
2. RESULTS OF PARTY BUILDING WORK
In the 2020 - 2025 term, the Party Executive Committee, the Party Committee of the Ministry of Industry and Trade and its subordinate Party Committees have seriously grasped and implemented the Party Platform, the Party Statutes, the Resolution of the 13th National Congress and the directives and resolutions of the Central Committee. Focusing on leading and directing the contents of Party building work, building a clean and strong Party Committee of the Ministry. The Party Committees and grassroots Party cells regularly innovate the content and methods of activities, promote the exemplary role of cadres and Party members; promote studying and following Ho Chi Minh's ideology, morality and lifestyle. During the term, the Party Committee of the Ministry of Industry and Trade has comprehensively and flexibly innovated its leadership methods, suitable to the characteristics of each unit, contributing to improving the effectiveness of Party building and performing political tasks. Party cell activities are associated with expertise, applying technology, promoting democracy, setting an example for leaders. Inspection, supervision and propaganda work has been innovated in a focused, flexible and practical direction.
The work of streamlining, reorganizing and streamlining the apparatus has been seriously and effectively implemented. The subordinate units have proactively reviewed, streamlined the payroll, merged organizations with similar functions, reduced overlap and dispersion in organization and operation, contributing to streamlining focal points and improving the quality of operations in the new situation. Personnel work has been carried out in accordance with principles, democracy, impartiality, linking decentralization with enhanced supervision; assigning the right people to the right jobs, fully implementing the regimes and policies for employees.
The 1st Congress of the Party Committee of the Ministry of Industry and Trade for the 2025-2030 term took place in the context of the country entering a new development stage, a pivotal period in implementing the 10-year Socio-Economic Development Strategy 2021-2030. The 2025-2030 term is identified as a key period, requiring the entire industry to act decisively, flexibly, and creatively to seize opportunities and overcome challenges. This Congress will focus on discussing and approving the Political Report, comprehensively assessing the results of the implementation of tasks for the 2020-2025 term, determining directions, goals, tasks and solutions for the 2025-2030 term.
Aiming to turn Vietnam into a modern industrialized country with high average income by 2030, the Industry and Trade sector aims to improve competitiveness, become a leading ASEAN country, deeply participate in the global value chain; maintain a position in the top 20 in exports and top 30 in global retail markets. At the same time, ensure a balance between supply and demand of goods and energy; develop modern energy, trade and logistics infrastructure, approaching the top group of ASEAN.
Continue to build a clean and strong Party Committee of the Ministry of Industry and Trade; improve leadership capacity and fighting strength; focus on building a team of exemplary key cadres with the capacity to meet the new situation; improve the quality of inspection and supervision work.
In the 2025-2030 term, strive to complete the development targets of the Industry and Trade sector assigned by the National Assembly, the Government, and the Prime Minister in the 2025-2030 period. Determined to strive to achieve the following industrial and commercial development goals: (i) The proportion of industry reaches about 35% of GDP, of which the processing and manufacturing industry reaches about 28% by 2030; the industrial production index (IIP) increases by about 12-12.5%/year; (ii) The growth rate of goods exports is 13.5-14.5%/year; the growth rate of goods exports of domestic enterprises is 10-12%/year; (iii) The growth rate of total retail sales of goods and consumer service revenue reaches 13.0 - 13.5%/year; (iv) Ensuring sufficient supply of domestic electricity, meeting the socio-economic development target with an average GDP growth rate of about 10.0%/year. By 2030, commercial electricity will reach about 500.4 - 557.8 billion kWh; electricity production and import will reach about 560.4 - 624.6 billion kWh. The proportion of electricity produced from renewable energy sources will reach about 30% by 2030; Reducing energy consumption per GDP by an average of 1-1.5%/year; The energy saving rate will reach about 5-7% of total final energy consumption according to the normal socio-economic development scenario.
Key tasks and strategic breakthroughs in the coming term

- Building a truly clean and strong Party organization in terms of politics, ideology, organization and ethics, capable of comprehensively leading political tasks, being the nucleus of solidarity and being exemplary in the political system. Innovating the leadership method of the Party organization, associated with the application of information technology, comprehensive digital transformation in Party work. Focusing on building a team of Party committee officials, Party work officials and successors with steadfast political will, pure moral qualities, innovative thinking, practical capacity and aspiration to contribute. Focusing on planning, training, rotating, using and encouraging and protecting cadres who dare to think, dare to do, dare to take responsibility for the common good.
- Focus on perfecting the organizational structure, streamlining the number of focal points, reducing intermediate levels, clearly defining functions and tasks, ensuring effectiveness and efficiency in leadership, direction and implementation.
- Improve the quality of advisory work, propose policies and strategies to the Party and State, contribute to perfecting the institutions for developing the industry and the country in the new era with the spirit of unblocking and liberating all resources; promote decentralization and delegation of power in management; reform and simplify administrative procedures; improve the investment and business environment; promote the implementation of digital government.

- Breakthrough in the development of the business sector, including private enterprises and state-owned corporations and groups; support enterprises to participate more deeply in domestic and international industrial, export, energy, distribution and logistics value chains, develop large enterprises and economic groups with regional and global competitiveness, on the basis of promoting international economic integration, exploiting incentives of free trade agreements, negotiating and signing new economic agreements and treaties;
Breakthrough in administrative reform, promote streamlining of the apparatus, clearly define functions and tasks; improve the coordination process between the Party Committee and the collective leadership of agencies, units and between political and social organizations in the system. Strengthen decentralization associated with power control and build smart, interconnected and effective operating and work handling processes./.
