On July 13, in Can Tho City, Prime Minister Pham Minh Chinh and the Government delegation, leaders of ministries, branches and localities discussed the implementation of the two-level local government model, the progress of key transport projects and the project to sustainably develop 1 million hectares of specialized rice in the Mekong Delta.

Speaking at the conference, Minister of Home Affairs Pham Thi Thanh Tra said that the Government and the Prime Minister have thoroughly grasped, led, and directed in a synchronous, specific, comprehensive, and thorough manner the policies of the Party, the Politburo , and the Secretariat to reorganize the apparatus and operate the two-level local government.
On July 1, the two-level local government officially came into operation. After about 2 weeks of operation, according to the Minister of Home Affairs, there are many outstanding advantages. Localities across the country have thoroughly grasped the awareness, implemented in a timely, active, and close manner, and basically met the requirements; urgently stabilized and arranged the organizational apparatus.
In addition, the overall review and settlement of policies and regimes for cadres, civil servants and public employees who have quit their jobs, as well as the completion of functions and tasks, and the implementation of decentralization, delegation of authority and division of authority from the central to local levels have been proactively implemented.
The exemplary, responsible, and pioneering spirit of local leaders, from the Secretary to the Chairman of the Provincial People's Committee, has made great efforts and focused highly on resolving difficulties, aiming at the highest goal of caring for and serving the people.
“From the trial period to the official operation of the two-level local government, there were many good and creative ways of doing things. We can confirm that the initial results were quite smooth, without any major interruptions, problems, or issues in operation,” the Minister affirmed.

However, according to the Minister, there are still some difficulties such as the arrangement of provincial and communal apparatus and staff. In many provinces/cities, deputy heads of departments and branches are transferred to become secretaries and chairmen. If the requirements are met, two tasks will be solved at the same time: improving the team of communal-level leaders associated with restructuring to meet the operational requirements of local governments at all levels, and proactively rearranging deputy heads.
The Minister said that this issue needs to be implemented very carefully, regularly reviewed and adjusted immediately when ineffective operations are seen.
Decentralization and delegation of power from the central government to localities and within the province to specialized agencies under the provincial and communal People's Committees are still limited. Localities need to boldly request the central government, the government , and ministries to decentralize and delegate power.
“The most obvious limitation is the operation of public administrative service centers, because the infrastructure is not yet synchronized. The staff and civil servants at the commune level in some places have not yet met the requirements of the new tasks,” the Minister of Home Affairs acknowledged.
To resolve the above issues, the head of the Ministry of Home Affairs recommended to the Prime Minister to review the entire infrastructure system nationwide from the central, provincial to communal levels to create a synchronous and interconnected axis. It is necessary to complete and supplement legal documents on the functions and tasks of specialized agencies; focus on training and improving the capacity of communal-level cadres and civil servants and perfecting the regime and policies, especially for non-professional cadres...
