Strategic advice in institution building and perfecting international cooperation policies
The Department of International Cooperation functions as an advisory body to assist the Minister of Science and Technology in managing foreign relations, integration and international cooperation (hereinafter referred to as international cooperation) in areas under the state management of the Ministry of Science and Technology.
The report of the Party Congress of the Department of International Cooperation emphasized that during the 2022-2025 term, the Party Cell has promoted its role as a political nucleus, comprehensively leading all aspects of professional work, especially in promoting international cooperation, attracting resources to support the process of developing science and technology, innovation and digital transformation (ST&D) of the country.
The period 2020 - 2025 witnesses profound, comprehensive and complex changes in the international and regional situation. The world order has shifted rapidly under the combined impact of the COVID-19 pandemic, strategic competition between major powers, the rise of new technologies, as well as increasing non-traditional risks. This context not only reshapes global value chains but also highlights the central role of science and technology, innovation and digital transformation in shaping the competitiveness and strategic autonomy of each country.
Implementing the foreign policy of independence, self-reliance, openness, diversification, multilateralization of international relations, proactive international integration, with the attention and close direction of the Party Committee at higher levels, of the Ministry's leaders, based on the Ministry's work plan, the Party Cell of the Department of International Cooperation has directed the development, organization and implementation of the Department's professional work to meet the Ministry's work requirements, in accordance with the Department's functions and human resources. Responding to the requirements and key tasks of the Ministry, the Party Cell has directed the implementation of international cooperation activities to thoroughly grasp the goal of expanding and diversifying relationships, combining selective in-depth integration, and concurrently consolidating traditional relationships.
Overview of the Congress.
During the past term, the Party Cell has achieved many achievements in many areas: Consulting on drafting management documents and international cooperation documents; Building and developing networks, improving the capacity and qualifications of staff, leading international cooperation and foreign affairs work in the whole industry; Effectively exploiting international resources, attracting investment, promoting trade, promoting technology transfer, cooperating in research and development, improving digital skills for people and businesses; Implementing regional leadership initiatives and promoting global cooperation; Researching, consulting, and reporting on international experiences, policies, and directions of countries, and recommendations of international organizations to effectively and promptly implement the development of specialized reports to serve the work of consulting, directing, directing and building management policies of the Ministry; Deploying international economic integration activities; Organizing foreign information and propaganda activities with friendship organizations and socio-political organizations; Organizing international conferences/seminars/exhibitions; Cooperating within the bilateral framework on science and technology, innovation and digital transformation; Cooperating within the multilateral framework on science and technology, innovation and digital transformation; Promoting cooperation activities between organizations domestic scientific research and technology development organizations with foreign partners.
Some of the outstanding events that leave an impression on the collective of the Party Cell of the Department of International Cooperation in the past term include the Digital World Conference and Exhibition (ITU Digital World 2020 and 2021); Vietnam International Digital Week (VIDW) annually in 2022, 2023, 2024; the Universal Postal Union (UPU) International Letter Writing Competition; ASEAN Ministers of Information Meeting (ASEAN AMRI 2023)...
Regarding scientific research, the Party Cell has actively implemented 06 ministerial-level research projects: (i) Researching the theoretical and practical basis for developing a project to effectively attract and promote talented Vietnamese scientists and experts abroad; (ii) Researching the current situation and promoting solutions to improve the effectiveness of international integration activities in science and technology; (iii) Researching the theoretical and practical basis and suggested solutions to improve the effectiveness of foreign affairs activities of the Ministry of Science and Technology; (iv) Researching and suggesting solutions to improve the management of science and technology tasks according to the Protocol. The research projects have basically been completed; (v) "Researching and measuring measures to increase participation in ITU standardization activities and developing content to participate in the WTSA-24 Conference", Code DT.78/24; (vi) "Researching and learning international experiences in attracting foreign investment and prejudice for the ICT sector in Vietnam.
In addition, the Party Cell openly acknowledges the dangers and at the same time highlights efforts in maintaining the Party's organizational principles, promoting democracy, transparency, responsibility and innovation in performing tasks. The work of Party development, inspection, supervision and personnel planning was also carried out scientifically, contributing to creating a solid foundation for professional leadership.
Promoting the leading role of international cooperation in developing science and technology, innovation and digital transformation
In the discussion of the Party Cell's directions and tasks, Party members actively contributed their enthusiastic opinions and proposed solutions to continue to maintain an active and proactive role in shaping frameworks, rules, and governance on science and technology, innovation, and digital transformation in multilateral cooperation mechanisms; and studied the possibility of participating in cooperation mechanisms and initiatives on science and technology, innovation, and digital transformation.
Regarding breakthrough solutions, the Party Cell aims to continue promoting international cooperation in scientific research and technology transfer to make the most of global resources; Signing cooperation agreements with advanced countries in science and technology. Promoting international cooperation with countries with advanced science, technology, and digital transformation. Promoting research programs, technology transfer, connecting innovation activities, promptly applying international achievements and experiences suitable to Vietnam's conditions and practices.

With high consensus, the Congress unanimously passed the Party Cell Resolution for the 2025-2027 term, which identified the general goal of promoting proactive, creative, substantive and in-depth international integration in the fields of science and technology, innovation and digital transformation and making Vietnam a prestigious destination in international cooperation in science and technology, innovation and digital transformation.
The Party Cell continues to strengthen the building of a clean and strong Party, promote the leading role in international cooperation in the development of science and technology, innovation and digital transformation, helping to realize the goal of making Vietnam a developed country by 2045. The Party Cell in the next term will closely follow the political tasks of the Party Committee to direct the unit to resolutely implement the unit's key programs and tasks.
