On July 5, 2025 in Rio de Janeiro, within the framework of the BRICS Summit, Deputy Minister of Science and Technology Pham Duc Long and Brazilian Minister of Science, Technology and Innovation Luciana Santos exchanged a Memorandum of Understanding on cooperation in the fields of science, technology, innovation and digital transformation, testified by Prime Minister Pham Minh Chinh and Brazilian President Luiz Inácio Lula da Silva.
The Memorandum of Understanding signed by Minister of Science and Technology Nguyen Manh Hung and Minister Luciana Santos marks an important step forward in bilateral cooperation between the two countries in strategic technology areas.
Deputy Minister of Science and Technology Pham Duc Long and Brazilian Minister of Science, Technology and Innovation, Ms. Luciana Santos, exchanged a Memorandum of Understanding (MoU).
This Memorandum of Understanding follows the Agreement on Science and Technology Cooperation signed in 2008, demonstrating the strong commitment of both countries to deepen bilateral relations, promoting connectivity between research institutes, universities and enterprises of the two countries; open up cooperation opportunities through joint research projects, enhance exchanges of scientific staff and expand cooperation networks; jointly address common challenges of the two countries through science, technology, innovation and digital transformation.
The Minister of Science, Technology and Innovation of Brazil, Luciana Santos, expressed her pleasure at the conclusion of this agreement, which will facilitate the deepening of cooperation between the two countries, especially in the fields of semiconductors and artificial intelligence. Brazil is also interested in promoting joint actions in the energy transition, biodiversity, food security and nutrition, as well as innovation environments.
The two sides agreed to promote cooperation in the following areas: application and development of emerging technologies such as artificial intelligence (AI), high-performance computing and big data; semiconductor technology; promotion of the Internet of Things (IoT) ecosystem and blockchain technology; digital governance in technology projects; cloud computing; Industry 4.0; advanced telecommunications technologies such as 5G and 6G and related applications. The two sides also emphasize human resource development and capacity building; support for technology startups and innovation ecosystems; and promotion of digital transformation in key areas such as smart cities, healthcare andeducation . In addition, the two sides can expand cooperation to other areas within the scope of science, technology, innovation and digital transformation according to a common agreement.
Minister Santos further emphasized the potential for cooperation: "As we are at the same stage of development in many technologies, we have a lot to learn, share and benefit from each other through strengthening the connection between human resources, researchers, research centers, technology parks and businesses. Our two countries share the goal of expanding access to information and communications technology, supporting disadvantageous groups in the process of digital inclusion."
With the recent promulgation of a series of policies, strategies, and plans such as: Brazil's National Strategy for Science, Technology, and Innovation for the period 2025-2035, the New Industrial Policy "Nova Indústria Brazil" (announced in January 2024), and the Brazilian Artificial Intelligence Plan (July 2024), it shows that Brazil is currently strongly promoting creative re-industrialization, digital transformation, and the development of key technologies such as AI, semiconductors, cloud computing, etc. This is an important opportunity for Vietnam to strengthen cooperation with Brazil in areas of mutual interest.
During the working trip, Deputy Minister of Science and Technology of Vietnam Pham Duc Long had a working session with Mr. Celso Nunes, Director of Innovation Alterosa MK (Brazil) and visited the Brazilian Physics Research Center, one of the international research centers of excellence.
