The purpose of the Plan is to thoroughly grasp and organize the full and effective implementation of the tasks and solutions in Directive No. 38-CT/TW of the Secretariat on promoting national standards, measurement and quality work until 2030 and the following years; Create strong changes in the awareness and actions of ministries, branches, localities and people on standards, measurement and quality work; Improve the effectiveness and efficiency of state management, build mechanisms, policies and allocate resources for standards, measurement and quality work; Specify the key tasks, solutions and responsibilities of ministries, agencies and localities in organizing the implementation of Directive No. 38-CT/TW.
Regarding tasks and solutions, the Plan sets out 6 major tasks and solutions including:
- Propaganda and raising awareness of Party committees at all levels, authorities, people and enterprises about the importance of standards, measurement and quality work.
- Review, develop, supplement and perfect the system, legal policies and management documents on standards, measurement and quality; innovate and improve the effectiveness of state management on standards, measurement and quality.
- Developing high-quality human resources in the fields of standards, measurement and quality.
- Increase state budget investment in standards, measurement and quality.
- Strengthen inspection, examination and supervision of standards, measurement and quality.
- Strengthen international integration in standards, measurement and quality.
Regarding implementation, in order to ensure progress, quality, efficiency and savings, the Prime Minister has assigned specific responsibilities for implementation to ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally run cities to proactively and actively implement the tasks in the Plan.
In Khanh Hoa, implementing the direction, the Department of Science and Technology (KH&CN) advised the Provincial People's Committee to submit to the Provincial Party Standing Committee to issue Plan No. 242-KH/TU dated December 17, 2024 to implement Directive 38-CT/TW of the Secretariat on promoting national standards, measurements and quality work until 2030 and the following years in the province.
Implementing Plan No. 242-KH/TU of the Provincial Party Standing Committee and the direction of the Party Committee of the Provincial People's Committee; on December 25, 2024, the Provincial People's Committee issued Official Dispatch No. 14807/UBND-KGVX assigning the Department of Science and Technology to preside over and coordinate with relevant agencies, units and localities to advise on the implementation of Plan No. 242-KH/TU above.
Currently, implementing the direction of the Provincial People's Committee, in order to ensure progress, quality, efficiency, savings, improve the effectiveness and efficiency of state management of standards, measurement and quality in Khanh Hoa province, the Department of Science and Technology is actively studying the Government's Plan to promote national standards, measurement and quality, relevant regulations and local practices to advise the Provincial People's Committee on the detailed plan to implement Plan No. 242-KH/TU of the Provincial Party Committee Standing Committee on promoting national standards, measurement and quality until 2030 and the following years in the province./.
