Quang Ninh Provincial People's Committee has sent report No. 229/BC-UBND to the Prime Minister and the Ministry of Culture, Sports and Tourism on reviewing the names of new commune-level administrative units within the scope of the planning for preservation, restoration and rehabilitation of the special national relic of Ha Long Bay Scenic Landscape.

The report stated that, based on legal regulations and approved planning guidelines, the People's Committee of Quang Ninh province has prepared a dossier on "Task of preparing a plan for preservation, restoration and rehabilitation of the special national relic of Ha Long Bay, Quang Ninh province" to submit to the Ministry of Culture, Sports and Tourism for appraisal and submission to the Prime Minister for consideration and approval as a basis for implementing the next steps according to regulations.

Pursuant to Resolution No. 202/2025/NQ-QH15 dated June 12, 2025 of the National Assembly on the arrangement of provincial-level administrative units; Resolution No. 1679/NQ-UBTVQH15 dated June 16, 2025 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Quang Ninh province in 2025; The People's Committee of Quang Ninh province reports to the Prime Minister, Deputy Prime Minister Mai Van Chinh, and the Ministry of Culture, Sports and Tourism on the names of new commune-level administrative units within the scope of the planning for preservation, restoration and rehabilitation of the special national relic of Ha Long Bay Scenic Landscape.

Specifically, the localities of Quang Ninh province within the scope of the Planning for the preservation, restoration and rehabilitation of the special national relic of Ha Long Bay Scenic Landscape have previously reported to the central ministries and branches including 04 units: Ha Long city (including 10 wards: Ha Khau ward, Tuan Chau ward, Hung Thang ward, Bai Chay ward, Hong Gai ward, Bach Dang ward, Hong Hai ward, Hong Ha ward, Ha Tu ward, Ha Phong ward); Cam Pha city (Quang Hanh ward); Quang Yen town (Hoang Tan commune) and Van Don district (including Thang Loi commune and Ngoc Vung commune).

Now, based on Resolution No. 1679/NQ-UBTVQH15 dated June 16, 2025 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Quang Ninh province in 2025, the Planning for the preservation, restoration and rehabilitation of the special national relic of Ha Long Bay Scenic Landscape is adjusted to be located in the following communes, wards and special zones after the arrangement, including Tuan Chau ward, Ha Tu ward, Hong Gai ward, Ha Long ward, Bai Chay ward, Ha An ward, Quang Hanh ward and Van Don special zone.

The report also stated that the scope and boundary of the Plan for preservation, restoration and rehabilitation of the special national relic of Ha Long Bay Scenic Area under the new place name has an area of ​​about 1,553 km2.

The planning is carried out in the entire landscape space, natural landmarks and locations that are closely related to the formation and development of the heritage, including: The World Heritage Area of ​​Ha Long Bay - Cat Ba Archipelago recognized by the United Nations Educational, Scientific and Cultural Organization (UNESCO); Heritage buffer zone; Adjacent areas including Tuan Chau ward, Hong Gai ward, Ha Long ward, Ha Tu ward, Quang Hanh ward and Van Don special zone of Quang Ninh province and Cat Hai special zone of Hai Phong city, marine space, conservation areas, special-use forests, headwater forests, water surfaces, and related flows.

The report affirmed that the approved planning task for the preservation, restoration and rehabilitation of the special national relic of Ha Long Bay Scenic Landscape is the basis for implementing the planning with the aim of preserving, maintaining and promoting the value of the scenic landscape, ensuring the existence and sustainable development of the heritage.

The planning study includes identifying protected areas, planning for preservation, restoration, rehabilitation and promotion of heritage values, and orienting socio-economic development related to heritage. Currently, the People's Committee of Quang Ninh province has sent a document requesting the Ministry of Culture, Sports and Tourism to consider and report to the Prime Minister on the boundaries and scope of the protected area.
