However, in order for the emulation movement to be widely and comprehensively deployed, truly becoming an important driving force to promote the development of science and technology, innovation and digital transformation, contributing to improving the effectiveness of state management and improving the quality of life of the people, the Ministry of Home Affairs requests ministries, departments, branches, the Vietnam Fatherland Front, socio- political organizations, socio-political-professional organizations, provinces and centrally run cities to:

Based on the practical situation of agencies, localities and units, promptly issue a Plan to implement the Emulation Movement "The whole country competes in innovation and digital transformation" and the Movement "Digital popular education" with specific content, criteria, appropriate and practical implementation forms, creating a strong change in awareness, higher determination in actions of Party committees at all levels, authorities and people of all walks of life, successfully implementing the revolution in science , technology, innovation and digital transformation.
Extensively disseminate to cadres, party members, civil servants, public employees, workers and all classes of people about the purpose, meaning and importance of science and technology development, innovation, national digital transformation and the Emulation Movement. From there, arouse the spirit of innovation, creativity and the proactiveness and positivity of agencies, organizations and individuals participating in the digital transformation process, contributing to the strong development of the country in the new era - the era of prosperity and strength.
In addition, regularly inspect and monitor the implementation of the Emulation Movement to promptly detect, commend, honor, encourage, reward, and replicate advanced models, collectives, and individuals with outstanding achievements in the Emulation Movement and scientific research activities, technology development, innovation, and digital transformation.
Direct media agencies to continue to do a good job of propaganda and education, open special pages and columns, increase the time to discover, commend and promote groups and individuals with new, creative and effective ways of doing things in the fields of science, technology, innovation and digital transformation, and advanced models in implementing emulation movements.
In particular, focus on rewarding collectives and individuals with outstanding achievements in the development of science, technology, innovation, national digital transformation and popularizing basic knowledge about digital transformation and digital skills for people nationwide. In cases where there are outstanding achievements, initiatives, solutions, and effective digital transformation models that are widely applied in ministries, departments, branches, and provinces, creating important breakthroughs in the development of industries and fields, contributing to socio-economic development, ensuring national defense and security, improving social security and improving the quality of people's lives, rewards will be given according to authority; for outstanding achievements with nationwide influence, timely consideration and proposal to superiors for rewards according to regulations./.
