Accordingly, the development perspective of the Strategy is: Postal infrastructure is used to provide postal products and services and other products and services; participate in preventing and combating natural disasters, epidemics and emergencies, in which the public postal network is the core; Develop the postal sector comprehensively, synchronously and effectively on the basis of applying modern technology and maximally mobilizing social resources; Build and develop postal infrastructure in the direction of ensuring connectivity between network infrastructure, digital infrastructure and data infrastructure, in which the digital platform is a breakthrough solution; Develop postal services in the direction of expanding the service ecosystem, expanding new operating spaces; exploit the domestic market well, thereby reaching out to the international market, attracting foreign investment in the postal sector. Postal enterprises develop in the direction of becoming enterprises applying digital technology to create new products and services; Ensure that all people nationwide have the right to access and use universal postal services regularly and stably, with reasonable quality and prices; Transparency and simplification of administrative procedures to create a healthy competitive environment; create conditions for postal businesses of all economic sectors to develop.
By 2025, 100% of households will have a digital address.
The strategy aims to focus on market development by 2025; postal infrastructure development; participation in promoting digital government, digital society, digital agricultural economy; improving people's access to public postal services; and improving national rankings.
Specifically, by 2022, 100% of households will have a Digital Address; strive for 100% of agricultural production households to participate in transactions on e-commerce platforms owned by Vietnamese postal enterprises; strive for 100% of products traded on e-commerce platforms owned by Vietnamese postal enterprises to be branded and have traceability. Strive for 100% of postal service points to be able to serve people using online public services. Vietnam is among the top 40 countries according to the ranking of the Universal Postal Union (UPU)...
One of the tasks and solutions of the Strategy is to complete the Vietnam Digital Address platform associated with the national digital map to serve the development of e-commerce and the digital economy. From there, a National Postal Data Portal will be formed; data will be collected from many sources, aiming to form an open data ecosystem.
In addition, it is necessary to develop e-commerce platforms of Vietnamese postal enterprises so that agricultural producers and people can trade and buy and sell products and goods in the digital environment. Build management and warehouse operation and delivery platforms... connecting shippers, postal enterprises and customers. At the same time, encourage and create conditions for postal enterprises to invest in and develop digital infrastructure with the application of modern technologies of the Fourth Industrial Revolution.
The strategy is to develop postal infrastructure. Accordingly, economic sectors are encouraged to participate in investing in construction, operation, sharing and common use of postal infrastructure.
Regarding network infrastructure, build regional and area postal centers that integrate modern technological solutions to optimize delivery and transportation activities for e-commerce activities, enhance national competitiveness in logistics; develop and maintain stable operations of a nationwide postal service network; develop smart post offices to provide digital postal services.
Encourage postal enterprises to own air transport vehicles; promote the exploitation of the public postal network so that people, especially vulnerable groups in society, can access postal services and digital services of the Government.
Regarding data infrastructure, build and develop specialized databases in the postal sector; apply Big Data technology in building and storing postal data, allowing common use.
Promote postal number conversion
The strategy also has the task of orienting, guiding, and ordering Vietnamese digital technology enterprises and postal technology enterprises to build and develop Make in Vietnam digital platforms; encourage and facilitate a number of large postal enterprises to shift towards technology enterprises; Develop an ecosystem of digital platforms to support postal enterprises in creating and connecting data with e-commerce platforms and partners in the supply chain; Form a number of large postal enterprises as the core for developing a postal network to households on the basis of the Vietnam Digital Address platform.
Organize training, coaching, and digital skills guidance for agricultural production households participating in transactions on e-commerce platforms and digital platforms to promote products, expand consumption channels, improve business efficiency, etc., contributing to promoting the development of the digital economy in agriculture and rural areas.
At the same time, develop the postal market in the direction of ensuring fair, stable and quality provision of public postal services to all people; expand the ecosystem, expand new operating spaces, promote digital economic development and contribute to the implementation of sustainable development goals.
