With its long tradition and rich culture, Quang Ninh is considered a "living museum" of ethnic cultural values. In recent years, the province has always focused on directing the cultural sector and localities to actively implement projects and plans on preserving and promoting the cultural values of ethnic minority areas. Resolution No. 06-NQ/TU (dated May 17, 2021) of the Provincial Party Committee emphasized the need to honor and preserve the traditional cultural values of ethnic minorities, while promoting human strength in socio-economic development. Or in Resolution No. 17-NQ/TU (dated October 30, 2023) of the Provincial Party Committee, it continued to affirm that the development of mountainous and ethnic minority areas must be associated with the protection and promotion of cultural values, not only helping communities maintain their identity but also being the key to comprehensive development.
Thanks to specific and comprehensive orientation, in recent years, all levels, sectors and localities in the province have focused on implementing many effective solutions to develop a culture and people with rich identity, suitable to the practical situation. Including paying attention to embellishing and restoring relics; restoring rituals, festivals, folk art forms; building and improving the efficiency of traditional art clubs... Many cultural activities of ethnic minorities have been developed into community tourism products, contributing to making Quang Ninh tourism more unique, attractive and rich. Festivals such as Soong co, Khieng gio, mua vang... held annually are the convergence of intangible cultural heritages. Customs such as fire dancing, turtle dancing, celebrating new rice, and cap sac... are recreated on many stages and major events with the attention and reception of a large number of people and tourists.
The implementation of building "Cultural Village models" according to Resolution No. 06-NQ/TU of the Provincial Party Committee is one of the sustainable ways to closely link culture with the goal of promoting the economy and improving people's lives. Specifically, on June 21, 2023, the Provincial People's Committee issued Plan No. 161/KH-UBND on piloting the construction, preservation and promotion of cultural identity values of 4 ethnic minority villages associated with the development of community tourism in mountainous areas, period 2023-2025. These are the Dao village in Po Hen hamlet (Hai Son commune), the Tay village in Ban Cau hamlet (Luc Hon commune), the San Chi village in Luc Ngu hamlet (Binh Lieu commune), and the San Diu village in Vong Tre hamlet (Van Don special zone). This is not only an address in the unique tourism value chain of the locality, but more than that, it is a way for people to promote their role as the main subject in preserving the identity of the community, while creating sustainable livelihoods.
In the task of developing culture and people, Quang Ninh province also focuses on solutions to build a healthy cultural environment. Specifically, through the construction, supplementation and completion of regulations, rules, codes of conduct, and a set of criteria for business culture. At the same time, emulation movements are continuously promoted when considering the awarding of titles such as "Cultural Family", "Cultural Village, Group", "Typical Commune, Ward, Town", "Outstanding Citizen of Quang Ninh Province"... Especially improving the quality of human resources in ethnic minority areas. Notably, specific mechanisms and policies have been issued, such as: Exemption of tuition fees, dormitory support, priority to attract ethnic minority students and trainees at Ha Long University, Vietnam - Korea College, Quang Ninh Medical College; tuition support for preschool children, primary school students, and continuing education students in communes and villages in ethnic minority areas and mountainous, border, and island areas. Many public schools in remote areas and mountainous areas are invested in according to high quality criteria to create the best learning environment...
In the integration period, culture is not only an asset to be kept and to be proud of, but must be considered as the soft power of the country to be able to expand cooperation and compete equally in the international arena. Having full awareness and drastic actions in promoting culture and people with rich identity will contribute to the rapid development momentum of the province in the new period.
On June 3, 2025, the Ministry of Culture, Sports and Tourism issued a decision to announce the List of National Intangible Cultural Heritages. In this list, Quang Ninh has 4 intangible cultural heritages, including: Folk knowledge of the art of traditional costume sewing of the San Chi people; Folk knowledge of the art of sewing and decorating costumes of the Dao Thanh Phan people; Social customs and beliefs of the San Chi people's Harvest Festival; Folk performing art of singing in the coastal areas of Quang Ninh province. So far, Quang Ninh has had a total of 19 recognized national intangible cultural heritages. |
