Local overtourism is causing many problems for tourist spots in Japan.
According to the Japan Tourism Agency, the number of foreign visitors to Japan in May 2025 reached 3,693,300, an increase of 21.5% over the same period last year. These are very impressive numbers, considering that May is the time when Japan's cherry blossom season ends and speculations about a "super disaster" caused by the Nankai Trench earthquake broke out.
The total number of foreign visitors to Japan from January to May 2025 reached 18,139,529, the highest ever. Japanese travel agencies also forecast that, with the current growth rate, the number of foreign visitors in 2025 is likely to surpass the 40 million mark – a new record for the Japanese tourism industry.
In May 2025, India took the lead in the rate of increase in visitors to the "Land of Cherry Blossoms", followed by South Korea, China and the US. Regarding Vietnam, in 2024, Vietnam ranked 6th in the list of 23 key markets with the highest rate of increase in visitors. Entering 2025, by May, Vietnam continued to maintain its 9th position in the list of 21 fastest growing markets of the Japanese tourism industry.
In addition to the great benefits, the overload of foreign tourists is also causing a lot of trouble for destinations in Japan - where too many visitors come at the same time. The overload of foreign tourists also leads to the situation of Japanese people staying away from famous tourist destinations in the country to avoid the crowds. In addition, there is also an increase in crimes involving foreign elements.
In that context, Japan advocates on the one hand continuing to promote attracting foreign tourists, on the other hand applying many synchronous measures to reduce the load on some tourist destinations, ensuring the safety of people and tourists.
