The report said that currently, the city has no zoning plan regulating night-time economic activities, so night-time tourism development models do not have the conditions to develop systematically and sustainably.
However, the city's night tourism product development models still have strong growth, contributing to the number of domestic and foreign tourists. In the first 6 months of 2025, Hai Phong tourism welcomed and served 5.25 million visitors, an increase of 18.78% over the same period in 2024, equal to 52.5% of the yearly plan.

In particular, the model of performing arts activities was coordinated by the Department of Culture, Sports and Tourism (now the Department of Culture, Sports and Tourism) with relevant departments, branches, localities and units to organize and implement the Project of organizing cultural activities and performing arts at the Trumpet House in Nguyen Du flower garden on weekends and holidays. Up to now, more than 200 performances have been performed, attracting an average of 1,000 visitors/night.
At the walking street along the two banks of Tam Bac River (Tam Bac and The Lu walking streets), the Department has presided over and coordinated with relevant units to organize mass music nights, contributing to diversifying the experience of tourists when visiting the center of Hai Phong city. Organizing programs and events of street art performances combined with exploring local cuisine at locations (Hai Phong station, An Bien lake, Tam Bac lake, Phung Chi Kien street) to diversify the experience and attract tourists, contributing to promoting the development of night tourism development models in Hai Phong.
Sports, health care and beauty models are also built and developed with night sports such as: jogging, tandem cycling, e-sports, billiards snooker, kayaking, windsurfing when there are night lights, camping activities, night picnics... in the city center, Cat Ba, Do Son, Vu Yen (Thuy Nguyen) tourist areas.
In addition, health care facilities such as massage, sauna, spa beauty... in tourist areas are also facilitated for business activities to serve the needs of tourists, but not exceeding the prescribed hours after 10:00 p.m.
In Do Son, in 2022, 2023, 2024, with the consent of the City People's Committee, the Do Son District People's Committee has developed and implemented a pilot plan to arrange and set up 09 mobile kiosks on the sidewalk of the walking street to display and sell local OCOP products such as tea products, dried seafood, souvenirs... to tourists on the walking street from Con Huou intersection to Ngo Quyen motel on Van Huong street, zone II of Do Son tourist area from 5:00 p.m. to 11:00 p.m. on weekends and holidays from April 29 to September 2, combined with street art performances on the outdoor stage of the walking street, attracting a large number of tourists and people to pay attention and enjoy.
The activity has helped visitors learn about the people and land of Do Son in a lively and attractive way. At Cat Ba tourist area, in 2025, VUI-Fest Bazaar night market of Sun Group Corporation has brought a unique culinary and night entertainment experience, with hundreds of booths using environmentally friendly materials. Sun Bavaria Cat Ba Gastro Pub restaurant serves all-day meals with German-style craft beer - Sun KraftBeer. The restaurant is also the most ideal place to admire the fireworks from the Green Island Symphony show. In addition, tourists can also experience bicycle and electric car services, taking visitors to visit the routes, admire the scenery of Cat Ba town center at night or shop for souvenirs, gifts for friends, relatives ...
Tourist routes, walking pilot activities and night-time economic development are being implemented.
The night tour model currently owns a system of 148 cruise ships, including 78 sightseeing ships and 70 tourist accommodation ships with 1,300 rooms on the bays of Cat Ba archipelago, which has gradually met the needs of high-income customers, especially international tourists; of which, there are nearly 40 luxury cruise ships, meeting 3-5 star standards, capable of serving high-end luxury customers.
In particular, most recently, on June 28, 2025, the Department of Culture, Sports and Tourism presided over and coordinated with departments, branches and localities to open and launch the night cultural tour "Hang Kenh Sacred Mark" combining spirituality, traditional art and modern 3D mapping projection technology with the hope that this cultural tour will become a new weekend destination for locals and tourists, a space to relive national culture in modern life. The night tour is expected to take place from 7:00 p.m. to 9:00 p.m. every weekend, with many activities such as: offering incense, experiencing 3D mapping, learning about Taoism at Van Tu, exchanging Cheo or Van singing art, experiencing Hai Phong's typical cuisine, watching puppetry, making handicrafts, asking for calligraphy and shopping for souvenirs... Each tour is expected to serve about 200 guests/night.
The model of introducing culinary culture and nighttime food and beverage services is organized to build a walking street program along the two banks of Tam Bac River (The Lu and Tam Bac streets) into a tourist attraction with pilot walking activities on weekends and developing the night economy. Mobilizing people and households to actively decorate lights, increase the diversity of food and beverage businesses, entertainment services, and nighttime shopping, combined with organizing a series of art and cultural performance events on the occasion of events celebrating major holidays.
In particular, in response to the celebration of the 79th anniversary of the August Revolution and National Day September 2, the People's Committee of Hong Bang District has implemented the Project of tourist routes, piloting walking activities and developing the night economy on Quang Trung Street from August 23, 2024 to the end of 2024 on weekends (from 6:00 p.m. to 10:00 p.m. every Friday, Saturday and Sunday evening) with activities such as art performances, exhibitions, folk games, introduction of OCOP products, souvenirs, street food, etc. The event has attracted thousands of visitors, experiencers, weekend shoppers, contributing to diversifying tourism products when visitors stay in Hai Phong.
According to the general assessment, some night tourism models have been piloted and implemented in the form of walking streets (Tam Bac, The Lu, Quang Trung, Van Huong route...) combined with shopping areas, food courts, convenience stores, night markets, bars and some initial street art and entertainment activities have had positive effects, attracting a large number of people and tourists to visit, have fun, eat, entertain, enjoy cultural activities, art performances, contributing to promoting the development of trade and services in accordance with the direction of the Hai Phong City People's Committee.
In the coming time, in order to continue promoting night tourism, the Department of Culture, Sports and Tourism will review and complete policies and create a unified legal corridor for the development of night tourism models, focusing on regulations on: business types; business areas, restricted areas; especially the operating time for night tourism models needs to be facilitated from 10pm the previous night to 6am the next morning.
Build the content of developing night tourism model into the content of the city's overall socio-economic development plan. In which, it is necessary to clearly plan the areas, localities, and routes that are focused on developing night tourism model in the city center, Do Son, Cat Ba, Vu Yen tourist areas, main night service models and support and incentive policies to attract strategic investors, businesses, and people to participate in investing in nighttime entertainment, shopping and entertainment activities and services.
Develop a zoning plan for the development of a night tourism model including: streets specializing in business services (shopping, coffee, bars, pubs, karaoke, dance clubs), food streets, squares, parks for entertainment activities and encourage 24/7 convenience store chains to form separate areas to limit the impact of light and noise, associated with architectural planning, infrastructure construction, traffic organization, ensuring urban security and safety, ensuring power and water sources, waste collection and treatment systems, etc.
Promote tourism, advertise tourism products including models of night tourism development. Develop programs and tours at night for tourists to experience such as walking around cultural sites, historical relics (such as Hang Kenh Communal House), immerse themselves in local culture, explore night cuisine (Night Foodtour), watch art performances to extend the time tourists stay in Hai Phong. At the same time, widely promote on mass media and social networks to increase coverage and accessibility of tourism both domestically and internationally.
