Ministry of Science and Technology and Motion Picture Association of America exchange experiences on AI and digital content copyright protection

On July 8, 2025, at the headquarters of the Ministry of Science and Technology (MOST), Deputy Minister Bui Hoang Phuong had a meeting and worked with the delegation of the Motion Picture Association of America (MPA) led by Ms. Urmila Venugopalan, President and CEO of the Asia-Pacific region.

Deputy Minister Bui Hoang Phuong worked with Ms. Urmila Venugopalan, President and CEO of Asia- Pacific region.

At the meeting, Ms. Urmila Venugopalan, representative of MPA, an organization representing seven major entertainment and content distribution corporations worldwide, shared about the strong digital transformation trend in the film industry, from traditional distribution to over-the-top (OTT) content distribution platforms. At the same time, Ms. Urmila Venugopalan also emphasized that labeling content using AI is one of the issues that many countries are interested in and implementing, especially in the entertainment sector.

Ms. Urmila Venugopalan expressed her desire to share information and international experience in classifying and labeling content with AI elements, especially for entertainment products such as movies and TV shows, to ensure transparency and suitability to industry characteristics.

On the Vietnamese side, Deputy Minister Bui Hoang Phuong highly appreciated the opinions exchanged from MPA and shared the direction of the Ministry of Science and Technology in perfecting the legal framework on digital technology industry, including content related to AI.

Deputy Minister Bui Hoang Phuong said that the Law on Digital Technology Industry, which has been passed by the Vietnamese National Assembly, is the first document laying the legal foundation for AI in Vietnam. The Ministry of Science and Technology is continuing to develop guiding decrees and circulars, which are expected to be published for public consultation in the near future.

Regarding the Intellectual Property Law, the Deputy Minister said that the Ministry of Science and Technology was also assigned to preside over the revision of this law, which will consider new factors related to AI technology. The Deputy Minister also recommended that international organizations, associations and businesses provide early comments for timely integration into the policy-making process.

The Ministry of Science and Technology has been applying AI technology to many state management activities such as building reporting systems, data analysis; policy consulting and supporting regular activities of state agencies.

The meeting ended in an open and constructive atmosphere. The two sides agreed to continue to maintain technical information exchange, towards the common goal of developing the digital technology sector.
