Bac Ninh: Comprehensive digital transformation, building a modern administration

Promote the top 10 position nationwide

With the 2-level government model "close to the people", the province has focused on directing the improvement of service quality for the people and businesses, while also setting out the urgent requirement of strong digital transformation and modernization of the administrative system. The province's consistent guiding viewpoint is to synthesize the advantages of technology to serve digital government. The province has agreed to deploy 17 shared information technology systems and specialized software and systems. Up to now, the basic information systems and shared software have basically operated stably, effectively serving the direction and operation of all levels of government, in line with the 2-level local government model.

Upgraded in the direction of administrative demarcation, the province's administrative procedure settlement information system has completed the electronic process configuration for more than 2,000 administrative procedures, reaching 94.4%. Public services have been integrated into the National Public Service Portal and meet the requirements of using a common "One Window". The rate of online submission of documents in the whole province reached 75.6%, of which the provincial level reached 99.55%. To perform its tasks well, the province has reviewed and promptly supplemented resources, equipment, personnel, etc. The Department of Science and Technology created more than 35.2 thousand user accounts on the SSO system; issued and managed 67,668 digital certificates for public service; processed 1,049 records related to digital signatures; the rate of electronic documents exchanged through the system reached 100%. The Department established a Technology and Professional Response Team to support digital transformation, organized surprise inspection teams on the operation of shared systems, urged and supported communes and wards in the process of using the nq57.vn system... In communes and wards, the "greening" of 16/16 criteria for assessing readiness to operate according to the 2-level local government model on the nq57.vn software has been completed synchronously.

In an effort to facilitate people, Bac Ninh province continues to promote process restructuring, reduce and simplify administrative procedures to the maximum, improve the quality of online public service provision; deploy the reception and settlement of administrative procedures regardless of administrative boundaries within the province. Recently, the Chairman of the Provincial People's Committee launched a movement to support people in performing online administrative procedures at their place of residence.

Digital economy and e-commerce activities in the province are increasingly developing. The whole province has hundreds of enterprises, cooperatives, and farming households with strong, key, and typical products, OCOP products participating in the Postmart.vn e-commerce platform.

In the digital society pillar, the province has widely deployed cashless payments at traditional markets, shopping malls, essential public services such as electricity, water, tuition, hospital fees, administrative procedure fees, etc. Investment in construction and development of information technology application systems and databases in the operations of all levels, sectors and localities has basically ensured consistency and synchronization. In the health sector alone, 14/15 provincial hospitals, 14/17 medical centers, and 7/23 non-public hospitals have met the conditions to deploy electronic medical records, helping patients reduce waiting time and store records conveniently and safely.

Prioritize digital transformation resources

To realize the goals of Resolution 57, Bac Ninh province determined that digital transformation must start from the people, with the people at the center. The "Digital Education for All" movement was widely launched, associated with "digital learning" to popularize basic digital technology skills for officials, civil servants and people. More than 200 youth digital technology groups have been established. Mr. Ngo Thanh Giang, Vice Chairman of Bac Giang Ward People's Committee shared: "Community digital technology groups not only propagate at village and party cell meetings but also "go to every alley, knock on every door" to directly guide people. Thanks to that, awareness of digital transformation has improved significantly, the rate of online records has increased sharply".

In particular, the province focuses on building a 10-year overall strategy to invest in developing synchronous, modern digital infrastructure, ensuring safety, security, and backup on the basis of the Information and Communications Infrastructure Planning and the Provincial Planning for the period 2021-2030, with a vision to 2050. Prioritizing the development and connection of digital infrastructure for key areas (high-tech industrial parks, smart cities, etc.). Continue to update the digital government architecture framework of Bac Ninh province and adjust information systems to suit the 2-level local government model. Implement a comprehensive digital transformation plan for agencies in the political system, ensuring connectivity, synchronization, security of state information and optimizing operating processes, improving the quality of leadership, direction, administration and public services.

At the same time, the province directs to focus on developing telecommunications and Internet infrastructure to meet the requirements of backup, connection, safety, sustainability, satellite data transmission systems, high-speed broadband fiber optic networks, 5G, 6G mobile information networks and next generations. Build and deploy the Smart City Project in the province; develop digital physical infrastructure, digital utility infrastructure and digital technology. Invest in, maintain and upgrade the Smart Monitoring and Operation Center; the Provincial Data Integration Center in a modern and synchronous direction. Focus resources on building, completing and effectively exploiting the province's databases, integrating with national databases, databases of ministries, branches and localities for socio-economic development; effectively connecting, exploiting and sharing data between agencies in the political system; implementing open data initiatives for people and businesses to exploit, create new values and innovate. Promote the application of artificial intelligence (AI) in industries, fields, and localities, in conjunction with state management. Develop and implement policies to attract, recruit, reward, and promote digital transformation human resources and specialized forces to ensure network safety and security. Attract and promote the formation of large-scale strategic technology enterprises in the province to develop digital infrastructure, digital human resources, digital data, strategic technology, and network safety and security.

At the same time, exploiting and promoting to the maximum the outstanding advantages of Bac Ninh province, especially in terms of geographical location; modern information technology infrastructure; young, high-quality human resources; high-tech industrial parks with many large enterprises and corporations investing, as an important premise to promote the development of science and technology, innovation, digital transformation, green transformation quickly, effectively and sustainably, towards the goal of building Bac Ninh province into a centrally-run city before 2030.
