
Developing human resources with capacity and courage
At the end of 2022, the City People's Committee issued plans and decisions to develop human resources: Plan No. 172/KH-UBND dated September 29, 2022 on implementing the project to train and foster cadres and attract and promote talented people to develop human resources in the public sector by 2030; Decision No. 3096/QD-UBND dated November 30, 2022 on approving the project to develop human resources for the private sector in a number of key industries and fields of the city by 2030, with a vision to 2045.
The general viewpoint is to build and develop high-quality human resources with sufficient qualities, capacity and political courage, ensuring the socio-economic development needs of the city in the context of deep international integration, in accordance with the Party's guidelines and policies and the city's development goals in the period of 2022 - 2030.
High-quality human resources must be associated with the development of education and science and technology; meeting all three factors: Quantity, quality and structure of human resources. The general goal is to focus on attracting, selecting and developing experts, scientists and talented people to work in Da Nang.
The focus is on education and healthcare; along with 5 key areas according to Resolution No. 43-NQ/TW of the Politburo on building and developing Da Nang city to 2030, with a vision to 2045, specifically: Tourism and high-quality services associated with resort real estate; seaports, aviation associated with logistics services; high-tech industry associated with building creative urban areas and startups; information technology, electronics, telecommunications industry associated with the digital economy; high-tech agricultural products and fisheries.
One year later, the city marked a milestone for human resource development orientation in the new key field by organizing the workshop "Human resource development for the semiconductor industry - an issue for Da Nang city" on October 10, 2023.
The workshop raised many issues on how to train and develop human resources to meet the needs of current semiconductor chip businesses; train engineers for the field of chip design and technicians for testing; attract highly qualified human resources from home and abroad to Da Nang to meet the city's development needs with what policies...
From the first suggestions, during the implementation process, the city identified 3 breakthrough directions to develop the semiconductor and artificial intelligence industry, including: Infrastructure; policy; human resources.
To prepare for training semiconductor human resources to "anticipate" the wave of investment in the information technology sector, the City People's Council issued Resolution No. 57/2024/NQ-HDND stipulating policies for developing human resources in the fields of semiconductors and artificial intelligence in the city.
The Resolution offers many outstanding incentive policies to attract experts, scientists, and human resources in the field of semiconductor microchips, with a total estimated budget of more than VND 873 billion.
The city aims that by 2030, Da Nang's digital economy will contribute at least 35-40% of the city's GRDP; attract at least 5,000 high-quality human resources in the semiconductor microchip field (according to Decision No. 257/QD-UBND dated January 21, 2025 of the City People's Committee on the project to develop the semiconductor microchip and artificial intelligence field in Da Nang city).

Training and attracting high quality human resources
According to the report of the City People's Committee at the working session with Minister of Science and Technology Nguyen Manh Hung on the afternoon of July 28, 2025, the city currently has 19 universities and educational institutions with diverse training majors, including 2 large universities, Da Nang University and Duy Tan University, with a total training scale of about 100,000 students.
Of which, Danang University has the largest intellectual team with 7 professors, 118 associate professors, 782 doctors and 1,091 masters; Duy Tan University has 1,096 lecturers, of which 335 have doctoral degrees, professorial titles and associate professorial titles. This is the key force participating in scientific research, technology development and training high-quality human resources for the city and the region.
Associate Professor, Dr. Nguyen Ngoc Vu, Director of Danang University, commented that the city is developing key industries such as semiconductor chips, artificial intelligence, financial technology, along with implementing the construction of the Financial Center and Danang Free Trade Zone, the problem is very clear: High-quality human resources require both quantity and high quality, qualifications with a reasonable structure; have experience, expertise in the industries and fields that the city needs and have the ability to adapt, be flexible with thinking, and have the capacity for innovation.
To be ready to provide high-quality human resources for the city, Danang University focuses on the following directions: strengthening ties with high schools on interdisciplinary STEM education and foreign languages to improve input quality; promoting cooperation with businesses to train in line with employment needs; expanding international cooperation to mobilize more resources for development and international integration; innovating university governance associated with digital transformation towards serving society and learners...
Meanwhile, Associate Professor, Dr. Nguyen Gia Nhu, Principal of the School of Technology and Engineering, Duy Tan University, said that the ecosystem at Duy Tan University is established by the connection of many factors, such as training programs, technology infrastructure, teaching staff, business cooperation, development of “soft” skills, support for startups and research, and internationalization of education.
The close connection between Duy Tan University and technology corporations and businesses brings many practical effects in training activities, helping students quickly adapt to the requirements of the real working environment. With nearly 500 students taking courses in artificial intelligence, big data and the Internet of Things (IoT) each year along with programs of the Samsung Innovation Campus project, Duy Tan University not only opens up opportunities for study and research, but also brings job opportunities for students.
To implement the policies according to Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, the city is researching and building a framework for information technology human resources for the whole city, determining human resource needs by industry, classifying qualifications and areas of expertise.
At the same time, reassess the overall status of human resources for training and development; research mechanisms and policies to attract experts and high-quality human resources to work in the public sector; attract domestic experts, international experts and overseas Vietnamese.
Ms. Tran Thi Thanh Tam, Director of the Department of Finance, said that the City People's Committee is coordinating with Danang University and its member schools to develop and implement 5 comprehensive training programs to serve the International Financial Center.
Accordingly, in addition to two training programs focusing on undergraduate, master's and doctoral levels in a bilingual direction, integrating international professional certificates, there are also short-term training programs.
In addition, the University of Economics (University of Danang) and other universities in the area have proactively developed high-quality training programs and international bachelor's degrees in international finance, international commercial law, artificial intelligence in business, international freight forwarding and transportation, etc. to enroll students for the 2025-2026 school year.
