DNVN - Vietnam Blockchain Day 2025 connects with Da Nang Semiconductor Day 2025 and Vietnam Annual Finance Forum 2025, positioning Da Nang to become a convergence of digital finance - fintech - blockchain trends of Vietnam and the world.

At the Vietnam Blockchain Festival 2025 (August 29), the People's Committee of Da Nang City said it is encouraging controlled testing of new models such as digital assets and digital financial services to attract investment funds and startups. Da Nang is also one of two cities selected to build the Vietnam International Financial Center with specific mechanisms and policies.

In that context, blockchain technology plays an important role in supporting the construction of a transparent, safe and internationally integrated financial system. On August 26, the People's Committee of Da Nang City issued Decision 1181/QD-UBND approving a controlled, limited-term trial of "Basal Pay Software: Application of blockchain technology in the exchange of crypto assets with fiat money, in compliance with Travel Rule regulations".

This is the first time in Vietnam that a solution has been designed to integrate the Travel Rule standard, focusing on building a system that combines blockchain technology and traditional finance. This solution aims to support the exchange of crypto assets with fiat money in a transparent, automatic manner, in full compliance with international regulations on anti-money laundering (AML) and counter-terrorism financing (CFT).

Mr. Pham Dai Duong - Deputy Head of the Central Policy and Strategy Committee commented that with the orientation of taking innovation and science and technology as the driving force for rapid and sustainable growth, Da Nang has been synchronously implementing many mechanisms and policies to develop the city's creative startup ecosystem.

At the same time, implementing the Resolutions of the National Assembly and the Decisions of the Prime Minister, Da Nang is also actively promoting the establishment of an International Financial Center and a Free Trade Zone. Promoting the attraction of legal, accounting, auditing, financial technology and venture capital services at home and abroad will help the city improve its investment and business environment, creating more favorable conditions for business development.
