Nearly 5,700 billion VND in Independence Day gifts have reached the people

Many treasury officials worked through the holidays to promptly deliver Independence Day gifts to the people.

According to the State Treasury's quick summary data, by the afternoon of August 31, 2025, 1,929 communes out of a total of 3,321 communes had received funds and organized gift giving to citizens, accounting for 58.08%, with the amount of VND 5,687.1 billion paid, accounting for 53.15% of the total expected budget of VND 10,700.3 billion.

According to the report, 11/34 provinces and cities have completed the withdrawal of funds and the giving of gifts to citizens with a payment rate of over 92% of communes and gift funds. Notably, Bac Ninh , Hung Yen, and Quang Tri have completed the transfer of funds to 100% of communes and given away 100% of funds. Some other localities have basically completed the task: Da Nang (91/94 communes); Ha Tinh (65/69 communes); Lai Chau (37/38 communes); Lang Son (60/65 communes); Lao Cai (96/99 communes); Nghe An (127/130 communes); Quang Ninh (51/44 communes); Thanh Hoa (163/166 communes).

Localities and units, including the State Treasury, have been making efforts, focusing resources, urgently completing assigned tasks, ensuring gifts are delivered to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2, so that all people can have a jubilant, complete Independence Day, filled with joy and pride in the country that is steadily entering a new stage of development.

Previously, on August 29, the Ministry of Finance issued Official Dispatch 13578/BTC-NSNN guiding the giving of gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2. Accordingly, the giving of gifts to citizens is carried out by household. Citizens can receive gifts in one of two forms: Transfer via social security account integrated on the Electronic Identification Application (VneID) or receive directly in cash at the payment point organized by the locality (in case the citizen has not integrated a social security account on the Electronic Identification Application - VneID).

The People's Committee of the commune decides on the location of gift giving in accordance with actual conditions, prioritizing places convenient for citizens. The time for giving and receiving gifts is from August 30, 2025 and completed before September 2, 2025. In case of objective reasons, citizens can receive gifts after this deadline, but no later than September 15, 2025. The Ministry of Finance has also completed the allocation of funds to localities to carry out this meaningful task of giving gifts to citizens.

To ensure that the Prime Minister's direction and the Ministry of Finance's instructions are seriously and effectively implemented, on August 29, 2025, the Director of the State Treasury issued Official Dispatch No. 09/CD-KBNN on thoroughly grasping and directing the implementation of Conclusion No. 183-KT/TW of the Politburo , the Secretariat and Resolution No. 260/NQ-CP dated August 29, 2025 of the Government, requesting the Directors of regional State Treasuries to closely direct their affiliated units, ensuring the excellent completion of assigned political tasks.

Accordingly, the State Treasury System arranges staff to work during the holiday, urgently supporting units in receiving and allocating budget estimates; receiving and immediately processing expenditure records of commune People's Committees, ensuring that units deploy the fastest and earliest delivery of Independence Day gifts to each person.

The task of giving gifts is being urgently organized and implemented by localities and units in accordance with the direction of the Prime Minister.
