
Many bright colors
Since the beginning of 2025, Lam Dong has implemented many solutions to promote economic growth. Therefore, many indicators have high growth rates compared to the same period in 2024.
The first bright spot is the export turnover in the province. In 7 months, the export turnover of goods reached more than 1,848 million USD, an increase of 18.91% over the same period last year. Many high-value export items such as: alumina and aluminum hydroxide reached 378.6 million USD; green coffee reached 177.22 million USD; pepper reached 65.9 million USD...
The trade and service sectors also recorded many encouraging results. Total retail sales of goods and service revenue in the first 7 months reached over 144 billion VND, reaching 56.94% of the plan, up 13.53% over the same period. Of which, total retail sales of goods reached 96,205.4 billion VND, while revenue from accommodation, food and beverage and tourism services reached 31 billion VND.
Another noteworthy highlight is that since the beginning of the year, the total number of visitors to visit and relax has reached 14,163, an increase of 18.1% over the same period. The high number of tourists has contributed significantly to the state budget revenue.
Lam Dong has made great efforts in the program to eliminate temporary and dilapidated houses. To date, the province has started construction of 5,289 houses, of which 5,128 houses have been completed and put into use, with a total cost of 269 billion VND.
According to the Department of Finance, to achieve this result, right from the beginning of the year, the Provincial Party Committee and the Provincial People's Committee have directed strongly and implemented synchronous solutions. The province has assigned responsibility to the heads of agencies and units for each assigned target and task. Thanks to that, many difficulties and problems have been promptly resolved.

Bottlenecks that need to be removed
According to the assessment, the economic situation is developing quite stably, but Lam Dong is facing many difficulties. The biggest bottleneck in economic development is the disbursement of public investment capital. As of July 30, the locality has only disbursed 4,382/18,907 billion VND, reaching 23.2% of the capital plan. With this result, Lam Dong has a disbursement rate lower than the national average and lower than the same period in 2024.
Regarding the disbursement of investment capital, comrade Ho Van Muoi - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized that the low disbursement of public investment capital by localities, in addition to objective reasons, also stems from subjective factors.
“Many projects are unfinished, suspended or not yet put into operation. Whatever the reason, it is very sad,” Chairman of the Provincial People’s Committee Ho Van Muoi worried.
The province’s investment attraction progress is still slower than expected. Many obstacles in mechanisms and policies exist when implementing large investment projects in the province such as wind power projects and bauxite mining and processing.
“Currently, the whole province has 23 projects related to green and clean energy, with a total capital of 43,000 billion VND that are not operating. The province has worked with the Government, hoping to gradually remove this bottleneck in the coming time, in order to create favorable conditions for investors," informed Chairman of the Provincial People's Committee Ho Van Muoi.
In addition, many major tasks such as budget collection and planning approval of localities are still difficult. The process of organizing the apparatus according to the 2-level local government model is sometimes and in some places still inadequate.

Promote public investment, attract investment
In 2025, Lam Dong strives for GRDP growth of 8% or more. This target not only helps the locality complete its 2025 tasks, but also is a premise to promote the province's socio-economic development in the new period. However, with the economic situation forecast to face many difficulties, it will not be easy for Lam Dong to achieve the criteria. Therefore, all levels, sectors and localities must be highly determined.
According to comrade Ho Van Muoi, GRDP must reach over 8% for all other work to go smoothly. First, the Department of Finance must resolve the backlog of documents related to investment policy approval. “We must review all projects, mainly those outside the budget, to evaluate and propose solutions, and absolutely not let them backlog. Chairmen of communes, wards, and special zones must immediately review how many outside-budget projects they have in their areas and report to the Department of Finance immediately,” the Chairman of the Provincial People's Committee directed.
Regarding the disbursement of public investment capital, the whole province focuses on accelerating the progress of key projects, especially the site clearance stage. Currently, expressway projects, with a total capital of about 5,000 billion VND, are stuck and if they cannot be disbursed, it will be very difficult to increase the disbursement rate.
Other projects and works must be accelerated 5-6 times. During the implementation of the projects, if there are any problems, the investor must propose and make recommendations, and the Provincial People's Committee will resolve them to the end. Avoid the situation of waiting for a meeting to talk, which is both time-consuming and delays work.
“Now, we need to make sure that all stages operate quickly. Secretaries and Chairmen of communes, wards and special zones review the problems that projects and works are facing to discuss and find solutions together,” Chairman of the Provincial People’s Committee Ho Van Muoi directed.
The Chairman of the Provincial People's Committee emphasized that, to do all of this well, first of all, localities must focus on stabilizing the apparatus. The Party Secretaries and Chairmen of communes, wards and special zones must review and improve their internal structures, and arrange cadres in the right positions and for the right jobs. If they do not fulfill their roles, the Provincial People's Committee will intervene. At that time, if any unit does not do the right thing, it will be criticized frankly and without hesitation.
Regarding promoting socio-economic development solutions, Director of the Department of Finance Phan The Hanh said that the Department of Finance will fulfill its responsibilities. The Provincial People's Committee has held many meetings and issued many directive documents in a timely manner to relevant departments, branches, localities, and investors.
“The important thing now lies with the investor. Because no one else but the investor knows how many projects he has in hand and how much money he has allocated. To speed up the progress, he must be flexible and proactive,” Mr. Hanh shared.
Regarding state budget revenue, the unit coordinates with localities, departments and branches to resolutely and drastically implement solutions. In particular, the whole province focuses on land use revenue sources, areas with large room for revenue increase...
In the first 7 months of 2025, the total state budget revenue of Lam Dong province was 18,696 billion VND, reaching 70% of the central estimate and 66% of the local estimate. The whole province has 1,726 newly established enterprises, with a registered capital of more than 9,159 billion VND; attracting 37 new projects, with a total registered capital of more than 13,700 billion VND.
