At the meeting, the Management Board of Quang Nam Traffic Construction Investment Project said that the project belongs to group A, including: dredging project of Truong Giang river, flood drainage project complex of Tam Ky city (old), construction of bridges across Truong Giang river.
The project was decided to be invested by the People's Committee of Quang Nam province (old), the Quang Nam Traffic Construction Investment Project Management Board is the project investor, with a total investment of more than 2.72 trillion VND.
Of which, ODA and World Bank loans are over VND 1,830 billion; counterpart funds are nearly VND 884,196 billion. Implementation period is 6 years (2026 - 2031).
Regarding the implementation progress, to date, the Prime Minister has approved the investment policy; the City People's Committee has approved the adjustment of the project's feasibility study report; the project's environmental impact assessment report has been approved by the Ministry of Agriculture and Environment .
The land use area of the project is about 483.16 hectares, of which the total area recovered from households is 99.87 hectares, including 4.84 hectares of residential land and 95.03 hectares of agricultural land; the rest is public land.
About 1,068 households will be affected by land acquisition; about 2,044 aquaculture households and 2,078 natural fishing households along the Yangtze River will be temporarily affected during the dredging period.
Regarding the progress of implementation, according to the Management Board, the section passing through the communes of Thang An, Thang Truong, Tam Xuan, Tam Anh and Tam Hai, the surveying units have conducted surveys, collected cadastral records, including database maps and reviewed and integrated the land clearance boundaries to separate the survey and adjustment work.
The section passing through Ban Thach and Quang Phu wards has completed the survey of the current status map of the project; approved the map of Tinh Thuy bridge plot and Tam Ky flood drainage complex.
The announcement of declaration, inventory of land, trees, livestock, and graves has been carried out; inventory of tools and fishing gear for aquatic exploitation has been carried out for 305/405 households, reaching 75% of the workload; a compensation plan for site clearance for nearly 300 graves has been established, with a total amount of 4.2 billion VND, and the draft plan has been posted.
At the meeting, the Quang Nam Traffic Construction Investment Project Management Board proposed a number of difficulties and problems, especially regarding negotiation procedures, capital plans, construction material sources, compensation, site clearance, etc.
After listening to opinions from relevant departments, agencies and units, Chairman of the City People's Committee Luong Nguyen Minh Triet emphasized that the progress of project implementation needs to be accelerated, learning from the shortcomings of previous projects, especially projects using ODA loans.
Along with that, focus right from the beginning on site clearance, because this is the step that often causes congestion and delays in the implementation process.
Regarding the adjustment of project documents, basically agree with the route of Ben Da bridge and Tam Thanh bridge; assign the Department of Construction to inspect and review to have a suitable adjustment plan, ensuring feasibility and investment efficiency.
Regarding the Tam Ky flood drainage complex project and river and lagoon ecosystem assessment, the implementation policy was agreed upon, and the Department of Agriculture and Environment was requested to preside over and coordinate with relevant units to comprehensively assess the regional ecosystem, ensuring sustainable development.
The Department of Agriculture and Environment urgently reviews and resolves problems related to the supply of soil and sand materials to ensure timely service for projects; must clearly identify the source of construction materials from the beginning to ensure progress and avoid additional costs.
The Quang Nam Traffic Construction Investment Project Management Board closely coordinates with relevant departments and branches to identify locations where materials can still be exploited; complete procedures as soon as possible, and report to the City People's Committee before September 15, 2025.
Regarding the adjustment of investment capital, the Chairman of the City People's Committee assigned the Department of Construction to promptly issue construction material prices as a basis for adjusting investment capital sources, avoiding unnecessary capital increases.
Regarding site clearance, it is agreed to separate site clearance into a separate sub-project, assigning the Land Fund Development Center as the investor.
The Chairman of the City People's Committee assigned localities where the project passes to urgently establish a Site Clearance Council for early implementation; strengthen management and supervision of the site, ensure security, order and labor safety. Agencies, units and localities strengthen propaganda and mobilize people to agree with the project's policy.
