Prime Minister Pham Minh Chinh has just successfully concluded his trip to attend the Shanghai Cooperation Organization (SCO) Summit 2025 as a guest of the host country and work in China, at the invitation of the Government of the People's Republic of China.
The successful working trip of Prime Minister Pham Minh Chinh sent a message affirming Vietnam's foreign policy of independence, self-reliance, diversification, multilateralization, proactiveness, active and comprehensive international integration, and effectiveness. This is also a vivid demonstration of Vietnam's increasingly high international position and prestige in the region and the international arena. The visit also helped to strengthen trust and create new breakthroughs in the areas of strategic cooperation between Vietnam and China.
Promoting Vietnam-China relations to continue to develop stably and sustainably
Prime Minister Pham Minh Chinh's bilateral activities in China have made an important contribution to further concretizing the strategic common perception between the senior leaders of the two Parties and countries on consolidating and enhancing the traditional friendly neighborly relationship, deepening and making more substantial the comprehensive strategic cooperative partnership, and building a Vietnam-China Community of Shared Future of strategic significance. Thereby, enhancing political trust, consolidating a solid foundation for bilateral cooperation in all fields, contributing to promoting the stable and sustainable development of Vietnam-China relations.
At the meeting with General Secretary and President of China Xi Jinping, Prime Minister Pham Minh Chinh happily reviewed the positive development achievements of the bilateral relationship in recent times, in which strategic exchanges and trust have been strengthened; security and defense cooperation has been more substantive; strategic connectivity between the two economies has been more strongly implemented, especially railway and aviation connectivity; economic-trade-investment cooperation has grown strongly, industry and supply chain linkages have been more closely linked; and the social foundation has been more firmly consolidated.

Vietnam has consistently considered developing relations with China an objective requirement, a natural strategic choice and a top priority in its foreign policy; is ready to continue to effectively implement the common perception between the two General Secretaries with China; and turn strategic orientations in the relationship into vivid practice, bringing practical benefits to the people of the two countries.
Appreciating the theme of this year's SCO Summit, the Prime Minister emphasized that Vietnam is ready to coordinate with China and other countries to implement multilateralism, promote sustainable development, and contribute to solving major international and regional issues.
General Secretary and President of China Xi Jinping welcomed Prime Minister Pham Minh Chinh leading the Vietnamese delegation to attend the SCO Summit; demonstrating Vietnam's high regard for the development of Vietnam-China relations and active support for conferences organized by China.
The two sides agreed to strongly promote the relationship between the two Parties and countries in the direction of 6 more, increase strategic exchanges, implement comprehensive cooperation in all fields, connect the two economies, especially railways, and enhance cooperation in science and technology and innovation.
Prime Minister Pham Minh Chinh suggested that the two sides maintain exchanges and contacts in a flexible manner between the two General Secretaries, and more substantially implement the pillars of defense and security cooperation; promptly organize the first meeting of the Vietnam-China Joint Railway Cooperation Committee, put Vietnam on the priority list in Asia-Pacific regional cooperation on railway industry development, accelerate the completion of the Feasibility Report and initiate negotiations on the Framework Agreement on preferential loans for projects; provide aid to train railway human resources, and help Vietnam develop the Railway Industrial Complex.

Prime Minister Pham Minh Chinh suggested that China further expand the import of high-quality agricultural products from Vietnam; expand the smart border gate model, negotiate a model for building a cross-border economic cooperation zone; strengthen more comprehensive energy cooperation; promote more substantive cooperation in science and technology, innovation, digital transformation, support Vietnam in technology transfer, institution building, infrastructure, especially in technology services, e-commerce, and development of artificial intelligence (AI) for the fields of education, health, transportation, agriculture, etc.
General Secretary and President of China Xi Jinping hopes that the two sides will successfully organize the 17th Meeting of the Steering Committee for Vietnam-China Bilateral Cooperation and the 3+3 Strategic Dialogue between the three Ministries of Foreign Affairs, National Defense, and Public Security in 2025; focus on connecting development strategies, transport infrastructure, especially railways; agree to soon organize the First Meeting of the Joint Committee for Railway Cooperation, firmly promote the Feasibility Study Report on the Lao Cai-Hanoi-Hai Phong Railway Construction Project, actively study cooperation in capital mobilization, loans, and railway human resource training; accelerate the construction of smart border gates and cross-border economic cooperation zones; well organize activities to celebrate the 75th anniversary of the establishment of diplomatic relations and the "Red Journey" to study and research in China for Vietnamese youth.

China supports Vietnam in successfully organizing the 14th National Congress and successfully taking steps on the path of socialism; suggests that the two sides promote strategic exchanges at high and all levels, promote substantive cooperation and achieve many concrete results.
Prime Minister Pham Minh Chinh met with Comrade Wang Huning, member of the Politburo Standing Committee and Chairman of the Chinese People's Political Consultative Conference. In an atmosphere of sincerity, friendship, openness and trust, the two sides had in-depth discussions on bilateral relations, theories of socialist construction, Party management and national construction, reaching many important common perceptions.
The Prime Minister introduced a number of achievements in the work of perfecting the theory of socialism and the path to socialism in Vietnam with three main pillars: building socialist democracy, building a socialist rule-of-law state, building a socialist-oriented market economy, six key tasks in economics, foreign affairs, national security and defense, culture, social justice, Party building, 12 groups of tasks and main solutions to achieve the country's development goals in the new era, and three strategic breakthroughs. The Prime Minister emphasized that during that process, Vietnam has always paid attention to, followed and wished to refer to new developments in theory and practice in China.

Vietnam and China are two neighboring countries, comrades and brothers, closely linked and sharing the same future. China wishes to work with Vietnam to effectively implement the high-level consensus, carry out cooperation in all fields, and bring benefits to the people of both countries.
In Tianjin city, Prime Minister Pham Minh Chinh worked with leading Chinese corporations in the fields of energy, infrastructure, electric vehicle manufacturing, and banking. At the meetings, the Prime Minister and leaders of the corporations reviewed and examined the results of the implementation of the work contents proposed in previous meetings, especially reviewing the implementation of agreements between the two countries' senior leaders in related fields; identifying tasks to promote cooperation in the coming time through specific programs, projects, and implementation times; including supporting Vietnam in developing an energy ecosystem; having solutions to convert green means of transport for Vietnamese people; providing financial support for Vietnam to connect to the ASEAN power grid and develop transport connections with China, etc.

During his busy schedule in China, Prime Minister Pham Minh Chinh took time to meet with the Vietnamese community in China. At the meeting, the Prime Minister sent warm regards, respectful greetings, and best wishes from General Secretary To Lam and other Party and State leaders to the Vietnamese community in China on the occasion of the 80th anniversary of the August Revolution and National Day, September 2.
The Prime Minister affirmed that in the country's overall achievements over the past 80 years, there has been a very important contribution from the overseas Vietnamese community in general, and the overseas Vietnamese community in China in particular, who have been a bridge of friendship and people-to-people exchange with the host country, contributing to the development of Vietnam-China relations in the current period. The Prime Minister affirmed that the Party and State always pay attention to the overseas Vietnamese community, always make efforts to listen to the thoughts and aspirations, resolve all difficulties and problems, facilitate the lives of the community, and demonstrate the noble and sacred national sentiment and compatriotism.

Strengthening comprehensive linkages for sustainable development
In Tianjin City (China), Prime Minister Pham Minh Chinh attended and delivered an important speech at the expanded SCO Summit. This is the first time a senior Vietnamese leader has spoken at an SCO Summit.
At the Conference, Prime Minister Pham Minh Chinh stated that although humanity has achieved unprecedented achievements, the world is currently facing a multi-crisis situation, in which local conflicts and inequality in development are increasing with increasing severity. Emphasizing that in today's deeply globalized world with interdependence among countries, the Prime Minister said that the destiny of each country is linked to the common destiny of the international community. Today, the security of each country cannot be separated from regional and global security. Therefore, to join hands to deal with these multi-dimensional security challenges and crises, countries need to have a comprehensive, global, and people-wide approach, thereby finding satisfactory and sustainable solutions to traditional security hotspots, as well as severe challenges in non-traditional security, from energy security, water security to cyber security, human security, etc.

No country, big or small, can address today’s multidimensional challenges alone. Therefore, more than ever, countries need to promote multilateralism, strengthen solidarity and international cooperation.
Prime Minister Pham Minh Chinh affirmed that Vietnam highly appreciates the role and supports the enhancement of cooperation between the SCO and international and regional organizations, especially with ASEAN, to consolidate ASEAN's central role in the evolving regional structure. On that basis, in order for the SCO to contribute more actively to the common interests of the international community, Prime Minister Pham Minh Chinh proposed 3 solutions :
First, promote multilateralism, solidarity and international cooperation in dealing with traditional and non-traditional security challenges.
Second, increase resource mobilization for development and enhance global governance capacity. The Prime Minister emphasized that all countries, especially major countries, need to uphold their sense of responsibility, take the lead and stand shoulder to shoulder with the United Nations in successfully implementing the Sustainable Development Goals.
Third, strengthening trust, mutual understanding and mutually beneficial cooperation, first of all among neighboring countries, thereby enhancing comprehensive connectivity between countries in the region and globally.
Prime Minister Pham Minh Chinh affirmed that Vietnam will continue to consistently implement its foreign policy of independence, self-reliance, peace, friendship, cooperation and development; multilateralize and diversify foreign relations; be a good friend, a reliable partner and a responsible member of the international community; and firmly adhere to the "Four No's" defense policy. Vietnam will continue to cooperate closely and effectively with SCO member countries and partners and international friends and partners, contributing to maintaining a peaceful, cooperative and developing environment in the Asia-Pacific region.

At the meetings, Prime Minister Pham Minh Chinh expressed his delight at the positive developments in relations between Vietnam and other countries, affirming that Vietnam attaches importance to and is ready to deepen the traditional friendship and good cooperation with other countries. The Prime Minister also affirmed Vietnam's strong commitment to multilateralism and order based on international law and the United Nations Charter; emphasized that Vietnam advocates fully and seriously implementing its obligations in responding to climate change; and expressed its determination to maintain solidarity and unity within ASEAN.
Leaders of countries and international organizations congratulated the leaders and people of Vietnam on the occasion of the 80th anniversary of National Day, September 2; expressed their good impressions of Vietnam's dynamic and sustainable development; and emphasized the importance and desire to further deepen the friendship and cooperation with Vietnam in all fields. The leaders agreed on a number of measures to promote relations between Vietnam and countries and organizations in the coming time, including enhancing political trust through continued exchanges of high-level delegations and all levels, promoting the annual political consultation mechanism, enhancing connections between the business community and cultural and people-to-people exchanges, etc.

In the context of the world and regional situation continuing to develop in a complicated and unpredictable manner, Prime Minister Pham Minh Chinh's participation in the SCO Summit 2025 has affirmed Vietnam's increasingly high international position and prestige when being invited by countries and international organizations to attend conferences of multilateral organizations and mechanisms of which Vietnam is not a member.
The rich agenda at the SCO 2025 Summit, a series of bilateral meetings with leaders of countries, including the host country China, is an opportunity for the parties to expand exchanges on cooperation, spread the image of Vietnam as a dynamic country and a reliable partner of the international community, convey the message of Vietnam's determination in implementing growth targets towards a new era. The working trip also marks a new bright spot in the current peak development period of Vietnam-China relations.
