Overcoming difficulties, ensuring growth targets

At the 15th Provincial Party Congress, term 2020-2025, the Quang Ninh Provincial Party Committee set out a strategic direction, with the goal of building Quang Ninh into a modern service and industrial province, one of the dynamic and comprehensive development centers of the North.

To realize this aspiration, the Provincial Party Executive Committee has identified the focus of development strategies as effectively implementing the following tasks: Building a clean and strong Party and political system is the core factor, ensuring synchronous, unified and effective leadership, creating firm trust among the people; arousing the strength of solidarity and consensus of all classes of people and ensuring close connection under the leadership of the Party - creating a great driving force to overcome challenges and realize development aspirations.

The Provincial Party Committee clearly identified the focus on three decisive breakthroughs: Accelerating the development speed and completing the synchronous and modern socio -economic infrastructure system to ensure connectivity and comprehensiveness, with the priority focus on developing strategic transport infrastructure, information technology, telecommunications, seaports and seaport services, infrastructure of industrial parks and economic zones. Developing high-quality human resources and skilled labor associated with rapidly increasing the scale and improving the quality of the population to meet the requirements of rapid and sustainable development of the province is a breakthrough and urgent step. Improving the quality of administrative reform, improving the investment and business environment; enhancing provincial competitiveness; maintaining the leading position in the PCI, PAR Index, SIPAS and PAPI indicators.

With high political determination and a clear development strategy, the Party Committee and the government of Quang Ninh province have turned resolutions into concrete actions, gradually realizing the set goals. Those efforts have been quickly reflected in impressive results in economic development, demonstrated through growth rate, economic scale and structure.

In the 5 years from 2021 to 2025, the economic growth rate will remain high, estimated at 10.4% per year (achieving the target set by the Congress Resolution), 1.7 times higher than the national average. The economic scale will increase rapidly, estimated at about 395,000 billion VND in 2025, 1.9 times higher than in 2020; the economic structure will shift positively and sustainably, the proportion of the industrial, construction and service sectors will increase from 93.4% in 2020 to an estimated 95.9% in 2025. The total state budget revenue in the locality will always be among the top localities in the country, in the 2021-2025 period, estimated at 274,000 billion VND, 1.3 times higher than in the 2016-2020 period, increasing by 3.1% per year.

Industry develops in a more sustainable direction, rapidly increasing the scale and proportion of processing and manufacturing industry. The growth rate of the processing and manufacturing industry in the 2021-2025 period is estimated at 23%/year, which is the main growth driver throughout the term. Total FDI attraction in the 2021-2025 period is estimated at 9.77 billion USD, 5.1 times higher than in the 2016-2020 period; of which the processing and manufacturing industry (accounts for over 68.5%). Initially forming a large-scale industrial chain with international competitiveness such as: High-tech textile, automobile and electric vehicle manufacturing, mechanical engineering, electrical and electronic equipment assembly, etc.

Quang Ninh's vibrant economic picture is also clearly depicted through outstanding achievements in the agricultural sector. The province has completed the National Target Program on New Rural Development for the 2021-2025 period 2 years earlier, and at the same time formed a High-tech Agricultural Zone in Hoang Que Ward. The fisheries sector has shifted strongly from exploitation to aquaculture, focusing on developing sustainable marine aquaculture associated with combating illegal fishing. Quang Ninh has also completed a sustainable marine aquaculture plan, issued technical standards on environmentally friendly floating materials and built marine aquaculture cooperative models. Thanks to that, the aquaculture output in the 2021-2025 period is estimated at 450,000 tons, an increase of 6.5% per year, 1.5 times higher than the 2016-2020 period.

The year of breakthrough, acceleration, and reaching the finish line

The year 2025 is of special importance, the final year of implementing the 5-year socio-economic development plan 2021-2025, the year of acceleration, breakthrough, and reaching the finish line, and at the same time the year focusing on organizing Party congresses at all levels towards the 14th National Party Congress. In response to that requirement, Quang Ninh has clearly identified specific growth targets and at the same time built the highest development scenario ever in 2025.

Quang Ninh is assigned to strive for a growth target of 12%, ranking second in the Red River Delta region (after Hai Phong at 12.5%, equal to Ninh Binh province). To realize the target, contributing to the overall growth results of the whole country, Quang Ninh has built an economic growth scenario for 2025 with a growth rate of 14%, 2% higher than the level assigned by the Prime Minister.

Based on fundamental calculations of each resource and growth factor in each industry and each field, the province has developed drastic and direct solutions to solve problems in local practical conditions. In particular, the core solution, considered the "breakthrough of breakthroughs", is to liberate all resources through promoting investment activities. To implement this solution, the province assigns departments, branches and localities to each specific growth target in order to enhance the responsibility of departments, branches and localities in implementing the proposed solutions, especially issues related to investment, site clearance, and removing difficulties and obstacles for investment projects in the area.

The industrial production index in the first seven months of the year increased by 15.08%, reflecting the recovery and expansion of production in key sectors. Of which, the processing and manufacturing industry is the main driving force of the economy, recording an impressive increase of 31.99%. The mining industry also increased by 4.65%, contributing to stabilizing the supply of energy and input materials.

Regarding the budget, the total state budget revenue in the first 7 months reached VND35,455 billion, equivalent to 64% of the estimate assigned by the Central Government. Of which, domestic revenue reached more than VND25,000 billion, equivalent to 67% of the plan and increased by 11% over the same period last year. Notably, the disbursement of public investment capital reached VND5,770 billion, equivalent to 48.5% of the plan.

July recorded 2.52 million visitors to Quang Ninh, bringing the total number of visitors in 7 months to 14.6 million - an increase of 13% over the same period last year. Of which, international visitors reached 2.62 million, reflecting the growing attraction of Quang Ninh as a destination after the pandemic. Notably, the recognition of the Yen Tu - Vinh Nghiem - Con Son - Kiep Bac Monuments and Landscape Complex by UNESCO as a World Cultural Heritage has created an important milestone, affirming the position of Quang Ninh heritage tourism on the international tourism map, while opening up opportunities to develop cultural - spiritual tourism products associated with preserving traditional values.

In the 2021-2025 period, Quang Ninh has affirmed its strong transformation, achieving many outstanding achievements in the socio-economic fields. These results demonstrate the strategic vision, the strong leadership of the Party Committee and the consensus of the people and the business community, creating a solid foundation for the province to continue to develop rapidly, sustainably and comprehensively in the following stages.
