Public Administration Service Center: Key focal point to ensure the operation of two-level government
From July 1, 2025, Lai Chau has established the Public Administration Service Center. directly under the Provincial People's Committee Office, ensuring comprehensive, focused and transparent service to people and businesses.

As of August 2025, the Provincial People's Committee has announced 1,239 administrative procedures (AP), including 284 at the commune level. In total, the province has 2,213 APs that have been made public, synchronized on the national database and posted at the One-Stop Departments at all levels. People can access information, submit applications online or in person conveniently, without interruption after the administrative unit arrangement.
The provincial public administration center has received more than 20,000 applications, nearly 60% of which were submitted online; the on-time settlement rate reached 99.98%. Notably, at the commune level - where the two-level government model is strongly implemented, in just over a month, more than 21,600 applications were received, of which nearly 86% were submitted online, the on-time settlement rate reached over 98%.
However, during the implementation process, the Public Administration Center still encountered some difficulties and problems, such as: Data connection between the provincial system and ministries and branches such as Justice, Public Security, Social Insurance is sometimes not smooth; the criteria requiring each public service to generate at least 1,000 online records/year is not suitable for the characteristics of mountainous provinces.
Promoting reform and digital transformation from the grassroots
Binh Lu Commune People's Committee is currently effectively exploiting shared systems: Administrative procedure settlement, document management, online meeting room. 100% of commune leaders have official digital signatures, shortening the document approval process. However, the commune still lacks digital signatures for some specialists, causing delays in processing documents.
One of the most prominent difficulties in Binh Lu commune is the number of certified copies from the original, which accounts for a large number of documents, especially at the beginning of the new school year. Since the beginning of July alone, over 2,000 documents have been received, overloading the staff in charge. The commune People's Committee proposed expanding the scope of authorization to sign copies to the Deputy Director of the Public Administration Center.
In addition, the commune also faces limitations in Internet infrastructure, IT skills of staff, software synchronization and people's habit of not being used to submitting documents online. The locality proposed that the Central and the province support more infrastructure, funding, staff training and upgrading service software.

According to the report of the Department of Science and Technology, Lai Chau has updated and announced 1,092 administrative procedures under its jurisdiction, reaching a rate of 100%, of which 852 administrative procedures are related to decentralization and delegation of authority. Currently, the province provides 25 online public services integrated into the National Public Service Portal, along with 307 online public services that are eligible for operation.
To meet the requirements of operating a two-level government, Lai Chau has focused on strengthening technical infrastructure. The specialized data transmission network system connects 100% of departments, branches, sectors and People's Committees of communes and wards, ensuring safety and smooth operation. Five important information systems such as: Handling administrative procedures, document management and administration, online meetings, reporting system and data transmission network all operate 24/7.

The province has also established a technical rapid response support team, sending personnel from postal and telecommunications enterprises to directly support the People's Committees of communes and public administrative centers during the operation process.
The "Digital Literacy for All" model has been widely deployed. As of July 2025, nearly 40,000 students have participated in 12 online courses, helping to spread digital skills to cadres, civil servants, and public employees. Community digital technology teams have been strengthened, "holding hands and showing how to do things" to support people in using online public services.
However, Lai Chau has encountered difficulties in implementing Decree 179/2025/ND-CP on supporting officials in digital transformation, as many officials do not have specialized degrees. The province also proposed clarifying the model of the Center for Innovation and Innovative Startups for practical application.

At the meeting, representatives of specialized units of the Ministry of Science and Technology directly answered each request and guided the province to remove obstacles in the fields of intellectual property, quality measurement standards, digital transformation, radio frequency management, and mobile signal depression removal. The working group also shared many practical experiences from other localities, suggested implementation solutions suitable to the specific conditions of Lai Chau, and affirmed that the Ministry will continue to accompany and support to ensure the effective and smooth operation of the two-level government, best serving the people and businesses.
