
Delegate Nguyen Quang Thang (Delegate Group No. 9) said that in the report presented at the questioning session as well as in reality, there is still a situation where people spray pesticides on vegetables the night before but sell them on the market the next morning, specifically in Phuc Loc ward.
“Currently, how is food safety control for vegetables and fruits, and what percentage does it meet the daily consumption needs of the people? How is the planning of safe production areas and traceability in the city, including linking with other localities to ensure food safety for the city, being carried out?”, delegate Nguyen Quang Thang asked.

Responding to delegate Nguyen Quang Thang, Director of the Department of Agriculture and Environment Nguyen Xuan Dai said that the total agricultural land area of Phuc Loc ward is currently 51 hectares, of which vegetables account for 8.5 hectares and the area for growing water spinach as mentioned in the report is about 1.5 hectares. Although the area is small, local people are intercropping vegetables, so controlling pesticides is still difficult.
Faced with this reality, the Department of Agriculture and Environment has recently stepped up propaganda and mobilization to encourage people to comply with this regulation. In the coming time, relevant units will continue to inspect the use of pesticides in these areas; at the same time, there will be support policies for people to grow and use safe vegetables.
“We are reporting to the city about approving safe vegetable growing areas to strictly control the use of pesticides. At the same time, we will continue to promote propaganda so that people understand this regulation to ensure food safety,” Mr. Nguyen Xuan Dai emphasized.
Providing more information on this issue, Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen said that in the field of cultivation and pesticides, it is necessary to strengthen the management of competent authorities, especially local authorities. It is necessary to manage sources of pesticides nationwide. Food safety and hygiene issues are related to many stages: cultivation, breeding, circulation, preservation, processing...
"The city accepts the opinions of delegates and continues to direct relevant departments and branches to perfect mechanisms and policies to do better in this work in the coming time," Vice Chairman of the City People's Committee Nguyen Manh Quyen affirmed.

Referring to the current existence of wholesale markets in the city, delegate Trinh Xuan Quang (Group of Delegates No. 9) asked: “Currently, wholesale markets are still very limited in terms of safety conditions, such as lack of preliminary processing areas, no wastewater treatment system, weak traceability at the market, and the widespread trading of agricultural products of unknown origin at wholesale markets. So what solutions do the authorities have to overcome the above situation?”
Meanwhile, delegate Vu Manh Hai (Group of Delegates No. 18) asked the Director of the Department of Industry and Trade to inform him that Hanoi currently has 85 "toad" and temporary markets. Has this number been fully reviewed and what solutions does the Department have to thoroughly resolve "toad" and temporary markets? What solutions are there to remove obstacles to develop markets in a civilized and modern direction, meeting the requirements of current social development?

Responding to questions, Director of the Department of Agriculture and Environment Nguyen Xuan Dai informed that Hanoi has 2 wholesale markets (Southern wholesale market, Minh Khai wholesale market) and 5 markets with the nature of wholesale markets (Yen So, Ha Vy poultry market, Van Quan night market, Dong Anh vegetable market, Bich Hoa market).
Most of the markets have existed before, so the construction items do not meet the requirements. On the other hand, the management boards of the two wholesale markets are not unified and not professional.
Regarding management, the Department of Agriculture and Environment manages businesses in the wholesale markets, while the locality manages business households in the markets. The number of business households in the two wholesale markets is very large and management is still inadequate. Therefore, in the coming time, it is necessary to rebuild the operating procedures and regulations; coordinate between sectors to handle violations in the markets...
According to Director of the Department of Industry and Trade Vo Nguyen Phong, in the 2024-2025 period, the city has started and basically completed 18 markets, renovated 41 markets... In the last 6 months of 2025, the city will continue to start construction on 15 markets and renovate 20 more markets. When the markets are put into operation, they will contribute to ensuring food hygiene and safety, and the markets will operate safely.
85 "toy" markets are data that have been reviewed with localities and the existence of "toy" markets is the responsibility of local authorities.
“To limit the situation of spontaneous “toad” markets, the Department of Industry and Trade recommends implementing 4 contents well: Commune-level authorities review and make plans to handle “toad” markets and when handling is completed, there must be solutions to maintain order at spontaneous business locations; actively promote so that people have the habit of shopping at traditional markets, supermarkets, convenience stores... Along with that, focus on reviewing and implementing investment in markets according to planning, have policies and mechanisms to bring small traders into business at planned markets. At the same time, continue to study the policy of socializing market construction to attract businesses to invest in markets, attract small traders to do business in markets...”, Director of the Department of Industry and Trade Vo Nguyen Phong replied.
