In the first 6 months of 2025, the work of propagating and thoroughly understanding the Party's guidelines and policies, the State's policies and laws was deployed extensively, promptly and effectively; especially the propaganda of the policy of arranging and streamlining the apparatus of the political system and implementing 2-level local government (CQDP2C), propaganda of amending the 2013 Constitution and propaganda of the work of organizing party congresses at all levels; the "four pillar resolutions", including: Resolution (NQ) No. 57, NQ 59, NQ 66 and NQ 68.

The mass mobilization work of the political system has been innovated, focusing on the grassroots, contributing to strengthening the close relationship between the Party, the State and the People. The whole city has registered 1,812 "Skilled Mass Mobilization" models. Grasping public opinion has been focused on, contributing to promptly resolving pressing issues among the People.

The work of replicating and discovering typical examples in studying and following Uncle Ho was actively implemented with remarkable results when the city was awarded a Certificate of Merit by the Prime Minister to 1 collective and 1 individual; the Central Propaganda and Mass Mobilization Commission awarded Certificates of Merit to 2 collectives and 1 individual.

In the last 6 months of 2025, the international and domestic situation continues to have complex and unpredictable developments. This is also the time when the Party Committee, government and people of Hue City enter a new stage of development; implementing the policy of merging and rearranging commune-level administrative units and CQDP2C... requires propaganda and mass mobilization work to promote its role even better, contributing to building Hue City worthy of being a centrally-run city.

The City Party Committee's Propaganda and Mass Mobilization Commission has proposed many tasks and solutions, such as: Closely following the direction of General Secretary To Lam at the working session with the Central Propaganda and Mass Mobilization Commission on June 11, 2025. Stepping up propaganda work before, during and after Party congresses at all levels, the 17th City Party Congress and the 14th National Party Congress. Propagating about the new era, the era of the Vietnamese nation's rise; commemorating major holidays, birthdays of leaders, exemplary predecessors, and important events of the homeland and country.

Standing Deputy Secretary of the City Party Committee Pham Duc Tien gave a speech directing the conference.

Member of the Standing Committee, Head of the Propaganda and Mass Mobilization Department of the City Party Committee Hoang Khanh Hung said: The requirement for the industry in the coming time is to effectively implement ideological work, promptly orient public opinion, create high consensus in society, raise awareness of cadres, civil servants, public employees, workers and people in the arrangement of the apparatus of the political system and local government. Continue to innovate and improve the effectiveness of the work of grasping and forecasting; regularly stay close to the grassroots, monitor and grasp the situation of the people, the situation of ethnic groups and religions to promptly advise the Party Committee to solve complex problems arising in localities and grassroots.

Standing Deputy Secretary of the City Party Committee Pham Duc Tien requested that in the coming time: The city's Propaganda and Mass Mobilization Sector effectively implements 10 key tasks assigned by General Secretary To Lam to the sector. Continue to promote the role of propaganda work "going ahead - paving the way, accompanying - implementing" and mass mobilization work is "the responsibility of the political system".

Currently, according to the policy of streamlining the apparatus, the specialized agencies in charge of propaganda and mass mobilization at the district level have been transferred to the Party Building Committee at the commune and ward levels. However, it is necessary to clearly affirm that the core functions and tasks of propaganda and mass mobilization work remain unchanged and operate together with Party building work. The tasks of political and ideological education, orienting public opinion, information and propaganda work, grasping the thoughts and aspirations of the people, promoting the strength of the great national unity bloc... must be fully, effectively and consistently implemented.

“Cadres and Party members, especially those working at the grassroots level, need to clearly understand their roles and responsibilities, and not neglect or slacken their duties due to changes in the organizational model. Cadres and Party members need to be proactive, creative, and promote a sense of responsibility to continue to perform well the tasks of propaganda and mass mobilization in the context of the new organizational structure,” emphasized Standing Deputy Secretary of the City Party Committee Pham Duc Tien.
