New regulations on driver training: Self-study theory and take driving test according to standards

From September 1, 2025, Circular No. 14/2025/TT-BXD of the Ministry of Construction officially takes effect, regulating driver training; training, testing and granting certificates of knowledge of road traffic laws. This Circular also abolishes Circular No. 35/2024/TT-BGTVT.

The new circular applies to organizations and individuals involved in training and testing for driving motorbikes, cars and special-purpose motorbikes. However, it does not apply to units of the armed forces performing defense and security duties.

Learners of motorbike (A1, A, B1) or car (from B to DE) driving licenses can choose the form of theoretical study: self-study, distance learning with guidance, or concentrated study at a training facility.

For the driving practice part, concentrated learning is still required. The number of students per car is limited: maximum 5 people/class B car, 8 people/class C1 car. In which, the driving practice distance is calculated for each student and the driving practice time on the driving practice ground is calculated for the group of students on the driving practice car.

Check completion of training course

Testing the theoretical and practical training content at the driving training facility, to be considered for completion of the training course, including: Testing at the end of the theoretical training content according to the set of theoretical test questions and simulation of traffic situations issued by the Ministry of Public Security ; testing at the end of the practical driving training content including continuous lessons, zigzag forward and backward lessons and driving on the road; the learner driver is tested for completion of the training content when attending at least 70% of the theoretical training time; studying enough time and at least 50% of the practical driving distance on the driving practice ground; studying enough distance and at least 50% of the practical driving time on the road.

Scores for evaluating the learning outcomes of theoretical and practical training content of students: for the test content according to the set of theoretical test questions, simulating traffic situations, continuous tests and driving on the road are evaluated according to the driving test process issued by the Ministry of Public Security; for the back and forth test on a 10-point scale (from 1 to 10) developed by the training facility, taking into account 1 decimal place.

Consider completion of the training course for driving learners whose test scores according to the set of theoretical test questions, simulated traffic situations, continuous tests and driving on the road meet the requirements for the corresponding class according to the driving test process issued by the Ministry of Public Security; the forward and backward test score is 5.0 or higher.

Transitional provisions

For courses that have started but have not yet been tested and completed before September 1, 2025, training institutions may proactively choose the process of evaluating the learning outcomes of theoretical and practical training content of students to consider completion of the training course according to the provisions of this Circular or according to the provisions of Circular No. 35/2024/TT-BGTVT.

For training courses that have conducted training course completion checks before the effective date of this Circular, the confirmation of training course completion shall continue to be carried out according to the provisions of Circular No. 35/2024/TT-BGTVT.

Certificates of completion of training courses and certificates of training in road traffic law issued before the effective date of this Circular are still valid according to regulations.
