The strategy identifies the development of science, technology and innovation as a top national policy, playing a strategic breakthrough role in the new period; as the main driving force to promote growth, create breakthroughs in productivity, quality and efficiency; as a decisive factor in improving the competitiveness of the country, socio-economic sectors and fields, localities and enterprises; as the foundation for implementing national digital transformation; making an important contribution to improving people's lives, sustainable development, ensuring national defense and security.
The strategy sets the goal that by 2030, science, technology and innovation will be developed steadily, truly becoming a growth driver, contributing decisively to making Vietnam a developing country with modern industry and high average income; contributing to the comprehensive development of culture, society and people, ensuring national defense - security, environmental protection and sustainable development, enhancing Vietnam's international position and prestige; the potential and level of science, technology and innovation will reach advanced levels in many important fields, among the leading groups among high-middle income countries; the level, capacity of technology and innovation of enterprises will reach above the world average; some fields of science and technology will reach international levels.
The Strategy's orientation determines priorities in the development of science, technology and innovation; is a bridge between goals and tasks and solutions; is the basis for allocating resources towards the implementation of science, technology and innovation development goals. The Strategy focuses on orientations for the development of scientific research, technology development and application in which Vietnam has strengths, potentials and has large room. At the same time, the Strategy determines the orientation of key tasks for the development of science, technology and innovation, in which it especially emphasizes the orientation of science, technology and innovation to serve sustainable and inclusive socio-economic development, promote science, technology and innovation activities in enterprises, innovate and improve state management of science, technology and innovation; supplement orientations for innovation activities, including orientations for innovation in sectors and socio-economic regions.
Activities to implement the Strategy for Science, Technology and Innovation Development to 2030
In line with the objectives, tasks and solutions identified in the Strategy, the Minister of Science and Technology has issued a decision approving the Directions, objectives and tasks of Science, Technology and Innovation to 2025 (Decision No. 2667/QD-BKHCN dated December 28, 2022 of the Minister of Science and Technology). Accordingly, the Ministry of Science and Technology has set out 9 tasks and solutions to implement the strategic objectives, including the following main contents:
1. Perfecting the legal corridor and focusing resources to implement strategic content on science, technology and innovation
2. The Ministry of Science and Technology plays a central role in coordinating and linking with ministries, branches, localities and enterprises on scientific, technological and innovation activities to directly serve socio-economic development.
3. Perfecting the national innovation system in which enterprises play a central role and scientific and technological organizations are the subjects of scientific and technological research and innovation.
4. Focus on building and improving core technology capacity to promote quality productivity, taking advantage of the Fourth Industrial Revolution
5. Perfecting legal regulations on managing science and technology tasks to promote the development of science and technology and innovation.
6. Developing science and technology market and enterprises
7. Intellectual Property and Standards, Metrology, Quality
8. Scientific research, application and development of technology contribute to ensuring national defense, security, social order and safety; improve the effectiveness of foreign affairs and international integration in science, technology and innovation.
9. Digital transformation and modernization of state management activities, strengthening communication on science, technology and innovation
