Hanoi is the leading locality in the country in exploiting heritage values ​​to develop cultural industries. The system of tangible and intangible cultural heritage is exploited in many forms, creating a series of attractive products.

However, with its rich heritage, Hanoi still has a lot of room for development and needs creative solutions to tap into this valuable resource.

Hanoi is currently one of the two leading cultural industrial centers of the country. The capital not only possesses valuable cultural heritages but is also the cultural and artistic center of Vietnam and a bridge for cultural exchange between the country and the region and the world. With more than 6,400 historical and cultural relics, about 1,800 intangible cultural heritages, 169 national treasures, 1,350 craft villages, Hanoi has exploited and created cultural industrial products with its own brand. Typically, night tours at the Temple of Literature - Quoc Tu Giam, Ngoc Son Temple, Quan Thanh Temple... create a strong attraction for tourists . Many ancient villages and craft villages are included in cultural tours, such as: Duong Lam ancient village, Bat Trang pottery village, Quang Phu Cau incense village... In the near future, Cuu village (Chieu My commune), Phuc Am votive paper village (Thuong Tin commune)... will also be exploited in new heritage tourism routes. Initially, the city has had effective public-private partnerships to build cultural industrial products from heritage resources. In 2019, Hanoi joined the UNESCO Creative Cities Network. Through this, many heritages have been exploited creatively, contributing to positioning Hanoi as the country's leading creative city.

However, the exploitation of heritage resources for the development of cultural industry still has many limitations. Notably, the group of intangible cultural heritages has not yet formed many attractive products; the ability to attract investment resources into heritage to build cultural industrial products is not high. In the context of a "flat world" and booming technology, the exploitation of heritage to develop cultural industry not only brings socio -economic efficiency, but also helps to preserve heritage and raise community awareness of heritage more effectively.

Professor, Dr. Le Hong Ly (Vietnam Folklore Arts Association) commented that among the heritage potentials, Hanoi possesses a particularly valuable resource, which is culinary heritage. Recently, many heads of state when visiting Hanoi have enjoyed dishes and drinks with typical Vietnamese style, such as: Banh mi, bun cha, coffee, tea... which is proof of this attraction; at the same time contributing to promoting and spreading cultural beauty. Another advantage that needs to be exploited is creative space. The Creative Design Festivals in 2023 and 2024 show that the city has many architectural heritages - creative spaces with high appeal. In addition, the city needs to strengthen international cooperation, coordinate with media agencies, embassies, international organizations in the area as well as Vietnamese embassies abroad to introduce, promote, exploit markets, develop tourism, connect tours and routes with businesses and organizations in international markets and vice versa.

The issue of expanding international cooperation to tap into heritage resources was also emphasized by Dr. Bui Van Tuan, Deputy Director of the Institute of Hanoi Studies (Hanoi Metropolitan University). In recent times, the city has strengthened and actively promoted international cooperation activities in creative fields, especially with members of the UNESCO Creative Cities Network, with the goal of becoming the creative capital of Southeast Asia.

To realize this strength, Hanoi needs to focus on improving cultural infrastructure, building investment incentive policies, and creating a favorable environment for cultural activities. Promoting and building an international brand will help Hanoi stand out on the global cultural map, attracting tourists and investors. Hanoi also needs to train and develop human resources in the cultural industry and creative human resources to promote the development of the cultural industry.
