General Secretary To Lam: Timely remove difficulties and obstacles when operating the new apparatus

On July 4, at the Party Central Committee Headquarters, General Secretary To Lam chaired a meeting of the Politburo and the Secretariat to give opinions on the implementation of the Central Committee's Resolution, the Politburo's Conclusion on the reorganization of the apparatus and administrative units; and the draft report on the implementation results of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee from November 2024 to July 2025.

Best serve and solve practical problems

According to the report at the meeting, the results of the pilot operation of the two-level local government model from June 20-30, 2025 showed that agencies and localities in the province and city have actively and proactively implemented the direction of the Central Government, the province and the city.

The trial operation was carried out in most commune-level administrative units for a certain period of time and achieved some positive results. Thereby, it helped cadres and civil servants immediately access the tasks and powers that must be implemented, and at the same time operate and process work in the electronic environment through the systems.

On July 1, 2025, the two-level administrative apparatus officially came into operation, marking the opening of a new development stage with the goal of streamlining, effectiveness, efficiency, and being closer to the people, serving the people better.

Localities have simultaneously implemented many measures to ensure the effective and stable operation of the apparatus, such as arranging means of transport to pick up and drop off officials and civil servants working between administrative offices in the new provinces and cities; organizing training and professional development (especially in handling records in the electronic environment) for officials and civil servants at the commune level; arranging experienced officials and civil servants to directly guide new officials and civil servants taking on the job...

Many localities have organized effective trial operations of the entire apparatus, especially the Public Administration Service Center. According to initial reports from localities, the operation of the 2-level administrative unit model is basically smooth and stable; administrative procedures are resolved quickly and without interruption.

The initial official operation of the new commune-level apparatus shows that the grassroots cadres and civil servants have higher determination and greater responsibility in striving to develop their homeland and country.

The results of the 9th Session of the 15th National Assembly are an important milestone in the history of constitutional and legislative work, a vivid demonstration of the Party's will in line with the people's will, meeting urgent requirements of objective necessity.

The decisions and laws passed at this Session are revolutionary, initiating fundamental institutional reforms and orienting tasks for the country's new development stage.

The results achieved demonstrate the determination, relentless efforts and effective innovations in the direction and management of the Party Central Committee, the Politburo, the Secretariat, the Government, the National Assembly and the Central Party agencies and committees; the drastic participation of localities; in a short period of time, high pressure, a large, difficult and unprecedented workload.

Many problems arose during the implementation process, but the entire political system was very focused, proactive, steadfast, united, and unified in action. Many cadres demonstrated their capacity, qualifications, and responsibility, quickly adapting to the requirements of innovation, overcoming difficulties to solve problems for the country and the people.

Public opinion in recent days has shown that the revolution in administrative unit arrangement is not simply a change in boundaries or staff organization, but more fundamentally a change in thinking, improvement of qualifications, responsibility and public service ethics. The vast majority of cadres and civil servants have shown a spirit of openness, actively learning, practicing expertise and skills, and always being dedicated and devoted to their work.

The overarching goal is to better serve people and businesses.

Based on the opinions of the Politburo members and the Party Central Committee Secretariat, concluding the meeting, General Secretary To Lam requested that the Standing Committees of the provincial and municipal Party Committees directly under the Central Government continue to strengthen leadership and direction of all work under the authority of the two levels (province and commune) to be carried out smoothly, without delay or omission of work, with the consistent goal of better serving the people and businesses.

Provincial and municipal Party Committees directly under the Central Government urgently review all work of assigning, arranging, and deploying cadres, civil servants, public employees, and workers in provincial and communal agencies and units; for communes, wards, and special zones lacking specialized cadres, the provincial level must promptly and fully arrange, strengthen, support, and assist to ensure effective work performance.

The General Secretary emphasized the need to strengthen inspection and grasp the situation to promptly resolve and remove difficulties and obstacles for communes when operating the new apparatus.

Provincial and municipal Party Committees directly under the Central Government continue to do a good job of political and ideological education, fully resolve the regimes and policies for cadres, party members, civil servants, public employees, and workers who are working, retiring early, or leaving work according to the Central Government's instructions; strengthen propaganda and guidance work so that people can understand the new regulations and new locations and working methods of local state agencies; consolidate and maintain people's consensus and support for the implementation of the two-level administrative unit.

Provincial and municipal Party Committees directly under the Central Committee shall preside over and coordinate with the Central Committee of the Ho Chi Minh Communist Youth Union and relevant agencies, units and organizations to deploy the deployment of youth union members who are students with basic knowledge of information technology from universities and colleges, and youth volunteers to support cadres, civil servants, public employees, workers and people of communes, wards and special economic zones (especially in remote and disadvantaged areas) in operating the apparatus, providing online public services, handling administrative procedures... in the initial phase of implementing the 2-level administrative unit model.

The Standing Committees of the provincial and municipal Party Committees directly under the Central Committee shall lead and direct the preparation of conditions for the successful organization of Party Congresses at all levels towards the 14th National Party Congress, in conjunction with the preparation for the election of the National Assembly and People's Councils at all levels.

The General Secretary requested the Government Party Committee to inspect and grasp the situation, collect complete statistics and promptly report to the Politburo on the situation of cadres, civil servants, public employees, and part-time workers at the commune level who have left their jobs when reorganizing the organization and resolving policies and regimes according to regulations, ensuring the right people for the right jobs, and retaining qualified people.

Along with that, continue to review, revise and supplement regulations on salary policies and responsibility allowances for cadres, civil servants and public employees in accordance with the new organization and regularly urge, inspect and guide the implementation of regulations on functions, tasks and organizational structure of agencies and units in the administrative system at the central and local levels.

The General Secretary also noted that the Party Committee of the Fatherland Front and the Central political and mass organizations should focus on reviewing and reorganizing focal points to ensure smooth operations, effective and efficient operations, close to the people and close to the grassroots, promptly reorganizing mass organizations to be streamlined and closely monitoring the situation, implementing the activities of the models of the Fatherland Front, political and social organizations, and mass organizations according to the model of 2-level administrative units, proactively proposing fundamental solutions to promptly resolve difficulties and problems in practice to ensure smooth operations meeting the set requirements.

Regarding the draft Report on the implementation results of Resolution No. 18 - NQ/TW, dated October 25, 2017 of the 12th Party Central Committee from November 2024 to July 2025, the General Secretary requested that it be emphasized that this is the result of the solidarity and unified efforts of the entire political system, the consensus and response of the people; along with that, solving policies to ensure social security, ensuring growth and development of the country; completing other political tasks.

The General Secretary assigned the Central Organizing Committee to receive comments from the Politburo and the Secretariat, supplement and complete the report./.
