Over the past 7 months, Vietnam has upgraded relations with 11 countries.

At the Conference, delegates heard two thematic reports on "Some outstanding results in Vietnam's foreign affairs in the first 7 months of 2025" and "Building and organizing the Steering Committee 35 at all levels to meet the requirements of the task of protecting the Party's ideological foundation in the new situation".

In the topic "Some outstanding results in Vietnam's foreign affairs in the first 7 months of 2025", Member of the Party Committee Standing Committee, Head of the Party Committee's Propaganda and Mass Mobilization Department, Deputy Minister of Foreign Affairs Le Thi Thu Hang analyzed the context of the political security situation, the world and regional economy, the US tariff policy and its impacts on Vietnam.

According to Deputy Minister Le Thi Thu Hang, our country's foreign affairs activities in the past 7 months have been favorable, attracting the attention of other countries and ensuring 4 major goals. That is to maintain a favorable foreign situation, maintain a peaceful and stable environment; firmly protect independence, sovereignty and territorial integrity.

Foreign affairs activities are implemented synchronously and comprehensively on all pillars: Party foreign affairs, State diplomacy, people's foreign affairs, parliament..., aiming to create resources and expand strategic space for development. Enhance the role and position of the country and participate in common international work such as promoting the role in ASEAN, in the United Nations (attending the 3rd United Nations Ocean Conference - UNOC 3, Vietnam was one of the first countries to sign commitments and put forward many voluntary commitment initiatives).

Specifically, in 7 months, Vietnam has upgraded, enhanced and deepened its cooperative relations with partners, including upgrading relations with 11 countries, bringing the total number of countries with a cooperative framework to 38 partners, including 13 comprehensive strategic partners, 10 strategic partners and 15 comprehensive partners. Vietnam became a partner country of BRICS. Senior leaders have conducted 55 foreign affairs activities, in which international visitors to Vietnam increased. On the occasion of the 80th anniversary of National Day, there will be 7 high-level delegations, of which 3 delegations will conduct official visits to Vietnam combined with attending the ceremony, 4 delegations will attend; 15 political party delegations, 8 delegations of the Minister of National Defense.

Also in 7 months, state agencies signed 253 documents (only 127 documents in 2024) and many economic contracts with a commitment of 9 billion USD. Foreign affairs activities are spread across pillars and have the active participation of ministries and branches. Science and technology diplomacy is one of the spearheads of Vietnam's foreign affairs.

In the Cultural Diplomacy Strategy to 2030, the target of having 60 world heritages has been set, and to date, there have been 73 heritages, reaching a spectacular milestone, exceeding the target. The latest heritage to be listed in the UNESCO Cultural Heritage List is the Yen Tu - Vinh Nghiem - Con Son - Kiep Bac landscape.

Work on overseas Vietnamese and citizen protection has been carried out strongly and effectively. The Nationality Law has been fundamentally amended, meeting the expectations of overseas Vietnamese. About 1,500 Vietnamese citizens working in illegal casinos in Cambodia and about 700 citizens in Myanmar have been brought back to the country; citizens have been evacuated from dangerous war zones in Israel and Iran.

According to Deputy Minister Le Thi Thu Hang, the major issues and tasks for Vietnam are to maintain a peaceful and stable environment, an open foreign policy and maximize the country's internal strength to achieve the growth target of 8% in 2025; focus on comprehensively and fundamentally solving issues related to tariffs; effectively and substantially taking advantage of the momentum of upgrading and raising the level of relations and especially implementing international agreements and commitments. Along with that, promoting science and technology diplomacy to attract external resources, especially knowledge and technology resources; promoting Vietnam's role, position, and capacity to participate and lead in global governance, and proactively having plans to participate early and from afar.

Delivering the topic "Building and organizing the forces of the Steering Committee 35 at all levels to meet the requirements of the task of protecting the Party's ideological foundation in the new situation", Director of the Department, Chief of Office of the Central Steering Committee 35 Vu Trong Ha said that recently, the world has undergone epochal changes, the international economic - political - security environment has changed rapidly, complicatedly, and unpredictably. Meanwhile, at each specific time, taking advantage of the difficulties and problems that need to be solved, the complicated issues arising from the reality of social life, hostile and reactionary forces at home and abroad have colluded, linked together, and increased their sabotage activities with increasingly sophisticated and cunning methods and tricks.

The task is to strengthen direction, coordinate review, promote the completion of legal basis, related legal documents to ensure practical requirements. Make maximum use of scientific and technological solutions, application software to scan, block bad and toxic information, and spread positive information. Promote diplomatic negotiations, improve the effectiveness of legal, economic and technical struggles with businesses providing cross-border digital service platforms. Require domestic network operators to enhance political responsibility in handling bad and toxic information; focus resources on building, developing and exploiting domestic social networks to increasingly better meet user needs.

Orienting propaganda work, Deputy Head of the Standing Committee of the Government Party Committee's Propaganda and Mass Mobilization Commission Ha Thi Trang requested the Propaganda and Mass Mobilization Commissions of Party Committees directly under the Government Party Committee, reporters, and cadres working in propaganda and mass mobilization to step up propaganda to celebrate the 80th anniversary of National Day (September 2, 1945 - September 2, 2025); training activities and preparations to celebrate the 80th anniversary of National Day; to strongly propagate the great victories and achievements of the country over the past 8 decades, especially after nearly 40 years of implementing the national renovation policy initiated and led by the Party; affirming that our country has never had such a foundation, potential, position and international prestige as today.

At the same time, propagandize the results of the 12th Central Conference of the 13th tenure, analyze and clarify the context of the situation and highlight the important significance of the Conference, emphasizing that the Conference convened nearly 3 months earlier than planned, demonstrating the spirit of initiative, urgency and high responsibility of the entire Party in comprehensively and thoroughly preparing the contents to be submitted to the 14th National Party Congress; promote propaganda for the 1st Government Party Congress, term 2025 - 2030 and the results of Party Congresses at all levels; resolutely direct the implementation, the Government, the Prime Minister, agencies, units and enterprises focus on synchronously and effectively implementing the resolutions and policies of the Central Committee, the Politburo, the Secretariat, the National Assembly, etc.

By July 31, 100% of Party Committees, grassroots Party cells, departmental Party cells, and affiliated Party cells had successfully organized congresses, ensuring progress and requirements (1,468 grassroots Party Committees, 743 grassroots Party cells, 192 departmental Party Committees, and 12,572 affiliated Party cells). For Party organizations directly under the Government Party Committee, 50/51 Party Committees had successfully organized their congresses.
