On the morning of August 22, the Ho Chi Minh City Institute for Development Studies (HIDS) held a seminar to promote green transportation connecting the Can Gio area with the center of Ho Chi Minh City, with the participation of many units and experts.
Most experts expressed support for promoting green transportation and soon connecting high-speed railway from the center to Can Gio to serve travel and develop socio -economy and tourism.
VinSpeed invests with direct capital
At the seminar, Mr. Le Van Khoa - Technical Director of VinSpeed High-Speed Railway Investment and Development Joint Stock Company - said that VinGroup is currently focusing on developing a green ecosystem, determining the mission of developing railways and high-speed railways to create infrastructure projects that contribute to the community.
According to Mr. Khoa, through research, VinSpeed proposed a high-speed railway route from the center of Ho Chi Minh City - Can Gio operating at a speed of 350km/h, the entire route is 48.5km long and takes 15 minutes to travel. By the period 2030-2050, the operating frequency will be 20 minutes/trip.
The line has 2 stations with the first station being Tan Thuan station located on the median strip of Nguyen Van Linh street, and the last station being Can Gio station on a 39ha land area. The train configuration is 8 cars with a capacity of 600-800 passengers.
After officially operating, connecting the center of Ho Chi Minh City with the Can Gio beach area, the travel time will be much shorter than it is now.
Regarding the form of investment, Mr. Khoa said that VinSpeed, part of the Vingroup ecosystem, will be an investor, responsible for participating in the investment and development of railway projects proposed by the group, including the railway project connecting the center of Ho Chi Minh City to Can Gio.
Based on studying legal regulations, considering related factors and to speed up the progress of investment procedures, VinSpeed proposes to invest in the project in the form of direct investment according to the provisions of the Investment Law, using private capital arranged by VinSpeed Company, not using state capital.
Regarding the bridge construction plan, Mr. Khoa shared more: VinSpeed has researched and planned to invest in the Can Gio railway bridge project, which is a separate project from the Can Gio bridge that is being planned for investment. Concentrate resources, work in 30 months, minimize impact on the biosphere
Discussing more about this project, Mr. Nguyen Anh Tuan - General Director of Vinspeed High-Speed Railway Investment and Development Joint Stock Company - affirmed that the unit is concentrating resources to invest in this project, expected to start construction in November 2025, and complete after 30 months.
"In the past, railway projects were mainly public investment, so private investment in high-speed railways is unprecedented and unexperienced. The route from the center of Ho Chi Minh City to Can Gio is expected to become a symbol of Ho Chi Minh City, with residents and tourists soon experiencing travel at a speed of 350km/h.
We also determined that the investment process will face some difficulties such as the construction of the railway bridge across the Soai Rap River. In addition, VinSpeed will conduct research to ensure that the impact on the Can Gio biosphere reserve is minimized," Mr. Tuan stated.
Previously, the Ho Chi Minh City People's Committee issued a document conveying the direction of Vice Chairman of the City People's Committee Bui Xuan Cuong on the proposal to invest in a high-speed urban railway connecting the center of Ho Chi Minh City with Can Gio.
Ho Chi Minh City assigned the Department of Finance to urgently urge investors to complete investment proposal documents for the high-speed urban railway project connecting the center of Ho Chi Minh City with Can Gio according to regulations.
At the same time, preside over and coordinate with the Department of Construction and relevant units to review relevant legal regulations in the railway sector, advise and propose investment processes and procedures for urban railway projects proposed by investors (not using budget capital).
