Resolution close to real life
Implementing the Party and State's policy of merging the two provinces of Ninh Thuan and Khanh Hoa, operating a two-level local government apparatus from July 1, Ms. Le Thi Anh Dao - Deputy Chief of Office of the Department of Agriculture and Environment (DARD) of Khanh Hoa province (former Deputy Chief of Office of the DARD of Ninh Thuan province) has moved her workplace from Bao An ward to a new workplace in Nha Trang ward. Ms. Dao shared that her husband works in the army, her two children are in grades 9 and 12, both in Bao An ward. To meet the requirements of the new task, Ms. Dao and 3 friends (all civil servants and public employees working in the DARD sector) have rented an apartment for 8 million VND/month in Bac Nha Trang ward to live. Every Friday afternoon, she and her colleagues take a bus more than 100km to visit their family, and on Sunday afternoon, they take a bus back to work at the office. “I was very worried in the beginning, but with the care, help and encouragement of leaders and colleagues, I have now adapted to the new work and lifestyle. The rent, living expenses and transportation costs in Nha Trang are higher than where my family lives, so the cost of living and transportation is a big burden. When we heard that the Provincial People's Council passed a resolution regulating the policy of supporting rent and transportation costs, we were very happy; this is a policy that is close to the reality of life that we have been waiting for,” Ms. Dao shared.

Ms. Dao happily added that the resolution was passed on August 15, but took effect from July 1, showing the attention and best conditions of the provincial leaders, contributing to helping the staff, civil servants, public employees, and workers reduce the burden of costs, creating favorable conditions for them to work with peace of mind, continue to promote their capacity, and complete their tasks well in their new positions.
Similarly, Ms. Nguyen Thi Anh Phuong, an expert at the Department of Home Affairs of Khanh Hoa province (former expert at the Department of Home Affairs of Ninh Thuan province), shared that when she first arrived at her new workplace, she and 3 colleagues rented a house for about 8 million VND/month. “The Provincial People's Council has approved a very timely and practical policy to support housing and travel expenses. In addition to financial support, what is more valuable is that it gives us the feeling of being listened to, shared and accompanied by the provincial government. That is a great source of spiritual encouragement, helping us feel more secure in our work, ready to make efforts and contribute in our new positions. I also hope that in the coming time, in addition to the existing support policy, the province will consider expanding some other forms of support such as connecting, introducing, and creating conditions for civil servants, public employees, civil servants, and employees to rent and buy public housing and social housing at preferential prices. Having more stable housing solutions will create conditions for us to settle down, thereby feeling secure in our long-term work.”
Mr. Huynh Man Dat - specialist of the Office of the Department of Agriculture and Environment of Khanh Hoa province (former specialist of the Office of the Department of Agriculture and Environment of Ninh Thuan province) shared that he hopes that the resolution will soon be implemented by the Provincial People's Committee, departments, branches and localities to have more expenses to stabilize life and focus on work.
Urgent policy implementation
Comrade Pham Thi Xuan Trang - Vice Chairwoman of Khanh Hoa Provincial People's Council said that to ensure that the policy is implemented fairly, transparently and to the right subjects, before submitting to the Provincial People's Council for consideration and comments at the meeting, the resolution was examined by the Legal Committee of the Provincial People's Council according to the law.
The results of the review by the Legal Committee of the Provincial People's Council show that, in the process of drafting the resolution, the specialized agencies of the Provincial People's Committee have proactively coordinated and clearly defined the key content of the policy, ensuring that it is consistent with the reality and the ability to balance the local budget. The level of housing rental support is built on the basis of working conditions. Specifically, the policy stipulates the level of support for each group: People who are not eligible for public housing; people who are eligible for public housing but wish to rent a private house or have not been allocated public housing. During the implementation of the support policy, in case the beneficiary wants to use public housing or is allocated public housing, he/she will no longer be entitled to the housing support policy stipulated in this resolution.
The policy is implemented within 24 months, from the provincial budget. The maximum budget for implementing the housing support policy is over 169 billion VND and travel expense support is over 44 billion VND, guaranteed by the provincial budget and arranged in the annual regular expenditure estimates of agencies, units, and localities employing civil servants, public employees, civil servants, and employees. Therefore, the allocation, use, and settlement must be carried out in accordance with the provisions of the State Budget Law and current guiding documents.
Comrade Pham Thi Xuan Trang said: “In order for the resolution to come into life, promote its effectiveness, and reach the right people in need of support, immediately after the resolution is issued, the Provincial People's Committee needs to urgently implement the policy in detail; organize the dissemination and propaganda of the policy; develop plans, provide guidance and allocate resources, ensure the correct implementation of the regime, the right subjects, and prevent the situation of taking advantage of the policy. At the same time, the Standing Committee of the People's Council, the People's Council's committees, the People's Council delegations and the Provincial People's Council delegates are responsible for strengthening the inspection and supervision of the progress of the resolution's implementation. In the coming time, the Standing Committee of the People's Council will conduct field surveys; receive opinions and feedback from voters, people and local authorities at the commune level on issues arising in practice. Thereby, accompanying the Provincial People's Committee and all levels and sectors to coordinate in removing difficulties and obstacles from the grassroots level, contributing to improving the quality of administration and efficiency of serving the people".
Support for civil servants, public employees, workers receiving salaries from the state budget transferring to work at the new Administrative Center located in Khanh Hoa province and civil servants, public employees, workers mobilized, rotated, seconded from the provincial level to work at the commune level, whose residence is 30km or more from the workplace is 3 million VND/person/month.
In case the supported subjects meet the conditions for public housing arrangement but wish to rent a private house or have not been arranged public housing, they will be supported with 4.5 million VND/person/month.
In addition, civil servants, public employees, employees and workers will be supported with an additional VND 760,000/person/month to cover travel expenses. This support will be implemented monthly, from the provincial budget and will not be used to calculate social insurance, health insurance, unemployment insurance or to calculate regimes and allowances.
