Ministry of Science and Technology works in Can Tho on implementing two-level local government model

On August 26, 2025, the working delegation of the Ministry of Science and Technology (MOST) led by Mr. Ho Hong Hai, Deputy Director of the Legal Department, had a working session with the People's Committee of Can Tho city on the implementation and operation of the two-level local government model at the commune and ward levels.

Mr. Nguyen Huu Thanh Binh, Deputy Director of the Department of Science and Technology of Can Tho City, together with leaders of the Can Tho City Public Administration Service Center and representatives of a number of relevant units of the city worked with the Working Group.

Speaking at the meeting, Mr. Ho Hong Hai said that the implementation of Conclusions 177 and 178 of the Politburo on the two-level government model has been strongly directed by the Ministry of Science and Technology. Immediately after Decree No. 132/2025/ND-CP and Decree No. 133/2025/ND-CP were issued, the Ministry has implemented many activities towards the grassroots level. Specifically, the Ministry has reviewed 117/223 tasks (accounting for 52.5%) of decentralization and delegation to the provincial level; of which 78 tasks are stipulated in Decree 133/2025/ND-CP and 39 tasks will continue to be decentralized and delegated in upcoming legal documents. The Ministry has developed, submitted and issued 7 documents (2 Decrees, 5 Circulars); announced 220 administrative procedures, including 121 new administrative procedures; sent 6 guidance documents to the People's Committees of the provinces; organized 6 training conferences and 4 direct and online meetings with the Departments of Science and Technology. The Ministry also established a Standing Team with 26 units, maintained a 24/7 online interaction group with 34 Departments of Science and Technology; developed 2 professional guidance documents and a virtual assistant system to support the search and answer questions about administrative procedures.

In addition, the Ministry of Science and Technology has compiled 28 groups of difficulties and problems in implementing administrative procedures and online public services in localities operating under the two-tier government model, and reported to the Deputy Prime Minister. To date, 18 problems have been completely resolved. At the same time, the Ministry coordinated to build the National Digital Architecture Framework (version 1.0) to create a foundation for unified data management and connection.

Organizing direct working programs with 34 localities in August 2025 will be an opportunity for the Ministry to grasp the practical situation, share difficulties with the grassroots, and at the same time, it is the responsibility of the Central agency to accompany and remove obstacles for the localities.

The delegation of the Ministry of Science and Technology conducted a field survey at the Public Administration Service Center of Can Tho city.

During the working sessions with the Can Tho City Public Administration Service Center and the Ninh Kieu Ward People's Committee, the Delegation directly discussed with officials assigned to handle administrative procedures, learned about the file processing process, the level of information technology application and the efficiency of system operation; discussed with officials in charge of information technology and digital transformation, about the deployment of digital platforms, database connection, as well as solutions to apply artificial intelligence (AI) in supporting citizens and businesses; listened to the opinions of citizens and businesses who directly submitted documents and performed administrative procedures, in order to grasp and evaluate the level of satisfaction, convenience as well as difficulties and obstacles in practice.

According to the report of the Department of Science and Technology of Can Tho, after the arrangement of administrative units, the city has focused on synchronously deploying many shared information systems. The email system has issued more than 38,000 accounts; the document management and administration system with 13,655 accounts has processed more than 845,000 documents in two months, of which over 70% of documents are digitally signed. The administrative procedure settlement system has been deployed at 120 units, synchronizing 2,223 procedures, with 41,640 user accounts; integrating artificial intelligence (AI) to support document processing. Along with that, the data integration and sharing platform (LGSP) has connected 17 national systems and databases; the video conferencing system has served 23 online meetings from the Central to the grassroots level. In addition, the city also deployed an electronic information portal with 117 component pages, an electronic reporting system, and specialized digital signatures for public services, creating a synchronous platform for e-government operations.

In the field of administrative reform, the city has standardized and published 125 administrative procedures in the field of science and technology, of which 24 are decentralized procedures and 101 are decentralized to localities. This is an important step, contributing to shortening time, reducing costs, and improving the quality of service for people and businesses.

However, Can Tho still faces some difficulties, such as commune-level human resources with limited expertise in measuring and certifying the quality of goods and products; some administrative procedures are unclear in terms of responsibilities between ministries and branches; shared telecommunications infrastructure has not been unified in rental prices, affecting the progress of cable renovation and undergrounding projects. The city recommends that the Ministry of Science and Technology increase training for commune-level civil servants, coordinate with ministries and branches to guide the handling of overlapping procedures, and request the Department of Telecommunications to soon unify the rental price framework for passive telecommunications infrastructure.

At the meeting, units under the Ministry of Science and Technology directly answered and guided the contents under their authority, and at the same time recorded recommendations beyond their authority to synthesize and report to relevant ministries and branches for consideration and handling./.
