Dien Bien Phu Ward operates a two-level government model, promoting digital transformation from the grassroots level.
The delegation of the Ministry of Science and Technology exchanged and listened to opinions at the Public Administration Service Center of Dien Bien Phu Ward.
At the meeting, the representative of the Ward People's Committee said that the ward currently provides 391 administrative procedures (126 complete procedures, 265 partial procedures) on the electronic one-stop system. In nearly 2 months (from July 1 to August 22, 2025), the ward has received 903 records, processed 701 records, the remaining 117 records are being processed, 85 records have been withdrawn, and there are no overdue records. Receiving and returning results through the system helps people easily monitor progress, not depending on office hours.
A delegation from the Ministry of Science and Technology led by Deputy Director of the National Digital Transformation Agency Le Anh Tuan visited and worked with the Smart Operations Center of Dien Bien province.
100% of the staff here have used digitally signed electronic documents, with more than 8,500 incoming documents and more than 2,300 outgoing documents in more than a month, helping to save costs and improve operational efficiency. The ward also operated 27 online meetings, ensuring smooth instructions from superiors. The total number of digital signatures used for public service in the Dien Bien Phu Ward People's Committee is 120 (29 organizations, 91 individuals) have been used, helping to shorten the document processing process and increase legality.
However, the report also pointed out difficulties as the ward does not have IT specialists, many of the equipment is old, and the internet connection is sometimes slow. The ward People's Committee proposed to arrange IT specialists, organize training on digital transformation skills, and invest in upgrading computers, equipment, and infrastructure to serve system operations.

According to the report of the Department of Science and Technology of Dien Bien, from March 1, 2025, the province has merged the Department of Science and Technology and the Department of Information and Communications according to Resolution 224/NQ-HDND dated February 20, 2025 of the Provincial People's Council, establishing a new Department of Science and Technology with 4 specialized departments and 2 affiliated public service units. The total current payroll is 83 civil servants and public employees and 10 contract workers.

In the field of administrative procedures, the province has publicized 195/195 administrative procedures under the jurisdiction of the Department of Science and Technology and 19/19 shared administrative procedures at the Reception and Results Department under the one-stop mechanism in accordance with regulations. 100% of records have publicized progress and results on the national public service portal and the Department's website. The province has provided online public services for the entire process of 109 administrative procedures, partial public services for 62 administrative procedures and 24 online information services. From March 1, 2025 to present, 17 online records have been received, of which 15 records were resolved ahead of schedule.
In addition to the achievements, the province also encountered some difficulties in operating the two-level local government model. Specifically, the progress of digitizing records is still slow; some records are returned late because officials have not yet returned electronic results; the capacity of commune-level officials is uneven; many communes in disadvantaged areas lack facilities, and the area of the one-stop shop is still small. In addition, the connection and exploitation of data from national databases and the system of ministries and branches is still unstable and errors occur.

However, Dien Bien has implemented many solutions to overcome these difficulties. The integrated data sharing platform (LGSP) system is operating stably, connecting effectively with the central government. The total number of integrated online public services provided on the National Public Service Portal: 1,390 public services. 45/45 communes and wards have fiber optic cables to the commune center, with bandwidth >100Mb. Applications such as Dien Bien Smart, VNeID, Zalo OA "Dien Bien Provincial Public Administration" are effectively supporting people in accessing public services.
The province also promotes digital human resource training and the application of science and technology. More than 12,000 teachers and nearly 1,200 managers have been trained in new and innovative AI.

At the working session with the Ministry of Science and Technology delegation, the Department of Science and Technology of Dien Bien province made a series of recommendations, including requesting the Ministry to soon submit to the Government a new Decree on management of IT application investment to replace current decrees; provide guidance on integrating digital transformation plans and reports into the implementation plan of Resolution 57-NQ/TW to avoid overlap; take the lead in developing a Data Strategy and Digital Transformation Strategy at the macro level; and provide unified guidance on the responsibility for managing product and goods quality to the commune level. The province also recommended that the Ministry soon issue instructions on the implementation of Decree 179/2025/ND-CP on the support regime for digital transformation human resources; open online training courses on quality control and digital transformation; and arrange funding for investment in telecommunications infrastructure, laboratories, research centers, and the Public Administration Center.
Representatives of specialized units of the Ministry of Science and Technology directly answered each request and provided guidance on removing obstacles in the fields of intellectual property, quality measurement standards, digital transformation, radio frequency management, and eliminating mobile signal dips. The delegation also acknowledged the province's proposal to support VSAT investment to ensure communications for border areas. In addition, the delegation also shared many practical experiences from other localities, suggested implementation solutions suitable to the specific conditions of Dien Bien, and affirmed that the Ministry will continue to accompany and support to ensure the effective and smooth operation of the two-level government, best serving the people and businesses.
Finally, Director of the Department of Science and Technology of Dien Bien Vu Anh Dung expressed his gratitude for the delegation's timely responses to the province's problems and difficulties within its authority, and highly appreciated such working trips by ministries and branches to help find the cause of the problems, thereby having "the right medicine to cure the disease", the Director of the Department of Dien Bien emphasized./.
