Overview of the working session at the People's Committee of Ca Mau province.
At the meeting, Mr. Ho Hong Hai, Deputy Director of the Legal Department, said that the meeting demonstrated the responsibility of the Ministry of Science and Technology in accompanying and supporting localities to remove obstacles.
Immediately after Decree No. 132/2025/ND-CP and Decree No. 133/2025/ND-CP were issued, the Ministry of Science and Technology has implemented many activities towards the grassroots level. The Ministry has reviewed 117/223 tasks (accounting for 52.5%) of decentralization and delegation to the provincial level; of which 78 tasks are stipulated in Decree 133/2025/ND-CP and 39 tasks will continue to be decentralized and delegated in upcoming legal documents.

The Ministry of Science and Technology also established a Standing Team with 26 units, maintained a 24/7 online interaction group with 34 Departments of Science and Technology; developed 2 professional guidance documents and a virtual assistant system to support searching and answering administrative procedures.
Reporting at the meeting, Mr. Ngo Hong Thuan, Deputy Director of the Department of Science and Technology of Ca Mau province, emphasized: With the close leadership of the Provincial Party Committee, the drastic direction of the Provincial People's Committee and the consensus of the people, the organization and operation of the two-level government have basically met the requirements. In which, science and technology, innovation and digital transformation play a key role, contributing to ensuring the smooth operation of the two-level government.
The report said that Ca Mau has urgently consolidated and upgraded shared systems for operations. The official email system has newly issued 1,972 accounts, bringing the total to 20,614; data from the old system of Bac Lieu province has been safely transferred to the system of Ca Mau.
The provincial data sharing and integration platform (LGSP) connects 12 internal information systems and 23 data sharing services on the national platform (NDXP), recording over 32 million transactions.
The document management and administration system (iOffice) was adjusted and deployed to 936 units with more than 19,000 accounts, ensuring connectivity between 3 levels of government.
The administrative procedure settlement system maintained rank 04/34, of which online submission reached 80.8%; electronic result rate 68.9%; digitized records and results 66.8%.
In addition, the provincial electronic information portal has upgraded background data, connecting 39 commune and ward information pages; the reporting information system has 148 accounts, ensuring smooth reporting from the commune to the Government; the online conference system connects 64 communes and wards.
Digital signature work has also been promoted with 8,983 active certificates, more than 3,800 certificates have been newly issued or renewed since July 2025.
Mr. Nguyen Phuong Bac, Provincial Party Committee member, Director of the Department of Science and Technology of Ca Mau province delivered a concluding speech at the meeting.
Along with the system deployment, Ca Mau has launched the "Digital Popular Education" platform, providing free courses and attracting more than 21,000 officials and civil servants to participate in online classes. Many artificial intelligence (AI) applications have been put into practice, such as AI virtual assistant switchboard, AI training for students, AI conference in healthcare, and "Leadership adapting to the AI wave" seminar.
Despite many positive results, the leaders of the Department of Science and Technology of Ca Mau province also frankly pointed out difficulties and obstacles, such as: The IT infrastructure at the commune level is still lacking in synchronization, many devices are old and easily broken; IT human resources are both lacking and weak, most of them are part-time and have not been properly trained. People's digital skills are still limited, many online records still need staff to support operations. The online conference system is only a temporary solution, with low stability.

In the field of quality measurement standards, the province proposed connecting the Ca Mau Product Traceability Portal with the national system; regulating the cost level for the activities of the expert group, the National Quality Award Preliminary Selection Council; and providing guidance on processing multi-sectoral conformity assessment dossiers.
The field of science, technology and innovation needs to clarify the "investor" mechanism in purchasing research equipment.
Regarding nuclear radiation safety, the province raised the lack of regulations on appraisal fees for SPECT/CT equipment.
With intellectual property, digital data is still scattered, and industrial property representative exams are not held regularly, causing a shortage of local human resources.
In addition, Ca Mau proposed that the Ministry of Science and Technology soon advise the Government to issue a Decree on venture capital funds for creative startups, technology incubation and digital transformation; a Decree regulating a number of contents on innovation and creative startups; organize in-depth training for local officials; and at the same time issue a document guiding the implementation of Decree 179/2025/ND-CP on the level of support for specialized human resources in digital transformation, information security and network security.

At the meeting, representatives of the Department of Intellectual Property, the Department of Telecommunications, the Department of Radio Frequency, the Department of Innovation, the National Committee for Standards, Metrology and Quality and specialized units of the Ministry of Science and Technology directly discussed and answered many recommendations of the province; contents beyond the authority will be summarized and reported for resolution at the Government level.
At the end of the working session, Mr. Nguyen Phuong Bac, Member of the Provincial Party Committee, Director of the Department of Science and Technology of Ca Mau province, expressed his gratitude to the working delegation of the Ministry of Science and Technology for their in-depth and practical sharing, helping to remove and resolve many important issues. Through today's working session, the long-standing problems have had new, clearer and more feasible approaches. The leaders of the Department of Science and Technology of Ca Mau province hope to continue to receive the attention and support of the Ministry in the process of handling specific local tasks.

In the afternoon of the same day, the working delegation of the Ministry of Science and Technology conducted a field survey at the Ca Mau Provincial Public Administration Service Center and Tan Thanh Ward, directly discussed with officials handling administrative procedures, learned about the process of handling documents, and applied IT and AI in supporting citizens and businesses. The delegation also listened to feedback from citizens and businesses about the convenience, satisfaction level and practical difficulties when using public services./.
